Hi Peter You might want to suggest that your friend check out the offerings at Penn State in the College of Information Sciences & Technology (ist.psu.edu). The IST department has a lot of training, expertise and research happening in your friend's areas of interest. Penn State has a HUGE online component to the university, called the World Campus, and IST offers an award-winning cyber-security Masters through the World Campus. IST also offer bachelor degrees and associate degrees in information security, risk analysis, signals intelligence, homeland security, etc. http://www.worldcampus.psu.edu/ Oh and there is an ROTC on campus, plus the university is located in a gorgeous university town.
