Eddan, I know the case of Cisco System and Hughes network building a IP based videoconferencing system in Ethiopia allowing the Prime Minister and other cadres in the government to connect with local nodes of the administration and instruct supposedly independent locally elected representatives on how they should run their constituencies. Probably not exactly what you are looking for, but still an example of "surveillance and control" which is internal to the state apparatus. Does anyone know of research and/or evidence regarding the customized sale of surveillance and/or censorship technology to repressive regimes?
I've been working on the corporate responsibility issues regarding the Nokia monitoring centers in Iran (Holding Nokia Responsible for Surveilling Dissidents in Iran: http://www.eff.org/deeplinks/2010/10/saharkhiz-v-nokia) and am looking for further examples (such as in http://www.eff.org/deeplinks/2010/01/selling-china-surveillance). I'm looking for particular examples of information and communication technologies especially.
Any guidance would be much appreciated.
