Fwd: New Policy Report on Interoperability in AI Safety Governance: Ethics, Regulations, and Standards
by Yik Chan Chin 15 Dec '25

15 Dec '25

Dear Colleagues, The United Nations University Institute in Macau has released a new policy report, Interoperability in AI Safety Governance: Ethics, Regulations, and Standards, offering critical recommendations to strengthen global AI safety frameworks through enhanced interoperability. Drawing on country studies from China, South Korea, Singapore, and the United Kingdom, the report identifies effective tools and key barriers to interoperability in AI safety governance. It highlights practical ways to build a governance ecosystem that is globally informed yet locally grounded. Interoperability is a cornerstone of AI governance—essential for reducing risks, fostering innovation, enhancing competitiveness, promoting standardization, and building public trust. Yet progress remains hindered by fragmented regulations, limited global coordination, and insufficient engagement from the Global South. Focusing on autonomous vehicles, education, and cross‑border data flows, the report compares ethical, legal, and technical frameworks across the four countries. It identifies areas of convergence and divergence, offering policy recommendations aligned with the Global Digital Compact and relevant UN resolutions. The study adopts a regulatory learning approach, engaging stakeholders in each jurisdiction to capture local insights and foster interjurisdictional learning. Coordinated by UNU, the initiative introduces a collaborative model for transnational policymaking by identifying shared challenges and co‑developing strategic responses. Recommendations span three dimensions—ethical, regulatory, and technical interoperability. They include advancing a global AI ethics framework, establishing multilateral systems for coordinated governance, enhancing transparency and accountability, promoting interoperable digital public infrastructure, and embedding interoperability by design in technical standards. The report concludes that the future of AI safety governance is evolving toward evidence‑based, outcomes‑oriented models that complement principle‑led frameworks. Sustaining momentum will require policymakers to deepen normative specificity, enhance legal interoperability, expand interoperable standards, strengthen data governance, and invest in AI literacy and capacity building. The study was a joint effort by multiple UNU Global AI Network <https://unu.edu/unu-global-ai-network>members Yik Chan Chin, David A Raho, Hag-Min Kim, Chunli Bi, James Ong, Jingbo Huang, Serge Stinckwich, sponsored by SenseTime. https://unu.edu/macau/news/new-policy-report-interoperability-ai-safety-gov… Download the Report at: https://collections.unu.edu/eserv/UNU:10363/Interoperability_in_AI_Safety_G… Best, Yik Chan ----------------- Dr. Yik Chan Chin Associate Professor School of Journalism and Communication Beijing Normal University Beijing, P.R. Call for papers: The workshop on The Interplay of Physical and Digital Authoritarianism
by hossein kermani 15 Dec '25

15 Dec '25

Dear colleagues, I would like to invite you to submit your papers to the workshop “The Interplay of Physical and Digital Authoritarianism: Methodological and Theoretical Challenges and Approaches”, which will be held in Innsbruck, Austria, on 7–10 April 2026 as part of the ECPR Joint Sessions of Workshops. The workshop explores how offline (physical) and online (digital) forms of authoritarianism intersect and mutually reinforce each other across different regime types. We do not focus exclusively on formally authoritarian regimes; instead, we understand authoritarianism as a set of practices that can exist across democratic and non-democratic contexts. The workshop also addresses various authoritarian practices such as propaganda, disinformation, and hate speech. More information is available here: https://ecpr.eu/Events/Event/WorkshopDetails/16783 The workshop offers a focused and engaging atmosphere to discuss individual projects in depth, with particular attention to the work of early-career researchers. Please send your submissions (paper title and abstract) directly to me at hossein.kermani(a)univie.ac.at by 8 January. Please let me know if you have any questions. Best regards, Hossein Kermani University of Vienna

Call for Abstracts: “Deep Learning and Culture” Panel at STS NL 2026 (University of Twente, 15-17 April 2026)
by louisravn.cph＠gmail.com 15 Dec '25

15 Dec '25

Dear all, We invite you to submit an abstract to our open panel “Deep Learning and Culture” at the STS NL 2026 Conference <https://www.utwente.nl/en/bms/sts-nl2026/> (University of Twente, 15-17 April 2026). The panel aims to investigate the productive potentials emerging at the encounter between deep learning and culture. Please find the detailed panel description below. In case of interest, we would love to receive your abstract. Please submit your 200-300 words abstract by 07 January 2026 (here: https://www.utwente.nl/en/bms/sts-nl2026/submission/) Decisions will be communicated shortly after. Feel free to get in touch with us should you have any questions about the panel. We look forward to receiving your abstracts! All the best, Louis Ravn (University of Amsterdam), Anna Schjøtt Hansen (University of Amsterdam), Dasha Simons (University of Amsterdam), Paula Helm (Goethe University Frankfurt), and Tobias Blanke (University of Amsterdam) ********** PANEL DESCRIPTION: “Deep Learning and Culture” The recent successes of deep learning technologies, including generative artificial intelligence systems, are premised upon deeply cultural elements: training datasets reflecting various forms of cultural activity (language, art, etc.), new cultural techniques like prompting and fine-tuning, massive material investments underpinned by cultures of innovation, and technoscientific practices of AI development. Flipping around this equation, it is equally true that contemporary culture, broadly conceived, has become increasingly suffused by the operations of deep learning, whether in the fields of media and arts, work, education, medicine, or even warfare. In short, the contemporary relationship between deep learning and culture is one of co-constitution – or even entanglement: they crucially depend on and shape each other. Despite these complex entanglements, scholarship has depicted deep learning as unidirectionally homogenizing culture. While we acknowledge this, we also want to foreground the productive potentials emerging at the encounter between deep learning and culture, potentials that warrant more research to put them onto solid empirical and theoretical foundations. We ask: How can the charged encounter between deep learning and culture help us think about both in new and surprising ways? What happens when deep-learning systems process cultural materials replete with sociopolitical frictions? To what extent can cultural materials be represented by the operations of deep learning systems? How can the methods and epistemologies of deep learning advance critical accounts of culture? To investigate these questions, we invite contributions from scholars researching the nexus of deep learning and culture drawing from the fields of STS, critical AI studies, digital humanities, media studies, anthropology of technology, and related fields. Specifically, we are interested in contributions that present case studies, methodological approaches, and theoretical frameworks that help us problematize the nexus between deep learning and culture in new ways. We explicitly welcome interdisciplinary approaches to this. Thus, we warmly invite the following contributions (but not limited to): * Case studies examining the frictions that emerge at the intersection of deep learning and culture * Methodologies to investigate frictions at the nexus of deep learning and culture (qualitative, computational, quali-quantitative, etc.) * Theoretical approaches foregrounding the entanglements between deep learning and culture (e.g., to what extent is “Deep Culture” a productive framework?) * Empirical investigations into the ways in which deep learning and culture are co-shaping each other and what this implies for different groups of people

New report - Live-Streaming: Mapping Networks of Influence and (Dis)information Flow
by Tom Divon 14 Dec '25

14 Dec '25

Dear community, We are excited to share with you our report, “Live-Streaming: Mapping Networks of Influence and (Dis)information Flow,” emerging from the 2025 Digital Methods Summer School research project on live-streaming. https://www.digitalmethods.net/Dmi/SummerSchool2025LiveStreaming Our report offers a deep dive into the infrastructure, cultures, and governance dynamics shaping far-right live-streaming on TikTok. We have found a bunch of troubling things, but (very) briefly, we see radicalization increasingly operating through the ordinary on TikTok Live. Streamers blend extremist messages into the rhythms of daily life (a bit of weather talk, breakfast update, sunscreen recommendation), making ideology feel casual and safe. Moderation is easily outmaneuvered; “6 million cookies,” emojis, algospeak, and dog whistles allow harmful narratives to circulate openly without triggering detection. At the same time, extremism has become a revenue stream. TikTok Live’s gifting economy directly finances extremist and AfD-adjacent streamers, while TikTok takes 50% of every gift. Parasocial intimacy deepens the pull. Live Matches, gifting rituals, and constant back-and-forth with audiences create emotional pressure and closeness that quickly turns into political gravity. And overarching all of this is a governance system where safety loses out to profit. Under the DSA, TikTok rigorously enforces commercial violations, yet violence, harassment, and extremist propaganda remain vastly under-moderated, allowing this ecosystem to thrive in the gaps. There is much more in the full report on TikTok Live as a propaganda infrastructure built around an attention economy of hate. We are already developing a paper that builds on these findings, drawing on the broader dataset we are now systematically collecting. So, we’d be very happy to connect with others working on similar questions around live-streaming, propaganda, mis-dis, governance, platform cultures, or methodological approaches. If you want to exchange ideas, please feel free to reach out, and keep the conversation going! The term 'dopamine drip' in relation to social media?
by Tama Leaver 13 Dec '25

13 Dec '25

Hi AoIR Folks, Just wondering if folks could help me understand how widespread the term 'dopamine drip' to describe social media's features outside of Australia? The term was used extensively in the last stages of the social media ban for under16s being rolled out, and I'm just trying to figure out when it entered mainstream media discussions in different countries (if at all).
