Request for Resources: The Internet and Warfare

Friends- I have a graduate student who is currently working on a paper on the Internet and the discourses and conduct of 21st centrury warfare. Believe it or not, we are having trouble finding academic writing on the topic. Does anyone have any suggestions? One of the topics he/we are interested in is what the Department of Defense calls "Network Centric Warfare". Last spring, I remember there being a post to the AIR listserv from an officer who was teaching the topic at, I believe, the NAval War College. Does anybody know/remember this person? Is s/he still on the list. In any event, any help would be greatly appreciated. Andrew, Maybe s/he has seen it, but you could direct your student to a PDF called 'National Strategy to Secure Cyberspace'. It's not a academic paper, but it contextualises how centrally US govt places ICTs and the conduct of warfare. http://www.whitehouse.gov/pcipb/ Castell's (1996:455-6) also devotes a couple of pages to ICTs and warfare. AoIR Membership

Dear all I just read Nancy's presidential toughts and I would like to emphasize that the special membership price for non-OECD countries is a powerful help to "bring more people in from underrepresented parts of the world" (I am quoting Nancy's message here). Membership does not help people being able to afford to travel for the anual meeting but it enables access to many conference papers, what constitutes a nice starting point for sharing ideas and so on. It is not, however, well known that people in non-OECD countries can be members of AoIR for a (relatively) small amount of money - I therefore suggest that this should be better publicised (both in the AoIR web site and in other mailing lists, for example academic ones shared by scholars located in those non-OECD countries). If most people agree with this, I can try to publicise special membership conditions in some Latin American lists and groups. Sue PS For those who intend to protest *against* special prices for non- OECD countries, I offer just one example: *one coffee* in Canada costs the equivalent to *a whole healthy meal* in many places in Brazil - notice that our salaries are proportional to national costs, not international ones, and you will understand why prices are as relative as many other matters. In response to Andrew Herman's question: There is a tremendous amount of information available on this topic. It was first raised in the 1970s under the rubric of "vulnerabilities" of the state presented by the use of new information technologies. By the early 1990s it was a question of "new security theory," and by the middle of that decade it was "information warfare" or "cyberwar." Now of course discussion about doctrine, strategy, and tactics involving the use of digital technologies is part of the discourse on the "war on terrorism." In my view it would be a mistake to limit the question to the internet, but that can be done -- in the 1980s, already, the Rand Corporation was doing research on the spread of rumors in the internet as part of its work on information warfare. My own "Contradictions in Brilliant Eyes" (Brilliant Eyes was the name given to the smart satellites program promoted by Reagan) is available in full text on the website for which the URL is provided below, provides a mid-1990s look at the state of the then-art.
