@LIS - Demostration Projects - SEARCH FOR PARTNERS Dear Colleagues, the LRE-EGO-CreaNET search for partners from Latin American Countries to present a BID for the e.learning @LIS call . As you know for the @LIS demonstration Project in e.Learning in cultural diversity, each project as well as the project SKILL SHORTAGE , need to cover the maximum of balanced geographical areas permitted by the Budget .( about 2.5 // 3.0 Million EURO) / see following REPORT. This means that we look to compose the membership of the consortium with about 8 partner of 6 different countries in Latin America and 8 partner coming from 5 different countries in Europe. I appreciate the effort partners coming from Latin America Countries for improving new dimension in mundialization of different approaches in the future KNOWLEDGE DRIVEN SOCIETY , therefore we will be glad for your partnership for giving a contribute to the elaboration and the application of e-strategies measures specifically aimed at ensuring network on lifelong education "cyberspace - methodology" for stimulating in all citizens the consciousness about innovative Knowledge Management needs for sustainable development SME's internationalization. Project SKILL SHORTAGE (SK.SH) project proposal. : http://www.edscuola.it/archivio/lre/alis/index.htm Notes about principal recommendations of Eu - Commission and @LIS - Brokers. Dear Partners and friends, I would like to tell you that the SK-SH demonstration project it was well known by the brokers ( e-mail: alisprojects-elearning@yahoogroups.com and seriously appreciated. Now I would like to summarize the following guidelines extracted by the dialog with the EU-Commisson representatives subdivided in this report in General Issues and more practical issues. 1) General Issues : a) The principal recommendation is the following: carefully remember that @lis program follows an social approach for the promotion of Information Society (IS) ; therefore is not directed to any specific audience but to citizen in several horizontal thematic that are ( e.Govern ; e.Education ; e.Health ; e.Inclusion ). The SK-SH project approach is well shaped with this principal recommendation because is finalized to generate a shared knowledge for the lifelong education innovation methodology aiming to stimulate mass impact of the diffusion and dissemination of shared models through the organization of an e.publishing permanent forum . Detailed project description ) organized to provide support on-line architecture for setting up and exchange knowledge in a cultural diversity knowledge innovation approach for the decision makers and for technical staff strengthen the partnership's consortium with similar national initiatives. b) The brokers suggest also the following consideration : the @LIS program fundamental goal is to reinforce social actions for improving IS international society .Therefore some Internet e.work organization play an important role in developing the project. In spite of this, the demonstration procedures need to include not only a virtual exchange of information, in fact each demonstration project need to include a sufficient number of face to face conferences for the need to show partial and final results directed to citizen and to open a very large synergy's with end users of the proper IS action plan. The above consideration means that the Project SK-SH need to look to prepare citizen to the models and concepts to stimulate people of the Knowledge Management innovation of SMEs in the dimension of the international knowledge society , and not at all is considered useful for the ALIS program to develop traditional e.leraning courses for formal or informal education of SMEs . 2) Particular suggestions for budget strategy - Starting from the above principal recommendations can be derived the following practical considerations for an efficient economy of projects. Brokers said that more or less can be selected in the four areas no more thah 20 project's winners .This means that each winner program can be financed at about 2./3. million Euro. This means that the effective members of a Consortium need to be selectedpreferring the following indications: a) Following the social character of the @LIS program effective members of the Consortium are preferred to belong to public or private NO FOR PROFIT companies . The for Profit Companies can be accepted in the Consortium remembering that their presence will lower the EU contribution from a maximum of 80% to at the 50%. b) Knowing that @LIS call is preferentially open to 15 European Countries and 18 Latin American Countries , the preference need to address to members of each consortium that able to cover with their initiatives the maximum possible Geographical extension in a balanced partnership between Europe and Latin American Countries. It will be important that each project can develop a network of stakeolders that will be receive the benefices of the IS program development; also this stakeholder network will be forecast as well as partners for the future auto-sustainability of the long term and long distance program. c) It is important to remember that in proposing he TASK-COST timetable , that no any profit margin for work or other issues can be accepted by the @LIS proposals. d) remember that business or money is not representing the nervous system for the program @LIS ; any way if the proposal do not ask for the maximum of EU contribution but increase the minimum of the consortium co-financing, more that the requested 20% ; this budgetary approach will be preferred in the selection of winners. 3) MoU recommendations The Memorandum of Understanding in an independent agreement among the members of the Consortium , that will be signed by all representatives of each member, so that there are not any preferred model of MoU for the EU commission. The only convenient suggestion at this proposal it is that the MoU need to contain a clear allocation of EU FUNDS for each member . This will be very important for avoiding any disagreement in the working plan action. 4) Specific practical short recommendations a) The application Forms will be written in a concise approach strictly in relation to the evaluation criteria. b) The Application forms need to be written in only one of the languages permitted by @LIS program (EN,ES,FR,PT) . Any way the original documents and the sworn statements and the Curriculum (CVs) of the principal responsible in managing , disseminating and of the administration of the project and sub-projects, can be written in the original country's languages. c) Remember that too heavy partnership generate the need to spend to much time in coordination that non in the demonstration proposals . d) Remember to chose a well defined and identified area of the four @LIS priorities and avoid to mix them e) Remember that the time- start declaration of each project , due to the delay of the evaluation process due to very large amount of proposal , need to be indicated no previous of the 1th March 2003. As a conclusion the Head of the UNIT Europe-Aid Co-operation Office dr. Adrianus. Koetsenruijter said that, the projects winners , in agreement with the main goals of @LIS it will the that Consortia that will be able to demonstrate the ability to cover the most extended geographical area for contacting critical mass of European and Latin America Citizen with their innovative proposal and models for a common IS development. Programss winners will get more opportunity of cooperation for improving their proposals with the help of four Agencies that are the following: www.MENON.org ; www.VECAM.org ; www.AHCIET.org ; www.APISEL.org . Now as a final personal consideration I hope that partners and friends or stakeholders of SK-SH project idea starting from a careful consideration of the above short Report will open a dialog during the week 09/15 Sept. , for developing the best problem saving indications for a responsible development the BID for the @LIS CALL that can give the best success to our proposal in e.learning in cultural diversity.
