Correct. If you submit a paper as part of a panel, the panel as a whole is what is judged.
What if a paper is particularly good but the panel itself does not make it? Can authors propose a double submission, either as part of a panel or not?
I would counsel against double submission in this sense. It will make it very difficult in organizational terms should both the panel and the paper be accepted. I hope that is more clear. If you have any other questions, please ask them. Thanks, Sj

NOTE: Given this need for clarification, the conference submission deadline is extended until MARCH 10, 2003.
