I tried to attach a personal email I have received from Nagib Callaos, Editor-in-Chief of JSCI and General Chair of WMSCI 2005 to the AoIR list but the body was too long for the 10kb limit of the list. I decided to create a website on geocities and post the response there so everyone can read it. http://geocities.com/citsa2006/ At his point and after evaluating the points they made it is hard to discern whether this is 1) an emerging journal/conference (as Ulla commented on AoIR's case few years ago) or 2) a journal/conference scam/spam. The announcement about that one was circulated on this obscure list originally - air-l - and the conference was to take place in an out-of-the-way place (Kansas) and the association didn't have a sophisticated website and wasn't really well known...
