A factual question would seem to be relevant: Will "reply-all" on most email clients go to the whole list? And to follow on others' questions as to the motivation, if it is about email volume, (1) there's still the digest option, (2) anybody done a study on what volumes of email or number of members prompt changes like this or proposals to split a list?
