Phillips studies the political economy and social shaping of information and communication technologies, especially technologies of privacy, identification, and surveillance. He is the author, most recently, of "Negotiating the Digital Closet: Online Pseudonymity and the Politics of Sexual Identity" (forthcoming in Information, Communication, and Society) and "Beyond Privacy: Confronting Locational Surveillance in Wireless Communication" (forthcoming in Communication Law and Policy) as well as numerous conference papers exploring the relations among policy, economics, ideology, culture, technology. He is the recipient of a Fulbright award to study wireless infrastructure in Finland in Fall 2002. The most appropriate non-streams would be:
