The author begins by introducing the building blocks of the information society theory. The book goes on to present a systematic overview of digital divide research - its development, arguments attesting to the social gravity of the digital divide, and current findings on the uneven diffusion and use of the Internet. It evaluates the validity of the theories and concepts associated with digital divide research. The author offers an overview and re-examination of six presumptions and biases found in the prevailing approach to the digital divide. Given that Internet use has, in certain contexts, become an absolute necessity, an alternative approach is proposed, recognizing the indispensability of Internet use as context dependent. Both the European Union and Europe as a region have generally played a crucial role in shaping the governance of the internet, at the global, regional and national levels. >From a geopolitical perspective, the EU has been one of the early actors advocating for the internationalisation of the DNS system and, more generally, for the enhancement of the multi-stakeholder governance model. >From a normative point of view, EU institutions as well as Member States have deeply affected highly sensitive internet-related issues, such as privacy and data protection, digital market competition, consumers' rights, copyright, e-commerce, content regulation, the right to be forgotten, etc. On the institutional level, some of the most interesting cases of recent constituent policies have emerged from the European Union, leading to the establishment of new agencies such as the European Network and Information Security Agency (ENISA) and the European Data Protection Board (EDPB). Beyond the EU, some European intergovernmental organisations, such as the Council of Europe (CoE), have developed structured initiatives to uphold human rights, democracy and the rule of law on internet governance issues. Further, a number of European initiatives, such as the European Dialogue on internet Governance (EuroDIG) and the Global internet Policy Observatory (GIPO), have facilitated the transfer of ideas, knowledge, policies and institutional arrangements towards other countries and geographic areas. Finally, European NGOs as well as some European internet companies are currently advancing alternative visions and values about the internet and its governance, enriching the set of internet governance approaches as well as available design options. The third edition of the European Multidisciplinary Conference on Global Internet Governance Actors, Regulations, Transactions and Strategies (GIG-ARTS 2019), will be held exactly twenty years after the entry into force of the Amsterdam Treaty and ten years after the Lisbon Treaty, which are milestones in the history of the European integration process, preparing the EU for enlargement and further deepening of competences, and reinforcing the centrality of democratic principles and the protection of fundamental rights as the Union's foundation. After having addressed “Global Internet Governance as a Diplomacy Issue” at its first edition held in Paris in 2017, and "Inequalities in Internet Governance" at the second edition held in Cardiff in 2018, the 2019 GIG-ARTS conference will explore the role of Europe in the global governance of the internet. Hi all, I’m looking for tools to do sentiment analysis and general mining on Russian language tweets. I see there are some options out there, but if anyone has experience trying to do this I’d appreciate it if you could share some insight on the software you used. While I’d be more interested in something I can set up and run myself than subscribing to a service, I’m not absolutely committed to that idea. Any suggestions? Thanks, - John — John P. The workshops provide a venue to discuss and explore emerging areas of User Modelling and Adaptive Hypermedia research with a group of like-minded researchers and practitioners from industry and academia. In this edition, our goal is to have a balanced workshop program comprising different workshop formats and combining emerging and established research topics. Different full-day and half-day workshop schemas are possible, such as: · Working group meetings around a specific problem or topic; participants may be asked to submit a white paper or position statement. · Mini-conferences on specialized topics, having their own paper submission and review processes. · Mini-competitions or challenges around selected topics with individual or team participation. · Interactive discussion meetings focusing on subtopics of the UMAP general research topics. Universidade NOVA de Lisboa Lisbon, Portugal We are pleased to announce that it is now open the call for applications to the workshop “Interpreting Cross-Platform Digital Networks”. The workshop is part of the activities offered by the Digital Media Winter Institute <http://inovamedialab.org/winter-institute-2019/>; an annual event organised by iNOVA Media Lab, Universidade de Lisboa. **Workshop: Interpreting Cross-Platform Digital Networks Digital networks offer ways of understanding social and cultural phenomena and network analysis have become a common approach in several fields of research, facilitated by a large list of open source data extraction tools. Whenever we click, see, rate, like, post, download or comment, our digital actions became traceable and ready to be interpreted as nodes and edges in a network. For instance the analysis of retweet chain, hashtags, images or pages in the shape of a network. How can digital networks be read across different platforms? Rather than relying on the use of statistics, this course proposes to approach cross-platform digital networks by looking at the platforms’ vernacular, the relational nature of digital data in tandem with the medium (Rogers, 2013), and the affordances of spacialization algorithms (Venturini et al. 2015; 2017) – namely Force Atlas 2 in Gephi. Addressing this matter, the course will present some guidelines for interpreting cross-platform digital networks by introducing the technique of visual network exploration and conducting practical exercises in network data extraction and analysis. **Skills required Participants are encouraged to prepare for the workshop by making themselves acquainted with the principles of networks analysis and the basics of the desktop application Gephi. It is important to stress that the workshop will focus on exploratory data analysis in Gephi, not on encompassing the process of how to use the software itself. MIS4TEL 2019 9th International Conference in Methodologies and Intelligent Systems for Technology Enhanced Learning - https://www.mis4tel-conference.net 26-28 June 2019, Avila, Spain == CALL FOR WORKSHOPS == The International Conference in Methodologies and Intelligent Systems for Technology Enhanced Learning (MIS4TEL) hosts this year a number of workshops on different TEL-related areas, following the successful initiative launched last year. The aim of the workshops is to provide participants with the opportunity to present and discuss novel research ideas on emerging topics in the scope of the conference. PAPER SUBMISSION AND PUBLICATION Workshop contributions should be either full papers (8 pages) or short papers (4-6 pages); papers must be formatted according to the Springer LNCS template. Accepted workshop papers will be included in the MIS4TEL Proceedings published by the AISC series of Springer Verlag (http://www.springer.com/series/11156) At least one of the authors will be required to register for and attend MIS4TEL 2019 to present the paper in order to have it included in the conference proceedings. Please note that workshop organizers will be responsible for creating and advertising the Call for Papers, managing the review process and collecting the camera ready papers. A dedicated Easychair installation will be provided by the MIS4TEL conference organizers (under a centralized management). IMPORTANT DATES * Workshop proposal submission deadline: December 8, 2018 * Workshop papers submission deadline: February 4, 2019 * Workshop papers notification of acceptance: March 11, 2019 * Workshop authors' registration and camera-ready papers: March 29, 2019 Please note that workshop proposals will be evaluated on a continuous basis and acceptance / rejection decisions will be sent to the workshop organizers within one week from submission. Early submissions are highly encouraged, so that workshop organizers have sufficient time to attract papers.
