Apologies for any cross-posting: My latest book was published by Cambridge University Press on 18 August 2011: 'Internet Co-Regulation: European Law, Regulatory Governance and Legitimacy in Cyberspace'. It can be ordered at www.cambridge.org/9781107003484 The brief description is: "Marsden argues that co-regulation is the defining feature of the Internet in Europe. Co-regulation offers the state a route back into questions of legitimacy, governance and human rights, thereby opening up more interesting conversations than a static no-regulation versus state regulation binary choice. The basis for the argument is empirical investigation, based on a multi-year, European Commission-funded study and is further reinforced by the direction of travel in European and English law and policy, including the Digital Economy Act 2010. He places Internet regulation within the regulatory mainstream, as an advanced technocratic form of self- and co-regulation which requires governance reform to address a growing constitutional legitimacy gap. The literature review, case studies and analysis analyze policymaking in Brussels, London and Washington, revealing the extent to which states, firms and, increasingly, citizens are developing a new type of regulatory bargain." New book: Localizing the Internet

Dear colleagues I am very pleased to announce the publication by Berghahn of my book Localizing the Internet: An Anthropological Account. The book is based on fieldwork in a suburb of Kuala Lumpur (Malaysia) named Subang Jaya. The focus of the study is Subang Jaya's field of residential affairs, a digitally mediated domain in which residents, civil servants, politicians, online journalists and other social agents appropriate Internet technologies to pursue local goals. The analysis covers the complex articulations between personal networking and social fields, the uneven diffusion and circulation of new digital technologies and contents, intra- and inter-field political crises, and the emergence of new forms of residential sociality. PhD scholarship (Australia): Community Uses of Co-Creative Media

Dear colleagues I’m one of the Chief Investigators on a Australian Research Council-funded project which is offering a scholarship (including living allowance) to support a PhD student commencing in 2011. This information is also available at http://digitalstorytelling.ci.qut.edu.au/index.php/events/view/163/ Cheers Jean The project Applications are invited for a Queensland University of Technology (QUT) Faculty-based scholarship to support a PhD project (3 years) that investigates the links between community arts, media, storytelling, and creative participation. This Research Higher Degree (RHD) project will be undertaken in conjunction with an Australian Research Council-funded Linkage with industry. The successful applicant will work with Creative Industries Faculty Chief Investigators – Drs Christina Spurgeon, Helen Klaebe, Jean Burgess, John Hartley and Brad Haseman – to devise and undertake a research project that will contribute to establishing and improving ‘best practice’ knowledge of co-creative media in Australian community media and arts networks. The candidate will participate in project activities including fieldwork, experiments, and symposia, contribute to scholarly outputs of the project, and will have access to a team of nationally and internationally recognised researchers, as well as national and international academic and industry networks. Availability The scholarship will be awarded in the QUT 2012 scholarship round which closes on 14th October 2011. Potential applicants should contact Dr Christina Spurgeon (c.spurgeon(a)qut.edu.au ) well before this date, and allow sufficient time to complete the application form. The successful applicant would be expected to commence between January and March 2012. Value The Scholarship will be equivalent to a QUT Postgraduate Research AWARD (QUTPRA) and is valued at $22,860 pa (2011 rates, tax exempt and indexed annually) for 3 years. It investigates the extent to which existing agencies and networks in community arts and community media use co-creative techniques such as digital storytelling to achieve their own aims. The research explores the tensions between new media and existing infrastructure, amateur and professional creativity, and the role of community-based agencies in extending digital literacy, especially among at-risk, remote, and under-served populations. In cooperation with the project’s Industry Partners, we will devise a model for evaluating best practice in the production, adaptation and use of non-professional innovation in creative content. Industry partner organisations are the Australia Council for the Arts, The Australian Centre for the Moving Image, Goolarri Media Enterprises, Queensland Community Television and the Community Broadcasting Association of Australia.
