Dear colleagues,
States now run on a digital substrate — identity systems, data flows, algorithmic decisions and the services built on top of them — and most institutions govern each part separately. The Digital Statecraft Academy’s new one-week residential programme in Cambridge starts from the argument that this is the problem, and we thought it may be of interest to you or to colleagues in your network.
DSA Algorithmic State Architecture Programme, Cambridge: a deep dive into the systems and structures behind digital statecraft
24–30 January 2027, University of Cambridge

The programme is built on DSA’s Algorithmic State Architecture framework, which sets out the digital state as four interdependent layers: digital public infrastructure as the foundation, data for policy as the intelligence layer, algorithmic government as the process layer, and GovTech as the point where it all reaches the public. A gap in one layer propagates into the others, however carefully each is governed on its own terms.
Over one week, participants bring a live problem from their own institution or research and carry it through the week, leaving with a working map of their institution’s digital architecture: where the strengths are, where the bottlenecks sit, and what to prioritise next.
It is designed for senior civil servants and public-sector technologists, academics and researchers working on digital government, AI governance or public administration, policy leads, regulators, and advisers working across several governments.
