Here he addresses constructs of national competitiveness (at the time also with Japan in mind) and how self-legitimising talk of growth and productivity obscured the uncertainties of the supposed benefits of new technologies (then CAD/CAM). For the economists amongst you: how do you think the consultant in the article derived a possible 1.2 million new jobs and $500 billion to the economy from the widespread adoption of broadband?
