Dear colleagues: We are developing a state of the art about ICT-Mediated Citizen Engagement and its relation to promotion of democratic governance and new governance regimes. Although we are working with classics like Pippa Norris, we like to explore also any literature related to this problem in Latin America and hopefully, the case of Columbia in South America.
