CfP Theory and Practice of Community Informatics in the CIS
Theory and Practice of Community Informatics in the CIS (English-Russian Textbook) Call for Abstracts and Chapters This edition will be the second part of the textbook "Community Informatics. Community Networking: Approaches. Prospects. Tools". The first part of the book was published in 2003 in Russian and English as a part of the Community Informatics Open Source Archive (http://ci-text.researcher.at) and was focused on the experiences of using information and communication technologies (ICTs) for locally based community and civic development (broadly defined) in a global, but particularly developed country context. The second part will in large part present a wide range of theoretical and practical experience, which has been accumulated in CIS countries in the area of Community Informatics. Community Informatics is a rapidly growing interdisciplinary approach which includes concerns for community Internet access, community information, online civic participation and community service delivery, community economic development, training and learning networks, and telework among other areas of interest. We are looking for papers focusing on the experience in Russia and the Commonwealth of Independent States on the issue areas listed below among others: 1. ICTs and community and social development 2. e-government, e-governance and e-democracy 3. e-enabled local economic development 4. e-education and e-learning 5. using ICTs in civic activities 6. local information systems 7. e-enabled local media and content production 8. locally based e-enabled resource management 9. locally based e-enabled environmentalism and environmental management 10. government policy and local ICT initiatives We welcome accounts of both theoretical and applied research, as well as research conducted at micro, meso and macro levels of analysis. In addition to research papers, we welcome submissions on current issues, public policies and practical problems in the field. We would particularly like to invite papers presenting case studies of successful localized ICT developments, citizen's media and community communication issues. In addition, the volume will include a limited number of high quality theoretical articles which will provide an overall vision and overview on the current status, problems and perspectives of Community Informatics as the discipline is developing globally. Thus, the overall objective of the book is to provide an introduction to advanced research on the objectives, practices and dynamics of Community Informatics as it is being expressed across all types of social institutions and media. Authors should initially submit short or extended abstracts of no more than 1500 words or completed papers for an initial review by March 1, 2004. Final papers will be due no later than April 1, 2004. Submissions will be accepted in either English or Russian and should be sent to the Editorial Board via e-mail at <textbook-2@mail.ru>. Works submitted in either Russian or English will be translated into the other language and the book will have both Russian and English editions. All submissions should include authors' names, affiliations and contact information.
