Assuming your friend is also in the USA, regional accreditation issues may be of relevance and should be considered in relation to the use of the degrees.
USA accreditation issues aside, one institution to consider is Royal Holloway at the University of London. There is a distance learning option. My current PhD research is in the security management field, and Royal Holloway was just identified for its reputation in information security. As with other graduate programs, an undergraduate degree may not be required for a mature student. So, depending on his experience, he might look at their MSc now.
