Pervasive computing has not only been a vivid research area, but also found its way into many commercial and consumer systems and applications due to tremendous advances in a broad spectrum of technologies and topics such as wireless networking, mobile, and distributed computing, sensor and actuator systems, ambient intelligence, and smart mobile and embedded devices. Due to the pervasiveness of such systems, users become central in the development and realization of innovative pervasive systems. Advances in all these fields have led to innovative platforms, protocols, systems, and applications but still, a lot can be done to improve their quality, sustainability, and acceptance In 2024, PerCom will be held in Biarritz, France. Currently, PerCom 2024 is planned as an in-person event. The PerCom 2024 Organizing Committee invites proposals for one-day or half-day workshops, to be held prior to or immediately after the main conference. The purpose of the workshops is to stimulate discussions on state-of-the-art, emerging, visionary, and also controversial topics. Workshops should be organized to promote lively interaction and plans to promote interaction and discussion must be clearly addressed in the written workshop proposals. The organizers of accepted workshops are required to publicize the workshop by disseminating the call for papers, soliciting submissions, conducting the reviewing process, and deciding upon the final workshop program. At least one organizer must be physically present at the workshop. We are aware that the possibility to visit Atlanta depends on the future pandemic situation and of course only applies under the assumption that PerCom can take place as a hybrid event (at least partially in presence). Therefore, organizers should plan on a best-effort basis, possibly including organizers from different locations, for instance, to limit the impact of travel restrictions. Workshop proposals are solicited in all areas and topics pertaining to research and applications in pervasive computing and communications. Workshops addressing new emerging research directions in pervasive computing and communication are especially welcome. Further, workshops with novel formats, e.g., focused on a specific topic in a tutorial-style fashion, are strongly encouraged. Workshop papers will be included and indexed in the IEEE digital library (Xplore). The page limit for accepted regular workshop papers is 6 pages, including all figures, tables, and references. -------------------------------------- Workshop Proposal Submission Instructions Workshop proposals should be submitted (in PDF format) no later than June 2nd, 2023 by e-mail to percom2024workshops(a)gmail.com<mailto:percom2024workshops@gmail.com>. Each workshop proposal must include: 1) The workshop title and acronym. 2) The name, address, and a short bio of up to 200 words for each of the workshop organizers; workshops may have up to three organizers. It is strongly recommended that organizers belong to at least two different institutions. 3) A brief description (up to 2 pages) of: -the technical issues that the workshop will address, - the reasons the workshop is of interest to the PerCom community, - a description of the communities/groups the workshop aims to attract, - a short discussion of related workshops and conferences and an outline of why the proposed workshop is unique. 4) The planned format of the workshop (e.g., keynotes, paper presentations, posters, demos) and duration (e.g., one-day, half-day). You must also provide a well-defined strategy to facilitate lively and interactive discussions. In your plan, please also consider how you could support an engaging workshop. 5) A description of past editions of the workshop (if the workshop had already been held before), including the number of submitted and accepted papers and number of attendees. Please also address any differences between the proposed edition of the workshop and the previous edition(s). OR, if the workshop is new, an estimate of the expected number of submitted and accepted papers, and of the expected number of attendees. 6) A description of the publicity plan. 7) The names of potential program committee members. 8) The workshop website address. We are dedicated to support gender equality, hence we would like you to strive for a gender balance in the TPC and invited speakers. In addition, when appropriate, consider topics in the CFP addressing gender equality. *Content Moderation and Its Discontents* *An International Conference, St. Mary’s University (London, UK), 23 June 2023 * *Call for Papers* In recent years, content moderation on social media has become a contested topic. As forms of online extremism, harassment and hate speech have increased on major platforms, community guidelines and AI-based detection and moderation policies have been introduced to tighten regulation, yet such plans often fall short or are actively circumvented, as Elon Musk’s efforts at undoing what he regards as excessive restriction of “free speech” on Twitter demonstrate for instance. Some spaces on the internet are also notorious for their lax or inexistent moderation policies, such as Reddit or 4chan. In times of culture wars, many have also claimed an erosion of free speech in a climate of “cancel culture” in which it has allegedly become impossible to share particular viewpoints or ideas. Equally many have disputed the very existence of cancel culture and have pointed out that many instances of deplatforming or cancellation are mere shifts in discourses whereby voices who have been marginalised are now claiming their rightful place on the discursive stage. This conference takes the complex relationship between the facilitation and moderation of content and particularly of content that can broadly be labelled “problematic” as a starting point. Opinions among politicians, tech experts, academics and others differ in relation to what types of content should be flagged or removed by platforms or if too restrictive regulation constitutes censorship. A blanket ban on “problematic” online content is unrealistic and perhaps counterproductive. While illegal content or posts that constitute hate speech such as death threats should surely be removed, the question of content moderation becomes more complex when it comes to “problematic” content such as images of self-harm, “pro-Ana” communities or the open discussion of mental health problems like suicidality or depression. This interdisciplinary conference invites papers that deal with the complexity of content moderation and associated topics from different perspectives. We invite critical papers that can address but are not limited to: - The dynamics and functions of content moderation (flagging, up and downvoting, removing, etc.) - Content moderators, labour and trauma - Practices of in/visibility: shadow banning, soft blocking and other forms of disengagement - Self and collective regulation (e.g. in fora) - Content moderation, regulation and the law - Culture wars and cancel culture - Polarisation, filter bubbles and echo chambers - Problematic content and mental health communities - Shitstorms and online shaming - Psychodynamics of social media and platforms This conference is organised by Jacob Johanssen (St. Mary’s University), Daniela Nadj (St. Mary’s University) and Susanne Benzel (Sigmund Freud Institute, University of Frankfurt) as part of the research project *Mapping Online Mental Illness Communities: History, Representation and Questions of Regulation*. Call for Papers: The Politics of Machine Learning Evaluation Is the data good enough for training purposes? Does the model perform accurately enough? Is the error rate low enough? Such questions of ‘good enough’ are at the very core of the process of Machine Learning (ML) evaluation and can also be considered a highly political process in the development of ML systems. There is already a growing interest in the political implications of ML in relation to, for example, dataset construction and the political capacities of specific ML models or foundational algorithmic techniques. However, there has been less focus on the politics of evaluation practices and techniques in ML. To further explore this issue, we invite contributions to a workshop on ‘The Politics of Machine Learning Evaluation’ at the University of Amsterdam in November 2023. The aim of this workshop is to collectively engage with conceptualisations and the methodologies of how to study ML evaluation techniques. We invite papers that engage with conceptual, methodological, and political questions in relation to topics, such as but are not limited to: * Dataset construction * Data labelling practices * Ground truths and benchmarks * Biases in evaluation * Metrics * Errors and error analysis * Evaluation techniques Concretely, we invite papers that engage in conceptualising or historizing ML evaluation as a politically contested practice, provide methodological approaches to the study of evaluation techniques or empirical examples of ML evaluation in practice. As we are in the era of data-driven research, IMC 2023 will focus on improving the standard in the collection, usage, and sharing of network measurements for the research community. Despite the efforts in stimulating reproducibility of research as well as sharing of data, little progress has been made in our community to make research data open. Therefore, without fundamentally changing the topics in scope compared to previous years, our attention when assessing contributions will be particularly on the willingness of the authors to share their data and make their work reproducible. New this year: To encourage data sharing and reproducibility, authors will be required to make a declaration on artifact availability (full, partial, or no availability) for the submitted work. Since legitimate reasons (such as proprietary and privacy reasons) may prevent authors from sharing artifacts, papers will be assessed based on whether the contributions warrant acceptance despite the lack of artifact availability. In the case of no availability of artifacts, the authors are expected to explain why this is the case in a specific section. Artifact submission is not required at the paper submission time. All papers accepted to the program will be shepherded to ensure that the artifacts promised have been made available. IMC takes a broad view of contributions that are considered in scope for improving the practice of network measurement, including, but not limited to: * collection and analysis of data that yield new insights about network structure and network performance (e.g., traffic, topology, routing, energy utilization, performance) * collection and analysis of data that yield new insights about application and end-user behavior (e.g., economics, privacy, security, application interaction with protocols) * measurement-based modeling (e.g., workloads, scaling behavior, assessment of performance bottlenecks, causality) * methods and tools to monitor and visualize network-based phenomena * systems and algorithms that build on measurement-based findings * Theoretical analysis and modeling of networked-systems and measurement techniques * Novel methods for data collection, analysis, and storage (e.g., anonymization, querying, sharing) * reappraisal of previous empirical network measurements and measurement-based conclusions * descriptions of challenges and future directions the measurement community should pursue Networks of interest include: * Internet transit networks * edge networks, including home networks, broadband access networks (e.g., cable, fiber), and cellular networks * data center networks and cloud computing infrastructure * peer-to-peer, overlay, and content distribution networks * software-defined networks * online social networks * online services, platforms, and content providers * experimental networks, prototype networks, and future internetworks Review process and criteria IMC 2023 invites two forms of submissions: * Full papers (up to 13 pages for text and figures + unlimited pages for references and appendix) that describe original research, with succinctness appropriate to the topics and themes they discuss. * Short papers (up to 6 pages for text and figures + unlimited pages for references and appendix) that convey work that is less mature but shows exciting promise, OR offer results that do not merit a full submission. Short papers could articulate a high-level vision and describe challenging future directions that the authors believe the community should tackle; validate, verify, or update important results; or present new ideas that challenge existing assumptions. Any submission exceeding the short paper page-length limit will be evaluated as a full paper. Authors should submit only original work that has not been published before and is not under submission to any other venue. We will consider full paper submissions that extend previously published short, preliminary papers (including IMC short papers), in accordance with the SIGCOMM policy and the ACM Plagiarism Policy. The ACM policy on simultaneous submissions does not consider technical reports (including arXiv) to be concurrent publication or submission. IMC 2023 will bestow two awards on paper submissions, (1) a Best Paper award; and (2) a Community Contribution award. The best paper award will recognize the outstanding paper at the conference, and all accepted papers are eligible for it. The community contribution award will recognize a paper with an outstanding contribution to the community in the form of a new dataset, source code distribution, open platform, or other noteworthy service to the community. To be eligible for the community award, the authors must make data or source code publicly available or have a software artifact that is accessible and usable by the public at the time of the camera-ready deadline. The authors indicate their eligibility on the submission form and are also encouraged to include a link to the contribution in the submitted paper. A few accepted papers may be forwarded for fast-track submission to IEEE/ACM Transactions on Networking. Anonymity Guidelines Authors are expected to make a good-faith effort to anonymize papers. As an author, you should not identify yourself in the paper either explicitly or by implication (e.g., through the references). Anonymization of important details are not required, if they are critical for the evaluation of the paper. For example, system names may be left de-anonymized, if the system name is important for a reviewer to be able to evaluate the work, and the paper may point to existing public datasets and artifacts that highlight or underscore the contributions outlined in the paper. Please follow the following guidelines: Author names and affiliations must not appear on any submission. Identifying information such as grant numbers must not be included on submissions. The text of the submission must refer to the authors' own previous work in the third person, unless the previous work provides important context for evaluation of the existing contribution (e.g., the paper describes an implementation or deployment of a method previously developed by the same authors). Authors are explicitly allowed to post their submissions on Arxiv or other public websites, and reviewers will be discouraged from searching for such listings while a submission is under review. Workshop description: Platform content moderation has emerged as a novel form of mass speech governance, able to influence billions of people globally. Much of the growing scholarship on it focuses on describing moderation’s functioning, ambiguities, and technologies, and on how to hold platforms to constitutional values. Yet, despite its obvious political nature, content moderation remains under-theorized as a political practice. This is puzzling as moderation rearticulates key concepts of political theory. Regardless of their unilateral ability to moderate, platforms often seek to appease some actors in the design and enforcement of their rules. These processes are hardly linear, though: not all voices, from all countries, at all times, are equally heard. While moderation has been used against authoritarian actors, it has also been shown to reinforce racist, sexist, and neo-colonial structures, often to foster companies’ political and economic interests globally. This evidences the need to understand how moderation relates to representation, recognition, and plurality, which are closely associated with matters of justice, equality, and dignity. Similarly, it is unclear what resistance to these systems’ patterns of in- and exclusion might (and ought to) mean. Two factors make platform content moderation challenging to address through usual normative frameworks, such as legal rights. Firstly, platforms are a peculiar kind of organization: globally operating corporations whose immense power is not anchored in processes of political legitimation (e.g., elections) or even a clear polity. Despite the legality of their moderation practices, which are often protected by so-called ‘safe harbour’ laws, these companies still owe us something morally – but what, exactly, and which ‘us’ is this? Further, much of moderation today is automated, commonly through machine learning algorithmic systems. As a consequence, the meaning of “objectionable” or “desirable”, or how to punish those who violate these definitions, may emerge not from direct human reasoning but from probabilistic calculations based on complexly constructed datasets. Whose voice is represented and silenced when thousands of data annotators, moderators, officers, and technologists play some role in the construction of the algorithms that identify and control, say, hate speech? How to account for the cascading layers of rules, institutions, and actors? Workshop aims: This workshop aims to address the urgent task of theorizing platform content moderation. We especially invite scholars working from the perspective of radical democratic theory, democratic resistance, decolonial theory, and political economy to consider three broad questions: (1) How should we conceptualize content moderation as a form of power, and in which ways does it differ from previous forms of speech control? Tracking applications, information sharing platforms, telemedicine and more have sparked a boom in digital health that has improved many peoples’ quality of life. However, in most countries they are rolled out without clear legal or other normative frameworks to guarantee the protection of human rights, including accessibility, acceptability, quality, and non-discrimination. This event will share a new thematic report to the UN Human Rights Council on digital innovation, technologies, and the right to health from the UN Special Rapporteur on the Right of Everyone to the Enjoyment of the Highest Attainable Standard of Physical and Mental Health. Diverse panelists will reflect on the Special Rapporteur’s recommendations, and develop key action priorities for the development of stronger global, regional and national rights-based standards on digital health. Indigenous research methodologies and methods, which center on knowledge, wisdom, and lifeways of Indigenous peoples worldwide, provide a valuable place of grounding and understanding into alternative ways of knowing and living. These Indigenous-informed paradigms are seeing wider acceptance due to their ability to integrate plurality, embrace complexity, and promote collaboration and reciprocity. However, more detailed accounts of how to start, put into action, maintain, and communicate research in these terms are needed, particularly as inspiration for new generations of practitioners and academics. Communicating this type of research, for example, can be challenging due to power dynamics, institutionalized biases or cultural misalignments, often leading to resistance and pushback from those clinging to traditional Western scientific approaches, limiting the scope and impact of decolonial research. In this panel -split into two moments- we aim to (1) highlight specific examples of how work can be built and/or communicated on the backbone of Indigenous methodologies and methods across academia, government and/or industry, across multiple areas of knowledge. And (2) highlight concrete examples of how this work can be communicated across different contexts. We invite submissions from community members, practitioners, government officials or academics, describing case studies or experiences in relation to these goals.
