Short Abstract: “This panel will describe, demonstrate, suggest, and workshop methods of approaching research and design that share the authority over knowledge or outcomes with the participants or communities involved in their generation. Workshop element will incorporate the experience and priorities of attendees.” This panel will be a mix of more traditional panels and interactive workshop sections with emergent elements based on who is presenting and who is attending. Publish or perish, we hear, and make sure you are “first!” Even in this abstract, I strive to perform some semblance of authority to suggest credibility. Author and authority fittingly share a Latin root referring to mastery and leadership. STS has a lengthy history of reflecting on our personal positionality, privileges, and situatedness related to the phenomena we observe and generate knowledge about. Our community is well-versed in considering how our own experiences and perspectives shape the kind of analysis we can produce. As our interdisciplinary pursuits adopt increasingly sensitive and reflexive approaches, there is still need to grapple with the inherently privileged and authoritative positionality of the basic mode of scholarship in the form of authorship. When is it appropriate to describe ourselves as the author(ity) of the lives and experiences of others? How can integrating the diverse perspectives of those with lived expertise related to whatever phenomena evolve our scholarship? There is a wealth of scholarship (especially in design research) on “participatory” methods or that suggests alternative means of disseminating knowledge. This panel invites, and celebrates, submissions that attempt to move beyond participation or cursory collaboration in their approach, to create analysis, designs, or knowledge with or within communities. Submissions should demonstrate or suggest methods of sharing authority over knowledge generation, especially to amplify historically under- or mis-represented communities, or around other critical topical areas. The panel will include more traditional talks and workshop activities. Submissions should: •Describe traditional scholarly looking work, where participants or community members shared authorship or were otherwise given an active stake in how data was analyzed or presented. •Present or suggest alternative, creative, artistic, or performative modes of disseminating knowledge that stem from and prioritize community-driven values or ontologies. Session: Digital sovereignty and the (welfare) state – from smart cities to eHealth and beyond Session organizers: Desirée Enlund (Linköping University) and Ramon Ribera Fumaz (Universitat Oberta de Catalunya) The concept of sovereignty originates from the idea of the sovereign, usually the king, and is closely connected to ideas of territory. In the recent surge of discussions around digital sovereignty, not the physical territory and its subjects, but the digital subjects and their connection to certain territories or possible mobility across territories and the risks associated with it, along with the geopolitical risks and competitions to keep the digital subjects and their concomitant data are pervasive. This can be seen in shifting EU policies towards autonomy and sovereignty (Schmitz & Seidl, 2022) and the fostering of EU single markets for technologies such as AI and eHealth (Krarup & Horst, 2023, Petročnik, 2022). However, another strand of research has tried to rethink digital sovereignty from below (e.g. Lynch, 2020). This becomes particularly pertinent in the context of the rise of the “data welfare state” (Andreassen, Kaun, & Nikunen, 2021) where the populations in countries “become a ‘brand’ that can be marketed” (Tupasela, 2017, in Tupasela, Snell, & Tarkkala, 2020). While there has been research on digital disconnection and digital resignation (Fast, 2021; Lomborg & Ytre-Arne, 2021), Bagger, Einarsson, Andelsman Alvarez, Klausen, and Lomborg (2023) point out the impossibility of disconnecting or resigning from the (welfare) state. So how to (re)think digital sovereignty in relation to the (welfare) state, when the state is not only “a producer, a provider and a consumer of data” (Tupasela et al., 2020, p. 2), but also a regulator and nurtures hope of benefitting from that same data. What are its geographies and the consequences, as both the generation, production and management of data and the welfare competencies occur at different scales from the local and regional to the national in different countries? This panel session takes stock of recent discussions around digital sovereignty to explore the power dynamics between the citizens and the (welfare) states and how to (re-)imagine digital sovereignty not of the state but from below. We welcome abstracts dealing with, but not limited to questions such as: * When the (welfare) state is increasingly datafied (on market conditions) – how will it assure its citizens digital sovereignty? * How can we imagine and develop weak and strong digital sovereignty? (cp. Reviglio & Agosti, 2020) * How can sovereignty for our digital personas in and across space be rethought? * How are AI and algorithmic-driven welfare provision and care-based systems undermined? * What forms of contestation and appropriation of digital data-driven provision are possible? * How can we decenter AI and algorithmic welfare systems? Dear colleagues, We are inviting contributions to the open panel 370. “Live from the Frontlines: The Mediation of Armed Conflict Through Online Platforms” for the upcoming EASST-4S 2024, which will take place in Amsterdam, Netherlands on 16-19 July 2024. Deadline for submission is February 12, 2024. This panel brings together researchers interested in the mediation of wars to discuss media’s influence on current violent conflicts, e.g. the Russian invasion of Ukraine and the Israel-Palestine war. We explore critical approaches to war and media, with a focus on presenters from conflict regions. Armed conflicts and media technologies are tied together in modern warfare. The rise in the use of social media, owned by large technology platforms, in the ongoing conduct of wars, in their documentation and in influencing different actors in ways that transform warfare, raises many questions. During current wars in Ukraine and Palestine and Israel, new media technologies have been used to sway global public opinion, to expose and document human rights violations, to challenge narratives promoted by legacy media and state actors and to document life under fire or experiences of combatants. At the same time, Social Media platforms are being weaponized - for the spread of disinformation, propaganda and psychological warfare by state and non-state actors. Platform companies are tasked with moderating masses of content, leading to claims of unjust treatment and censorship. We are interested in contributions that address issues such as: • How is social media becoming part of military tactics and used for geopolitical influence (through hacking, bot wars, and the spread of disinformation)? • How is content moderation online weaponized for silencing dissenting voices under the guise of security issues? • The rise of OSINT (Open Source Intelligence) as a mode of investigating truths on the battlefield. • How can STS researchers develop a critical approach and theory towards war and its media technologies? • Actors’ choice of terminology and its implications, also with regard to the spread of narratives online (war, invasion, occupation, military operation, genocide, annexation). • What challenges does this provide in terms of digital and information literacy and connectivity for people who follow the events of war online? • Also, with a view towards more optimistic outcomes - can media technology be used for conflict resolution and how? We ask to center this on scholars from regions under war and conflict, while also inviting others to contribute.
