Fwd: New Policy Report on Interoperability in AI Safety Governance: Ethics, Regulations, and Standards

Dear Colleagues, The United Nations University Institute in Macau has released a new policy report, Interoperability in AI Safety Governance: Ethics, Regulations, and Standards, offering critical recommendations to strengthen global AI safety frameworks through enhanced interoperability. Drawing on country studies from China, South Korea, Singapore, and the United Kingdom, the report identifies effective tools and key barriers to interoperability in AI safety governance. It highlights practical ways to build a governance ecosystem that is globally informed yet locally grounded. Interoperability is a cornerstone of AI governance—essential for reducing risks, fostering innovation, enhancing competitiveness, promoting standardization, and building public trust. Yet progress remains hindered by fragmented regulations, limited global coordination, and insufficient engagement from the Global South. Focusing on autonomous vehicles, education, and cross‑border data flows, the report compares ethical, legal, and technical frameworks across the four countries. It identifies areas of convergence and divergence, offering policy recommendations aligned with the Global Digital Compact and relevant UN resolutions. The study adopts a regulatory learning approach, engaging stakeholders in each jurisdiction to capture local insights and foster interjurisdictional learning. Coordinated by UNU, the initiative introduces a collaborative model for transnational policymaking by identifying shared challenges and co‑developing strategic responses. Recommendations span three dimensions—ethical, regulatory, and technical interoperability. They include advancing a global AI ethics framework, establishing multilateral systems for coordinated governance, enhancing transparency and accountability, promoting interoperable digital public infrastructure, and embedding interoperability by design in technical standards. The report concludes that the future of AI safety governance is evolving toward evidence‑based, outcomes‑oriented models that complement principle‑led frameworks. Sustaining momentum will require policymakers to deepen normative specificity, enhance legal interoperability, expand interoperable standards, strengthen data governance, and invest in AI literacy and capacity building. Call for papers: The workshop on The Interplay of Physical and Digital Authoritarianism

Dear colleagues, I would like to invite you to submit your papers to the workshop “The Interplay of Physical and Digital Authoritarianism: Methodological and Theoretical Challenges and Approaches”, which will be held in Innsbruck, Austria, on 7–10 April 2026 as part of the ECPR Joint Sessions of Workshops. The workshop explores how offline (physical) and online (digital) forms of authoritarianism intersect and mutually reinforce each other across different regime types. We do not focus exclusively on formally authoritarian regimes; instead, we understand authoritarianism as a set of practices that can exist across democratic and non-democratic contexts. The workshop also addresses various authoritarian practices such as propaganda, disinformation, and hate speech. Hi all, Just a reminder that I am looking for a Senior Researcher (2 years postdoctoral experience required) for the LivePlatforms research project investigating platform work in Ireland. This is a full-time, (almost) 5 year post. The project will involve a team of researchers based in UCD researching the national Irish context, initially using biographical interview methods. IUI submissions should address HCI challenges using machine intelligence and consider both computational and human- centric aspects. As AI becomes more integrated into everyday technology, understanding its role in meeting human needs is vital for developing effective and responsible systems. This conference fosters collaboration among experts from diverse fields to tackle significant issues in AI and HCI through discussions, workshops, and networking sessions. UI 2026 attracted a record number of submissions for the main conference (561 full paper submissions after an initial submission of 697 abstracts). Posters Posters provide an opportunity for sharing valuable last-minute ideas, eliciting useful feedback on early-stage work and fostering discussions and collaborations among colleagues. We invite submissions relevant to all conference topics. All submissions should convey a scientific result or work in progress that is not yet ready to be published as a full-length research paper at a refereed conference. The page limit for poster papers is 4 pages (references do not count toward the page limit). Submitting a draft poster along with your submission is not required, but is recommended. Accepted poster papers will appear in the companion proceedings of the conference. Each accepted contribution is expected to be presented in person during the poster session. Demos The demonstration track complements the overall program of the conference. Demonstrations show implementations of novel, interesting, and important intelligent user interface concepts or systems. We invite submissions relevant to intelligent user interfaces and which address, but are not limited to, the topics of the conference. All submissions are intended to convey a scientific result or work in progress and should not be advertisements for commercial software packages. The page limit for demo papers is 4 pages (references do not count toward the page limit). Authors further need to submit a video (max. 5 mins) along with their demo paper to showcase their work. Accepted demo papers will be presented as interactive demonstrations at IUI and published in the companion proceedings of the conference. Each accepted contribution is expected to be presented in person during the demo sessions. Flipping around this equation, it is equally true that contemporary culture, broadly conceived, has become increasingly suffused by the operations of deep learning, whether in the fields of media and arts, work, education, medicine, or even warfare. In short, the contemporary relationship between deep learning and culture is one of co-constitution – or even entanglement: they crucially depend on and shape each other. Despite these complex entanglements, scholarship has depicted deep learning as unidirectionally homogenizing culture. While we acknowledge this, we also want to foreground the productive potentials emerging at the encounter between deep learning and culture, potentials that warrant more research to put them onto solid empirical and theoretical foundations. We ask: How can the charged encounter between deep learning and culture help us think about both in new and surprising ways? What happens when deep-learning systems process cultural materials replete with sociopolitical frictions? To what extent can cultural materials be represented by the operations of deep learning systems? How can the methods and epistemologies of deep learning advance critical accounts of culture? To investigate these questions, we invite contributions from scholars researching the nexus of deep learning and culture drawing from the fields of STS, critical AI studies, digital humanities, media studies, anthropology of technology, and related fields. Specifically, we are interested in contributions that present case studies, methodological approaches, and theoretical frameworks that help us problematize the nexus between deep learning and culture in new ways. We explicitly welcome interdisciplinary approaches to this. New report - Live-Streaming: Mapping Networks of Influence and (Dis)information Flow

Dear community, We are excited to share with you our report, “Live-Streaming: Mapping Networks of Influence and (Dis)information Flow,” emerging from the 2025 Digital Methods Summer School research project on live-streaming. https://www.digitalmethods.net/Dmi/SummerSchool2025LiveStreaming Our report offers a deep dive into the infrastructure, cultures, and governance dynamics shaping far-right live-streaming on TikTok. We have found a bunch of troubling things, but (very) briefly, we see radicalization increasingly operating through the ordinary on TikTok Live. Streamers blend extremist messages into the rhythms of daily life (a bit of weather talk, breakfast update, sunscreen recommendation), making ideology feel casual and safe. Moderation is easily outmaneuvered; “6 million cookies,” emojis, algospeak, and dog whistles allow harmful narratives to circulate openly without triggering detection. At the same time, extremism has become a revenue stream. TikTok Live’s gifting economy directly finances extremist and AfD-adjacent streamers, while TikTok takes 50% of every gift. Parasocial intimacy deepens the pull. Live Matches, gifting rituals, and constant back-and-forth with audiences create emotional pressure and closeness that quickly turns into political gravity. And overarching all of this is a governance system where safety loses out to profit. Under the DSA, TikTok rigorously enforces commercial violations, yet violence, harassment, and extremist propaganda remain vastly under-moderated, allowing this ecosystem to thrive in the gaps. There is much more in the full report on TikTok Live as a propaganda infrastructure built around an attention economy of hate. We are already developing a paper that builds on these findings, drawing on the broader dataset we are now systematically collecting. So, we’d be very happy to connect with others working on similar questions around live-streaming, propaganda, mis-dis, governance, platform cultures, or methodological approaches. Hi AoIR Folks, Just wondering if folks could help me understand how widespread the term 'dopamine drip' to describe social media's features outside of Australia? The term was used extensively in the last stages of the social media ban for under16s being rolled out, and I'm just trying to figure out when it entered mainstream media discussions in different countries (if at all).
