*Registration is now open for 'Figurations: Persons In/Out of Data,'* an interdisciplinary conference on the empirical, conceptual, and methodological concept of the 'figure' for thinking the person today. Data’s “big”: there’s not only lots of it, but its volume has allowed for the development of new, large-scale processing techniques. Our relationship with governments, medical organisations, technology companies, the education sector, and so on are increasingly informed by the data we overtly or inadvertently provide when we use particular services. The proverbial data deluge is large-scale—but it’s also personal. Data promises to personalise services to better meet our individual needs. Data is often construed as a threat to our person(s). Not every person predicated by data is predicted the same. The intersection between data and person isn’t fixed: it has to be *figured*. What methodological, conceptual, and/or empirical potential do 'figurations' offer to researchers working at the intersection of the person and data today? Over two days, more than 50 presenters and 4 keynote speakers will address how the 'figure' and its variants—figuration, figuring, to figure, and so on—is being developed and used in disciplines including the medical humanities, the social sciences, media studies, art history, literary studies, philosophy, science and technology studies, urban studies, and geography. The Digital Government Society (DGS) announces the 21st Annual International Conference on Digital Government Research – dg.o 2020, with a theme “Intelligent Government in the Intelligent Information Society”. dg.o 2020 will be hosted by the Graduate School of Public Administration, Seoul National University, Seoul, Republic of Korea on June 17-19, 2020. The dg.o conferences are an established forum for presentation, discussion, and demonstration of interdisciplinary research on digital government, political participation, civic engagement, technology innovation, applications, and practice. Each year the conference brings together scholars recognized for the interdisciplinary and innovative nature of their work, their contributions to theory (rigor) and practice (relevance), their focus on important and timely topics and the quality of their writing. Call for Papers: January 2020 Surveillance and Social Justice: Big-data politics, predictions, and potentials Edited by Dr Leanne McRae (Curtin University), and Associate Professor Mike Kent (Curtin University) Abstracts Due: 1 January 2020 https://sites.google.com/site/cultware/current-research/surveillance-and-so… Post 9/11 fears of terrorism have radically changed information gathering and intelligence structures. Massive surveillance systems have become a site for daily navigation. Everyday interactions require digitised information for going to the movies, getting insurance, paying bills, and accessing government services. This information is increasingly stored in the cloud in perpetuity with little control over how this information is used and deployed. An increasing public concern with privacy and security is stimulated by this immense data-gathering milieu. The Cambridge Analytica scandal has focused attention on social media networks, while The Gorgon Stare project has raised concerns about the extent to which safety, risk, crime and harm can be responsibly managed by states as they increasingly outsource policing to private companies. The motivations behind the gathering of this data is the power that it holds and the potential within it to shape and redefine human knowledge and practises. Data-sets reveal patterns of human behaviour and allow the tracking of outcomes and the prediction of potentialities. Despite Google’s growing reputation as a massive database of our personal search histories and ‘pioneer of surveillance capitalism’ it also is a site for the tremendous social benefit of this data dragnetting. Viktor Mayer- Schӧnberger and Kenneth Cukier recount the role Google played in containing a potential H1N1 outbreak: Google could “predict” the spread of the winter flu in the United States, not just nationally, but down to specific regions and even states. The company could achieve this by looking at what people were searching for on the Internet. Since Google receives more than three billion search queries every day and saves them all, it had plenty of data to work with. Google took the 50 million most common search terms that Americans type and compared the list with CDC data on the spread of seasonal flu between 2003 and 2008. The idea was to identify areas infected by the flu virus by what people searched for on the Internet. Others had tried to do this with Internet search terms, but no one else had as much data, processing power, and statistical know-how as Google. We are seeking chapters that interrogate these awkward and in-between spaces of the surveillance society – between the oppressive and terrifying and the socially just and beneficial. How can the coerced digital participation context service social justice rather than harm it? Instead of continued oppression of disempowered and unpopular individuals and groups, how might big-data surveillance assist resistance and rebellion, social justice and mobility? For those studying Twitter, I just released an update to my 2012-2018 Twitter overview, bringing it up to September 2019 now. One interesting shift is that from Nov 2018 to March 2019, the total daily Twitter volume increased around 20 million tweets a day, reversing its 6-year decline. Roughly 10% of all tweets each day are still either by verified users or retweets of verified tweets. Retweet volume has remained steady at 50% of total Twitter volume since Jan. 2018. Replies have been trending up since July 2017, hitting around 25% of total volume, though decreasing sharply over the last few months. Tweets mentioning other users have reached 75%. Tweets containing a URL of any kind have remained stable at 40% since July 2018. Average tweet size in characters has decreased slightly, with both chars and bytes (for multibyte characters) decreasing since June 2018. English continues to decline as a percentage of the Twitterverse. Average account age from registration continues to grow, though median age has leveled off as of July 2018. For those mapping Twitter, the percentage of tweets with GPS coordinates (rather than city/landmark-centroid coordinates) continues to plunge - as of September less than 0.08% of tweets were GPS-tagged, compared with around 1.2% of tweets having a Place centroid (down from 3.5% combined seven years ago). For those text mining Twitter, the total size of non-RT textual content (excluding user references and hyperlinks) has continued to decline, reaching around 11GB of text posted to Twitter each day in September 2019 - slightly less than was posted daily seven years ago in January 2012. https://blog.gdeltproject.org/visualizing-eight-years-of-twitters-evolution… Kalev
