Can every vote be counted? How does technology influence uncertainty in voting and in vote compilation? What technical and operational policies enable the responsible evolution of voting in the information age? In order to answer these questions, you are cordially invited to participate in the upcoming NSF/Harvard Symposium On Voting and Vote Counting. The invitation-only June 1 symposium will address these questions in terms of institutions, governance, and technology. The NSF/Harvard Symposium On Voting and Vote Counting will serve multiple, interrelated purposes. First, that of providing an information exchange among key leaders in the election administration and research communities. Second, setting out (for contemplation and discussion) the major issues involving vote collection and tabulation. Third, eliciting insights that can be disseminated to others and used to understand and improve election systems, both in the U.S. and internationally. America’s lengthy vote-counting controversy demonstrated that voters want to know that their ballots will be cast and counted as they intended, and that there must be an indisputable way to perform a recount from these ballots. Technology, rather than providing a simple panacea for these problems, has introduced a host of new election woes. Technology alone cannot address the problems, as voting technology is embedded in a larger organizational context. The NSF/Harvard Symposium On Voting and Vote Counting will form the basis of a workshop report to be provided to all participants, a set of guideline for the government officials and volunteers who support the act of voting, and a report of open research questions for the academic community. I think Adrian and Jeremy's manifest(o) comes at a critical moment in the development and use of ICTS (or networked technologies of information and communication - NTICs - as we are starting to say here in Internet Studies). Two situations have arisen at Curtin University recently that might place some weight behind this kind of document. Firstly, driven by an intensely conservative 'risk management' agenda, the University is implementing classic control strategies on the use of NTICs in the university (ie nothing can be published on the web without it conforming to a university standard, nothing can be done with the Internet unless it is 'core business' - narrowly defined, etc). A consequence of legal action (both current and potential) relating to intellectual property, defamation, and so on, these policies actually go much further and impose all sorts of restrictions that, essentially, treat the web as a corporate information tool (ie the Curtin website is design solely by and for corporate marketing and communication). As an example, it would be impossible in the current climate to even begin toa argue for the use of Wikis, blogs, or other such tools for teaching or research. Everything has to be either (a) locked down and only altered internally or (b) run within WebCT/blackboard (where noone can look at it except students who have signed a document saying they won't do bad things). Just in case staff might utilise the Internet to get around this restriction, a policy places staff in breach of their conditions of employment should curricular materials appear on anything but a Curtin server! Secondly, driven by economic crises in university funding here in Australia, local servers are being turned off or limited in some areas because, it is said, 'this department / faculty / etc cannot afford to maintain a server'. Ideas for the innovative use of NTICs therefore must be directed centrally where they usually run foul of corporate thinking such as 'we have decided that the university standard approach is to use ColdFusion, therefore we don't permit and won't allow PHP websites'. It should further be pointed out that almost all decisions relating to information services at Curtin are made, largely, by technocrats without consultating academic staff. The very idea that NTICs are not just a 'tool' to manage things better but are, in fact, the object of creative and critical learning, research and production and an environment in which we create, learn, think, explore is being lost. Does anyone else have examples of corporatist university restrictions and (more usefully) how people might evade them? These literacies are learnt by doing. Breaking, gleaning and assembling is a theory of praxis for these literacies. Learning happens when things work, different learning occurs when things dont work. Denise: You might also want to consider the similar area of Community Informatics. There is a growing body of literature in this area that considers the use of ICT in communities. It is my understanding that Rob Kling did not see eye-to-eye with the Community Informatics people, and that he was trying to have some of the differences in the fields articulated by inviting Gurstein and perhaps others to contribute journal articles. Workshop Introduction The Govcom.org Foundation, Amsterdam is organising a workshop for public interest groups, advocates, activists as well as academics researching media justice as well as communications and information rights. The workshop is dedicated to exploratory analysis into the depth of the communication between and among these networks. The Govcom.org Foundation creates and hosts political tools for the Web. Over a four-day period, the workshop will provide an immersion experience in Govcom.org's work in the specially constructed media laboratory at de Balie Center for Culture and Politics, Amsterdam. All participants will be invited to use state of the art information tools created by govcom.org and its collaborators. The participants also are invited to present and share their own tools and information. Much of the workshop will revolve around using the Issue Crawler, server-side software, developed with OneWorld International (London), Aguidel (Paris) and Recognos (Cluj-Napoca) that locates, analyses and visualises networks on the Web. We also will make use of novel techniques to monitor and analyse the news through Google News and RSS readers. Textual, semantic and other data analyses may be undertaken. Some of the questions one may ask are: - What are my networks? What is my relative standing within these networks? - Which types of organisations, agendas and terms dominate these networks? - Do the organisations in these networks recognise each other's work and issues? - Which parts of the networks hold together if one takes out funders? Do they hold together if one takes out other agenda-setters, be it (big) media or intergovernmental organisations? Workshop Substance The migration of 'rights' into more and more issue spaces may be attributed to the roominess of the Universal Declaration, the successes of the human rights field as well as the urgent issue re-formatting work occurring regularly in NGO networks. NGOs, instead of getting their issues from the news, are continually migrating across issue networks, forming partnerships with other actors and terms. "Justice" and "rights" are two of the more recent issue reformulations, with the coinage of such notions as communication rights, information rights, Internet rights, media justice and information justice. The health of an issue, and the network forming around it, could well be gauged by an issue's migratory patterns. When and why do NGOs reformulate and attach themselves to issues? In particular, we are interested in the implications of making issues into rights issues. What are the consequences for NGOs and their issues by choosing the rights frame? Is such issue work temporary, context-specific, or opportunistic? Are 'rights' organising new networks or destabilising current networks? Movements of issues across networks may have further consequences. Do issues decline without specific terminological innovation? Does the movement towards 'rights', in particular, prompt human rights to defend its issue space against intruders? When is an organisation taken seriously by the issue space it wishes to join? Can new rights and justice networks prosper without the human rights network? News about Networks Workshop series The Communication Rights and Media Justice workshop is the second in series. The first News about Networks workshop has been dedicated to understanding whether NGOs may operate effectively without a commercial press strategy. Does the rise of NGO Internet-based networks, in particular, imply an end to the reliance on the press to resonate the message? Can networks alone mobilise other organisations and key players to act on important social issues of the day? In short, can NGOs do without news? CFP:Inaugural issue of Journal of Research Practice (JRP): Innovations and Challenges in Multiple Domains

Dear Members, On the behalf of editors of JRP, I would like to bring to your attention a new journal that focuses on Research Practice in multiple domains. Information about JRP and Call for Papers can be found at http://home.ximb.ac.in/~dpdash/JRP.htm. Editorial focus of JRP is provided below: Editorial Focus The Journal would seek to develop our understanding of research as a type of social practice, evolving in contact with other practices within a complex and changing environment. Therefore, the journal would seek to sustain a healthy engagement with the generic issues of research practice as they arise in multiple domains of research. A broad aim is to learn about research from the experience of researchers in multiple fields, focusing especially on how they have been adapting to respond to new demands and challenges. The journal should develop appreciation of the practice of research as it keeps unfolding in various domains. It would explore why and how different activities, criteria, methods, and languages become part of research in any domain. The aim would be to enrich research practice as a whole by considering the challenges facing researchers in different areas and the interesting innovations developed by them to respond to those challenges. Learning from the successful and unsuccessful innovations may guide us in meeting new challenges and resolving new puzzles in the future. More specifically, the journal's focus and preferences can be stated in the following terms: (a) Research as a Social Practice: In presenting research as an evolving social practice, the journal should call attention to the evolution of the generic principles and conventions guiding research practice. The responsibility of the research community to itself and to the public must also be considered, especially in cases where a research process (or product) leads to negative externalities for any group of stakeholders. (b) Open Inquiry: A sense of open inquiry should characterise the journal. This will involve engagement with multiple areas of research, building awareness of the changing nature of problem contexts, acknowledgement of the researchers' involvement and risk, openness to encountering the unexpected, re-conceptualisation of existing ideas, and commitment to reach beyond existing institutional or traditional blinkers. This should draw upon the interdependence and synergies among individual and collective accomplishments in science, art, design, intervention, etc. (c) Connecting Researchers: The journal should help create reflective conversations across disciplinary boundaries, thus linking research communities. Because the journal spans a number of different research fields, the writings should be accessible to readers from different disciplines. Authors need to be careful with the jargon and the embedded assumptions peculiar to a discipline. The journal should promote work that combines or compares multiple knowledge systems, bridges disciplines, stretches existing paradigms and methodological frameworks, and asks new questions about research. (d) Contexts of Research: The contents of the journal should not be discipline oriented, but focus on the variety of contexts in which researchers find themselves. The journal should focus on the challenges and opportunities these different contexts present before researchers and the kinds of innovation developed in research practice. The problems and prospects of these innovations for future research practice should also be assessed. (e) Evaluation and Support: The journal should be a source of support for researchers and reflective practitioners in different domains. It should generate evaluations of the practical methods followed in different disciplines and practices. It should aim to develop alternative perspectives for researchers and reflective practitioners to explore in their own domains. (f) Contemporary Relevance: The journal should connect with the human and social conditions of our times, help bridge multiple global divides, address institutional malfunctioning, explore the power of connective (and cooperative) technologies, and advance lifelong learning. The journal should seek contemporary relevance by striving to specify, contest, and extend the perspectives involved in the multiple practices that define our world. The focus should be on enhancing our capacity to observe and act more effectively in that world, using results characteristic of research. In short, the Journal of Research Practice aspires to become a common window to the world of research, thus contributing to a culture of open learning and mutual support among researchers, reflective practitioners, and users of their service.
