I don't know about Nigeria, but I did my dissertation research in Ethiopia on a student Fulbright - which made me stinking rich by local standards, incidentally - and many of the government and university staff I interviewed used Yahoo email addresses because email had not become part of their workplace communications, or because they could use it more easily (i.e., they did not have computers or email at work but could go to Internet cafes). They also frequently asked me about scholarship opportunities to continue their studies in the US in order to increase their professional opportunities. The request strikes me as being legitimate. If people out there know of funding opportunities for Africans, could you pass them along? I often get requests for information but have little to offer.
