[Air-L] Influence policy/legislation by participating online?

Hello everyone, I remember there was a thread about how general Internet users can participate in certain sites to influence policy/legislation (e.g., I vaguely remember someone mentioned a site sth like "tell my congressman" - not sure about the exact name though). But I wasn't able to find this topic in the archive. Does anyone know?
