If you know roughly when it started, you can do amazing work with Twitter's Advanced Search https://twitter.com/search-advanced?lang=en Set the date range, enter the query, and you can poke around with historical data samples. I came across the tool Who Tweeted It First (http://ctrlq.org/first/), but it seems to cover only very recent Tweets, and I am interested in a hashtag that has been used for several years.
