Sincerely, Christian Sandvig ------------------------ Christian Sandvig christian.sandvig(a)csls.oxford.ac.uk http://www.niftyc.org/ *************************************************************************** Ethnographies of the Internet: Grounding Regulation in Lived Experience CALL FOR PAPERS Oxford University - Friday, 8 March 2002 Researchers studying Internet use are invited to submit work with policy implications for a one-day research conference to be held at Oxford University. This conference will bring together grounded research that produces deep ethnographic accounts of the way that the Internet is formed or negotiated by particular actors in a specific context, and open a discussion about the lessons social science holds hold for law and policy debates affecting the Internet. These debates include: freedom of expression, protection of minors, privacy, consumer protection, social exclusion/the "digital divide", intellectual property protection, globalisation, industrial and economic development, political participation, access to public services, and others. RATIONALE Governments and content developers for on-line media are now acting to influence the development of the Internet on a number of fronts. At the same time, scholars from many disciplines have applied social scientific methods to the study of those who use and create the Internet. This conference seeks to deepen our understanding of the confluence of use, policy, and content production by confronting the interventions of private and public actors with the scholarship on Internet use. Specifically, we hope to open a dialogue between policymakers, leaders in the on-line media, and specialists in law and policy - and those who are developing rich and detailed knowledge about the use of the Internet in everyday situations through empirical research. RESEARCH TOPICS For the purposes of this conference, terms such as Internet "policy" and "regulation" are meant to be as inclusive as possible. Internet policy might include other policy initiatives not mentioned above, and regulation might involve public agencies, private groups, and NGOs; regulation might consist of state action, but also industry codes of conduct that preempt state action, or even informal agreements between actors. Suggested topics include: * Ideal policies and products. What are the implications of current empirical research for public policy and Internet industries? How can deep qualitative accounts which celebrate the particular provide lessons for public policies and media products that by necessity must apply to the general? * Macro initiatives/micro contexts. How do macro policy initiatives translate to the micro contexts of daily experience? How do users respond to, challenge, promote or subvert regulatory action? But also, how do producers, carriers, and media industries respond to, challenge, promote, or subvert regulatory action? On the Internet, to what extent is the distinction between users and producers useful? * The Internet as disjunct. In what ways is the Internet different from and similar to other communication media? Are there sound rationales for differential regulation? Are there ways to leverage the existing knowledge about media and policy into Internet policy? Most relevant will be broadly qualitative, rich methodologies in the tradition of cultural anthropology, but now found in anthropology, sociology, psychology, communication, socio-legal studies, media studies, geography, cultural studies, and other fields. This meeting will be the 4th CSLS conference on the theme of law and anthropology (relevant papers are solicited from any discipline, however). TO PARTICIPATE To present research that addresses the topic: "Ethnographies of the Internet: Grounding Regulation in Lived Experience," please submit an abstract via e-mail to Dr. Christian Sandvig (christian.sandvig(a)csls.ox.ac.uk) Abstracts should be under 1500 words and are due no later than January 21, 2002. Abstracts should be in a common format (plain text, RTF, MS Word, PDF). The key dates for the conference are: Jan 21 - Deadline for abstracts Feb 4 - Notification of acceptance Mar 1 - Completed papers due via e-mail Mar 8 - Conference held at Oxford University As it may not be possible to accommodate all papers within the constraints of a brief conference, selection may be necessary. Accepted papers will be considered for publication in a special issue of a peer-reviewed academic journal and/or an edited book. Globalization and Social Justice

At the AIOR meeting, we mentioned to a number of people that next Spring, at Loyola Univerisity of Chicago we will be having a conference on Globalization and Social Justice. It is now official, we have the rooms reserved, May 10-12. This will be a progressive conference, definitely left of center. At the meeting in addition to the panel on Critical Internet studies in which we participated, there were a number of folks interested in how the internet has been used by a number of people for organizing, alternative media etc. Our interest is how the alternative globalization movements use the web. We expect that as the dust settles in Afghanistan, and George W meets Usama BL at the Tora Bora corral, and since this world's not big enough for both of them, W's B-52s/F-14s/F-16s, Drams and Daisy cutters will beat Usamas AK 47. Then we can all go back to the contradictions of globalization. If wish to participate, attend or just want more info, let us know. This may be of interest and possible use to some AoIR list members (apologies for cross postings). Wadsworth has just published a reader I edited on new media and cyberculture issues titled Living in the Information Age: A New Media Reader (ISBN 0-534-59049-7). There are selections from Meyrowitz, Fidler, Horton & Wohl, Rushkoff, McChesney, Gerbner, Turkle, Gleick, December, Oppenheimer (Todd), Stoll, Shenk, Ullman, Rheingold, Barlow, Brin, Katz, and others--64 readings in all. The collection traces the development, surveys the literature, and explores the impact of new technologies on the media landscape, examining both conceptual and practical aspects of life in an information society. The 64 articles comprising this reader examine the utopian promises of technology's true believers, and the dystopian views of technology's critics, all the while exploring how the media industries are being transformed through digital convergence and corporate concentration. Each reading is prefaced with a short introduction and three questions for discussion. At the end are suggestions for further research and a minimum of three related Web pages. The text is undergraduate-oriented, although it may be of use in some master's level courses. Beyond Diffusion? (re: UCLA Internet Use Report)

This is an interesting thread, and encouraging not to be the only one hanging out on a limb, as it were. I'm curious if a special session might be proposed at the next conference on the whole subject of this survey enterprise related to technology use/adoption (prefer that to 'deployment' or 'penetration'), Internet behavior, perhaps bringing together the chief architects (met several of them recently at a conference in Austin, Texas, e.g., John Horrigan at Pew; James McConnaghey (sp?) at NTIA, etc.) from federal agencies as well as academics who have contributed to this tradition (e.g., UCLA, Tomas Rivera, etc.) and perhaps academics who have conducted extractions from these as contributions related to the digital divide (e.g., Hoffman and Novak; Katz; Kahin, Schement; Compaine, etc.). It seems a missed opportunity not to be asking more of this research theoretically and methodologically in terms of regional/local contexts and also given the fact that many public policy remedies are institutionally, not household, diven (e.g., e-rate, the TIF fund in Texas, etc.). And what to make of household use vs. connection to 'available' infrastructure (broadband studies by the RUS at the Dept. of Agriculture)? Suppose we called this initiative something like 'beyond diffusion' and started out with some rather new excavations, questions related to more structural issues, than consumer ones. That said, it would also be interesting to include such actors as Consumers Union (that has as yet not made much progress in assessing QOS and report carding/benchmarking telecom services? Or am I misinformed?) as well as Jupiter and other private sector research organizations (including Gartner, etc. who seem to be the sources that many state government offices depend on). Any takers? Re Willard's Uncapher's post: "The report obviously sticks to a rather instrumentalist view of the Internet, tailored to e-commerce, and doesn't appear to venture, if the pre-reports are accurate, to raising issues of surveillance, sharing of data, encryption, and other such aspects of Net use." Seems there is now a constant stream of cyber/Internet tracking studies (Pew, NTIA, UCLA, etc.) with a (and a growing enterprise for academics to add to this) available that focus mostly on household research with little attention to questions related to institutional disadvantage, e.g., national surveys/tracking studies (census not random sample studies) on libraries, schools, etc. where the policy remedies are focused (e.g., e-rate)? Also, these studies are so absent 'context' that it begs the question: why are Internet researchers focusing on this? Where's the beef? Soapbox here, but does it not bother anyone that there is so much money/effort going into such tracking studies? To what end? I'll risk posing the 'so what' question to get some discussion going. B.
