Anyone working on the digital divide should search for EU funded research and surveys as there are plenty. One of the most interesting ones is the SIBIS = Statistical Indicators Benchmarking the Information Society site http://www.sibis-eu.org/sibis/about/about.htm One of their publications is about teh different variables and indicators used for measuring the DD.
