CFP HICSS Minitrack Global, International, and Cross-Cultural Issues in IS Hawaii International Conference on Systems Science (HICSS) January 4-7, 2017, Big Island, Hawaii, USA Kauai, Hawaii, USA http://www.hicss.hawaii.edu/ Papers Due: June 15, 2016 This minitrack focuses on the sociotechnical dynamics and the ways in which the Internet affects people, groups, organizations, and societies. We are in particular interested in the impact of global, international, and cross-cultural issues on ICT development, implementation and use across the globe. Globalization has historically been tied to technological innovation, and the present era of a networked information society is no different. Information and communication technologies (ICTs) have provided the infrastructure for multinational businesses, created new cultural connections irrespective of geographic boundaries and distances, and allowed an increasingly mobile global population to be connected to their friends, families, and cultures no matter where they are. The issues surrounding global, international, and cross cultural issues in Information Systems (IS) attracted much scholarly attention and have been explored under myriad contexts. In line with the track recognition that the Internet has transformed the way we work, learn, and play, our minitrack focuses on the sociotechnical dynamics and the ways in which the Internet affects people, groups, organizations, and societies. We are in particular interested in the impact of global, international, and cross-cultural issues on ICT development, implementation and use across the globe. The minitrack welcomes submissions that relate to all aspects of global IS, or IS research situated in a global, international or cross-cultural context. The minitrack is open to all methodological approaches and perspectives. We are interested in empirical and theoretical work that addresses these and related socio-technical issues. We will hold a workshop in London on Monday 27th June to present findings of our research and discuss their implications. The 10th edition of CPDP will be held on 25-27 January 2017 in Brussels. Whilst a number of speakers are specifically invited by the conference, several slots remain open to application through an annual call for papers. The call is split into two different tracks. The first is dedicated to experienced researchers, while the second welcomes PhD students and junior researchers. Levy (Cornell), and Bryce Clayton Newell (Tilburg) *Overview* The capture, analysis, and dissemination of visual data—including video (with or without audio), photographs, and other visual recordings—has become ubiquitous. Facilitated by digitization, globalization, and the proliferation of mobile media, visual data is transforming the documentation of activities in a wide range of contexts, including policing, legal adjudication, war, human rights struggles, and civic action. Visual data is being collected by state actors and individual citizens, each often documenting the actions of the other. The use of this data as evidence (both inside and outside formal legal proceedings) raises significant issues related to privacy and ethics, authentication and credibility, interpretation, inequality, power, and legibility. Law is implicated at both the point of recording (or documentation) and during downstream activities, such as when recordings are shared or posted online, publicly disclosed under freedom of information laws, or introduced into evidence during legal proceedings. Different technologies afford different viewpoints. Visual data constitutes a unique form of information that presents emergent legal and policy questions because of its technical form and social effects. The mobilization of visual data can shape and reshape public opinion, representation, suppression, visibility, inequality, and admissibility of evidence; it can serve to incriminate or exonerate. Visual evidence can legitimize certain accounts of events while calling others into question. And, thanks to the proliferation of mobile devices, more people can capture video and photographs than ever before, at a moment’s notice, simply by pulling out their phones—and can distribute them instantaneously, creating visual records of all types of behaviors and conflicts, from confrontations between citizens and police to political gaffes, from sex tapes to dashboard camera footage of traffic-related events. The recent adoption of police body cameras and the use of video by bystanders as a tool for inverse surveillance demonstrate our increasing reliance on video as a check on power, as well as a source of ostensible authority when accounts about “what really happened” are in conflict. At the same time, the crucial role of interpretation suggests video is not as much of an “objective observer” or independent witness as it is sometimes claimed to be, and visual evidence may have unforeseen implications for weighing evidence in civil or criminal cases—or in the court of public opinion. Permissive freedom of information laws in some jurisdictions have also led to recordings made by the police ending up on websites like YouTube—alongside myriad channels of police misconduct videos filmed by citizens. All of this footage increases the secondary visibility of those captured in recordings, and the video itself can also be analyzed as (potentially) a new form of big data. Audio and video streams contain biometric information that can be detected, analyzed, and compared against existing databases—while also adding new data to these databases in the process. The creation, dissemination, mediation, interpretation, and quantification of visual data are all fundamentally social processes. From citizen video of police (mis)conduct to the visual documentation of human rights abuses, the process of transforming material experience into digital evidence can facilitate accountability or resistance. These citizen-led forms of surveillance also function as forms of resistance to more panoptic forms of state-sponsored video collection and surveillance (e.g. camera-enabled drones, CCTV cameras). On the other hand, police-worn body cameras also act as an accountability mechanism, even though they face away from officers and collect evidence about—and document the conduct of—civilians. These forms of mobile, user-controlled cameras significantly alter earlier reliance on more static and passive video collection. As technological developments far outpace empirical research on—and legal regulation of—visual data, this special paper symposium in Law & Social Inquiry will provide an opportunity to highlight new empirical work with connections to law and policy, serve as a venue to build theory about a rapidly changing subject, and showcase research relevant to a variety of stakeholders—including lawyers, judges, law enforcement, legislators and policymakers, activists and civil and human rights organizations, technologists, and academics in a variety of fields. We welcome contributions that present original empirical research; offer conceptual, critical, or theoretical analyses; or address the unique legal, ethical, and policy questions implicated by visual documentation. Based on 15 months of ethnographic research in the city of Alto Hospicio in northern Chile, this book describes how the residents use social media, and the consequences of this use in their daily lives. Nell Haynes argues that social media is a place where Alto Hospicio's residents - or Hospiceños - express their feelings of marginalisation that result from living in city far from the national capital, and with a notoriously low quality of life compared to other urban areas in Chile. In actively distancing themselves from residents in cities such as Santiago, Hospiceños identify as marginalised citizens, and express a new kind of social norm. Yet Haynes finds that by contrasting their own lived experiences with those of people in metropolitan areas, Hospiceños are strengthening their own sense of community and the sense of normativity that shapes their daily lives. This exciting conclusion is illustrated by the range of social media posts about personal relationships, politics and national citizenship, particularly on Facebook. Do others know, perchance, of any subject pools that are open to Internet researchers, where a lowly researcher such as me might be able to list a study? I'm working with my own university's subject pool, but it's summer and they don't anticipate I'll recruit the number of subjects I need. It's going well with this pool so far, but I probably won't hit my numbers there. Looking for any other possible sources. Anyway, thanks to Fabio, Scott and to a couple of others who responded off-list. Fabio, I'll try out the Facebook lead ads! The 22nd edition of the conference will be held in Limassol, Cyprus. Limassol (or Lemesos) is a multicultural bustling town, flanked by two ancient cities, Amathus and Kourion, and guarded by the Amathusian Aphrodite and Appolo Hylates. It is a town of great visual diversity and contrast from spectacular seafront views, historic places like the mediaeval Castle, and Byzantine churches. Along the 17 km long sandy beaches, two Marinas, world renowned 5 star hotels, and a most exciting dining, shopping, nightlife and yachting scene create a year-round vibrant lifestyle well beyond the expectations of a Mediterranean island. ACM IUI is where the Human-Computer Interaction (HCI) community meets the Artificial Intelligence (AI), with contributions from related fields such as psychology, behavioral science, cognitive science, computer graphics, design or the arts. Our focus is to improve the interaction between humans and machines, by leveraging both more traditional HCI approaches, as well as solutions that involve state-of-the art AI techniques such as machine learning, natural language processing, data mining, knowledge representation and reasoning. ACM IUI welcomes contribution from any relevant arena: academia, business, or non-profit organizations. IUI 2017 is pleased to invite proposals for workshops to be held in conjunction with the conference. The goal of the workshops is to provide a venue for presenting research on focused topics of interest and an informal forum to discuss research questions and challenges. Workshops will be held on the first day of the conference. We invite submissions of full-day (6 hours) and half-day (3 hours) workshop proposals on any of the conference topics. We encourage proposals for a wide range of workshops, including but not limited to: · "Mini-conferences" on specialized topics; such workshops may have their own paper submission and review processes. · "Late breaking work" meetings; such workshops usually have a lighter review process (e.g. based on abstracts only). · "Hands-on" workshops around a specific problem or topic that may wish to ask participants to submit a position statement. · "Project centric" workshops that may be closely related to the scope of an existing large scale (e.g. EU funded) project. · "Mini-competitions", challenges, or hack-a-thons around selected topics with individual or team participation.
