Posting copyrighted works to a public website

Hi All, I am working on a free, non-profit, academic website and as part of it we would like to include copies of famous/influential/interesting articles from journals (and possibly book chapters as well). Anyone have some guidance in terms of what fair use would allow us to post without acquiring explicit permission and how best to approach authors/publishers/etc. to get permission where needed? You can mail on or off list but I will happily post an aggregate of the feedback I get.
