Dear Isabel, UNDP World Reports (www.undp.org) provide data about the telecommunications structure status of all the countries in the world. I also remember seeing an article by Ezster Hargittai on (if I do not recall it wrong) connectivity in OECD countries published I guess in 1999 in "Telecommunications Policy" journal.
