[Air-L] Question about social media tracking

What's the easiest tool to use to gain information about the traffic on Twitter from an organization (a newspaper) to a person (a political figure) about a particular topic in a particular date range? I've looked at a number of tools that claim to be able to achieve this level of tracking but they all have limitations, or have simply 'fallen over' in the process of my searching.
