This is part of the OnLife Initiative, which brought together scholars to discuss academic work that links to policy needs for the digital future. What we came up with is the OnLife Manifesto: Being Human in a Hyperconnected Era. You can download it here: https://ec.europa.eu/digital-agenda/en/onlife-manifesto Now what we want to do is to try to engage a lot of people with these ideas and see if we can translate ideas (such as an online bill of rights!) into reality. The project is European; the ideas are global. You can logon and create your own policy futures and ideas. So this is a new idea for democracy by design -- input/ideas are encouraged (not to say critical).
