ACM IUI is where the Human-Computer Interaction (HCI) and Artificial Intelligence (AI) communities meet, with contributions from related fields such as psychology, behavioral science, cognitive science, computer graphics, design, the arts, and more. Our focus is on improving the interaction between humans and digital technology, by leveraging both HCI approaches and state-of-the art AI techniques from machine learning, natural language processing, data mining, knowledge representation and reasoning. ### Why you should submit to ACM IUI While other conferences focus on either the AI or HCI side of this research, we address the complex interaction between the two. We strongly encourage submissions that simultaneously discuss research from both HCI and AI. We also welcome works that focus more on one side or the other, but still highlight the connections between the two. We value papers that contribute methodology or theory for the evaluation of intelligent user interfaces. We do not require evaluations with users, but we do expect papers to include an appropriate evaluation for their stated contributions. ACM IUI welcomes contribution from all relevant arenas—academia, industry, government, and non-profit organizations—and gives its participants the opportunity to present and see cutting-edge IUI work in a focused and interactive setting. The conference is large enough to be diverse and lively, but small enough to allow for extensive interaction among attendees and easy attendance to the events that the conference offers, ranging from oral paper presentations, poster sessions, workshops, panels and a doctoral consortium for graduate students. ### COVID-19 statement We are monitoring the situation regarding the global pandemic and associated travel restrictions. If needed, we will offer a virtual presentation option if the conference cannot take place due to the global pandemic, or if registered authors from specific parts of the world cannot attend the conference. ## Papers We accept two forms of contributions: full and short papers. They should both make novel contributions to IUI, however full papers should make more substantial and significant contributions, while short papers can contain more focused contributions. Accepted papers will appear in the ACM Digital Library and citation indices. This CFP is pretty open ended and encourages papers about how we govern algorithms as well as papers on how algorithms govern us...and a lot in between, also. Lots of options. Cheers, annette ******** *CfP: ‘Algorithmic Governance in Context’* Special issue of *New Media & Society* Special issue editors: Daria Gritsenko (University of Helsinki), Annette Markham (RMIT), Holger Pötzsch (UiT – The Arctic University of Norway) and Mariëlle Wijermars (Maastricht University) We invite paper proposals for a special issue in the journal *New Media & Society* that will interrogate the functions and effects of algorithms in contemporary governance. Contributing to the current academic debate, the special issue seeks to conceptualize the notion of context in algorithmic governance by, first, perceiving of algorithmic governance as an activity taking place in a variety of contexts and aiming at investigating these contexts in a systematic manner. Second, by focusing not only on how algorithms are used as tools for governance, but also on how such tools can be governed – controlled and held to account – and what challenges such forms of governance imply. The use of algorithms in society can imply a moving of contestable issues from negotiable to non-negotiable spaces, thereby reducing agency and influence of human actors. Active recontextualizations can become an important tool to problematize such and other consequences of algorithmic governance and reveal possible unintended implications and effects. The special issue builds upon a series of workshops (2019-2020) facilitated by a networking grant from *The Joint Committee for Nordic Research Councils in the Humanities and Social Sciences* (NOS-HS) coordinated at the University of Helsinki, that focused on the multiplicity of contexts in which algorithmic systems operate. Drawing upon the conceptual work conducted during the workshops, the special issue focuses on two key themes: multiplying the contexts of algorithmic governance and governing algorithms in context. *Multiplying the contexts of algorithmic governance* Articles are invited that explore how specific conditions impact upon the efficacy and perceived legitimacy of algorithms as tools for governance. In particular, contributions may direct attention to the manifold everyday practices through which algorithmic governance is effectuated and investigate the legal, political, cultural, economic, and technological frames that predispose and tacitly guide these. Through this focus, it becomes clear that algorithmic governance is not only a deeply contextual activity, but also an activity carried out within the frames of a multiplicity of different and often competing context*s*. Identifying exactly which contexts matter when, in which ways, and to whom becomes an important task for the planning of algorithmic forms of governance in and through autonomous machine learning systems. At the same time, active recontextualization enables problematizing and resisting algorithmic governance in cases where it is perceived as illegitimate or biased. *Governing algorithms in context* Articles are invited that focus on the fact that algorithms at once govern, and are themselves governed by, either human or non-human agents. The increased use of algorithms in all areas of life makes the question of how to understand and sufficiently control such governing algorithms a timely and salient area of critical inquiry. Issues such as the complexity and opacity of algorithmic assessment and feedback systems as well as their growing autonomy and pervasiveness are important areas of research dedicated to improving the governance of algorithms. Articles could, for example, aim at facilitating new technical solutions, at raising public awareness, at informing practices of decision-makers and funding bodies, as well as at critically assessing cultural and other responses to the governance of algorithms. We welcome both disciplinary and interdisciplinary perspectives and studies employing various social scientific methods, including comparative case-studies, ethnography, socio-legal studies, design studies, and historical inquiry. We particularly encourage studies that challenge the status quo, either through innovative (mixed method) methodologies or critical reflections on the state of the art. Papers could address, but are not limited to, the following questions: · What are the different ‘realities’ constructed by the use of algorithms in governance? How do they play out across time and space? · How do individuals – in private or organisational contexts – make sense of and respond to algorithmic governance? · What are the similarities and differences in the deployment of algorithmic governance within public and private sectors? · What are the challenges of developing effective strategies for governing algorithms at the intersection of law and technology? · How can different publics be made aware of ‘algorithmic bads’, while still benefiting from ‘algorithmic goods’? Communication Technology and Well-Being There are always concerns for people’s well-being in the current digital age. We are not unfamiliar with the worries that the usage of digital media may increase people’s stress, cause more depression, reduce life satisfaction, or elicit even more serious health problems. Therefore, technology giants, like Google, have emphasized their missions to improve users’ well-being, such as helping people form healthy habits of media use, stay away from distraction, and build balanced relationships with digital devices (see https://wellbeing.google/) However, not everyone agrees with the notion that people’s well-being in the digital age is in danger. A recent survey conducted by the Pew Research Center among more than 1,000 digital media experts discovered that almost half of the respondents believed in the beneficial impact of digital media on people’s well-being (Anderson & Rainie, 2018). For example, some people argue that the increased connectiveness through social media may benefit people’s mental health. Such inconsistency could also be found in the existing scholarship of well-being and digital media. While some research has reported direct and indirect effects of using digital media on various symptoms of ill-being (e.g., Primack et al., 2017; Vannucci, Flannery, & Ohannessian, 2017), other scholars have argued that using digital media does not necessarily hurt (e.g., Hall, Kearney, & Xing, 2018) or even benefits people’s well-being (e.g., Chou & Edge, 2012). Well-being is a complicated psychological construct. It contains multiple dimensions—from people’s temporary emotional feelings to their overall satisfaction of life (Chan, 2013; Goswami, 2012). It is not our intention to affirm whether using digital media improves or inhibits people’s well-being, as there is no consensus and there will probably not be one. We attempt to carry on the conversation of well-being in the digital age from a different perspective—to understand the role of communication technology. We believe communication technology is a double-edged sword for well-being. Instead of debating whether using digital media is good or bad, a more meaningful way is to investigate how the various aspects of communication technology influence the well-being of different groups of users under distinct circumstances. It is possible that a certain group of users may exhibit improved well-being with a certain aspect of communication technology under a certain circumstance, but they may exhibit a completely opposite symptom of well-being when the technology factor or contextual factor changes. The purpose of this special issue is to provide a forum where the role of communication technology in influencing digital users’ well-being could be deeply discussed. Empirical papers, qualitative research, and literature reviews are all welcome as long as the impact of a certain aspect of communication technology on people’s well-being is highlighted. By identifying the relevant boundary conditions and underlying mechanisms, this special issue aims to forward theory building and development in the field of technology psychology. The ultimate goal of this special issue is to provide some useful guidance for digital practitioners to better protect users and promote their well-being. JoCTEC is the official journal of the Communication Technology Division of the Association for Education in Journalism and Mass Communication. This journal aims to bring together research that facilitates discussion and cultivates understanding of the ways in which communication technologies are changing not only media processes and content, but also audiences, institutions, and society at large. Topics Potential paper topics include (but are not limited to): ● The impact of using digital media on people’s emotions or moods. ● How does media multitasking influence people’s well-being? ● The role of technological features of digital media, such as interactivity and customization, in affecting people’s well-being. ● Users’ well-being in social media platforms, like Facebook, Instagram, and Snapchat. ● Users’ well-being in emerging media platforms, like social live streaming (e.g., Twitch and Bilibili). ● Online gamers’ well-being. ● Information clutter/overload and well-being. ● How does digital advertising affect consumers’ well-being? ● How does “fake news” affect the public’s well-being? ● Children’s well-being in the digital age. Guideline for Paper Submission Submissions should follow the manuscript guidelines for JoCTEC. ● Prepare the manuscript using APA (6th ed) citation style, with text of no more than 9,000 words (inclusive of abstract, figures/tables, and references). ● Submit the manuscript in Word format with all author-identifying information omitted to allow blinded peer review. ● Confirm manuscript is not before another journal for consideration, and that the manuscript has not been previously published, including in a language other than English.
