Call for Paper Proposals (extended to July 25, 2012) With apologies for cross postings. Is it working? Evaluating and assessing broadband policy A by-invitation experts' workshop New America Foundation September 19-21, 2012 With broadband becoming the central means for providing information services in the 21st century, policymakers struggle with choosing the best model to ensure universal access, adoption and usage. Broadband policy choices range from massive government investment to total deregulation and everything in between including various combinations of regulatory regimes, limited government investment and public-private partnerships. Debates regarding the right path to follow often tend to reflect ideological convictions or stakeholder interests. It is thus requisite to provide analytic scholarly input into the debate, delivered through the evaluation and assessment of broadband deployment policies that have been adopted in recent years. The Institute for Information Policy at Penn State University and the New America Foundation are pleased to announce this call for paper proposals discussing the assessment and evaluation of broadband policies and their implementation. Proposals based on new research data and analysis are especially welcome. Authors of the selected papers will be invited to present and discuss them during a three day by-invitation-only experts workshop designed to bring together up to a dozen American and international experts to be held at the New America Foundation in Washington, DC between September 19 - 21, 2012. This workshop is part of a series of events focused on "Making Policy Research Accessible," organized by the IIP, with the support of the Ford Foundation and the Media Democracy Fund. [Apologies for multiple posts] “Productive Negation”: the inaugural issue of the Journal of Peer Production is now published http://peerproduction.net/issues/issue-1/ The Journal of Peer Production scrutinises the contradictions of peer (collaborative) production. It is thus situated in between grassroots initiatives and discussions driven by practitioners and activists and the debates taking place in academia. The inaugural issue's theme, “Productive negation”, aims to interrogate the role of peer production as a “work of the negative”, that is to say as a critical force. As the traditional left is struggling to come up with an adequate response to the mounting crisis of the capitalist system, contributors propose a range of interpretations about the relationship between the profit-oriented capitalist mode of production and the commons-based and oriented mode of peer production. The Journal of Peer Production also strives to make a small contribution to the reforming of scientific publishing. Taking a cue from Wikipedia, the journal publishes original article submissions, reviewers' reports, and signals indicating how reviewers perceive the revised article. Our ambition is to make the process of peer reviewing papers more transparent and more effective. The inaugural issue is coordinated by Mathieu O'Neil. Dear colleagues, A workshop on foreign language learning and teaching in virtual worlds will be held in conjunction with The 20th International Conference on Computers in Education (ICCE 2012--see http://www.lsl.nie.edu.sg/icce2012/) which will take place in Singapore from November 26 to November 30, 2012. ICCE is a "meta-conference" consisting of seven interrelated sub-conferences, each of which has a specialized theme and is overseen by its own program committee. Collaborators will participate in the production of six prototypes in the fields of art and technology using existing or outdated technologies in an entirely unexpected way to encourage novel approaches, promote sustainability, and explore possibilities in the far future. Produced by a globally-distributed network of writers and editors, the books in the series repackage existing open access science research by clustering it around selected topics whose unifying theme is life: e.g., air, agriculture, bioethics, cosmetic surgery, electronic waste, energy, neurology and pharmacology. Peter Suber, Open Access Project Director, Public Knowledge, said: ‘This book series would not be possible without open access. On the author side, it takes splendid advantage of the freedom to reuse and repurpose open-access research articles. On the other side, it passes on that freedom to readers. In between, the editors made intelligent selections and wrote original introductions, enhancing each article by placing it in the new context of an ambitious, integrated understanding of life, drawing equally from the sciences and humanities’. By initially creating twenty one ‘living books about life’ in just seven months, the series represents an exciting new model for publishing, in a sustainable, low-cost, low-tech manner, many more such books in the future. These books can be freely shared with other academic and non-academic institutions and individuals. Nicholas Mirzoeff, Professor of Media, Culture and Communication at New York University, commented: ‘This remarkable series transforms the humble Reader into a living form, while breaking down the conceptual barrier between the humanities and the sciences in a time when scholars and activists of all kinds have taken the understanding of life to be central. Brilliant in its simplicity and concept, this series is a leap towards an exciting new future’. One of the most important aspects of the Living Books About Life series is the impact it has had on the attitudes of the researchers taking part, changing their views on open access and raising awareness of issues around publishers’ licensing and copyright agreements. Many have become open access advocates themselves, keen to disseminate this model among their own scholarly and student communities. As Professor Erica Fudge of the University of Strathclyde and co-editor of the living book on Veterinary Science, put it, ‘I am now evangelical about making work publicly available, and am really encouraging colleagues to put things out there’. These ‘books about life’ are themselves ‘living’, in the sense they are open to ongoing collaborative processes of writing, editing, updating, remixing and commenting by readers. As well as repackaging open access science research -- together with interactive maps and audio-visual material -- into a series of books, Living Books About Life is thus involved in rethinking ‘the book’ itself as a living, collaborative endeavour in the age of open science, open education, open data, and e-book readers such as Kindle and the iPad.
