This low-cost event aimed at students, academics, professionals and early career researchers is co-organised by the Department of Media and Communications at the University of Sydney in partnership with the Digital Humanities Research Group at Western Sydney University, with classes also offered by colleagues from the Australian National University, and the University of Victoria in Canada. The five day program includes classes on digital media methods, introduction to linked open data, projects and writing, introduction to databases, R for data wrangling and visualisation and distant reading. There will be public lectures and professional development activities and a Sydney Ideas seminar - Digital Publics: Hidden and Untraceable Data - leading into the event to publicly discuss current and emerging themes of digital media research, proudly hosted by the University of Sydney’s Department of Media and Communications. Gilmore Assistant Professor Department of Communication Clemson University John Durham Peters’ 2015 book *The Marvelous Clouds* develops the concept *infrastructuralism *to describe a fascination “for the basic, the boring, the mundane, and all the mischievous work done behind the scenes” that contributes to a sense of the unremarkable (p. 34). Classic studies explored electric power (Hughes, 1988) and transportation systems (Innis, 1950), while more recent academic work has explored the unremarkable systems that have been architected to help sustain and form information technologies, including Nicole Starosielski’s history of undersea cables (2015), Eden Medina’s history of cybernetic systems in Allende’s Chile (2011), and Benjamin Peters’ history of the Soviet Internet (2017). Relatedly, there have been a growing number of calls to recognize the centrality of data for forming subjectivities and organizing the world (Striphas, 2011; van Dijck, 2013; Andrejevic, Hearn and Kennedy, 2015; Pasquale, 2015; Beer, 2016; O’Neil, 2016; Cheney-Lippold, 2017; Tufekci, 2017; Vaidhyanathan, 2018; Bowker, 2018; Noble, 2018; Plantin *et al.*, 2018). These and other studies demonstrate that significant attention needs to be paid to the design and implementation of material and immaterial data infrastructures, infrastructures that help make possible the production, dissemination, and circulation of culture. Infrastructure is never simply a neutral conduit or platform; it always has a politics, shaping the arrangements of power and authority in human associations and the activities within those arrangements (Winner, 1986). Generally, the point of infrastructure is to be constructive and supportive, but what exactly is being constructed and supported is not always so readily apparent. As work on socio-technical systems has shown, understanding the significance of technology requires attention to the technology itself but also to the ways technology enrolls people, places, systems, and interests. This broader understanding of the politics of platforms has been adopted by academic researchers (Gillespie, 2010, 2017), while simultaneously animating the aspirations of many leading technology companies—consider Mark Zuckerberg’s vision of creating a global community atop the foundation of Facebook as a prominent example (Zuckerberg, 2017; Swisher, 2018). Understanding, for instance, the construction of social networking sites alongside communities connects arrangements of data to arrangements of power and draws attention to related issues of ownership, access, transparency, accountability, accuracy, justice, and control, and how these arrangements shift over time and across contexts (Bowker and Star, 1999; Couldry and van Dijck, 2015; Pasquale, 2015; Peters, 2015, p. 2; van Doorn, 2017). We seek contributions for a special issue of *Cultural Studies *exploring the relationships between data, infrastructure, and politics, and how those relationships affect the study of culture. Cultural Studies can significantly address and engage the growing challenges of such a “constructive politics of infrastructures.” Cultural Studies’ investment in the articulation of politics, culture, and “everything that is not culture” (Thompson, 1961) provides an important—and, to date, underutilized—framework for analyzing the degree to which data, technologies, and infrastructures are rearticulating configurations of power and affecting lived experience. Potential contributors to this volume should submit a 500-word abstract outlining their object(s) of study, their research approach, and how their potential article draws on and extends the traditions, approaches, and projects of Cultural Studies. When submitting a proposal, please include name, affiliation, and contact information in the document, and send submissions as a PDF to co-editors Blake Hallinan (blake.hallinan(a)colorado.edu) and James N. Very recently, an alleged fake news was propagated against Lai Mohammed, Nigeria's current minister of information and culture: it is all over Nigerian Internet spaces that Lai Mohammed has threatened an attack against Israel (on behalf of Nigeria) for holding a notorious Nigerian, Nnamdi Kanu. Call for participation in a proposed panel to be submitted to the International Communication Association for its ICA 69th annual meeting in Washington, D.C. Media, Migrants and Populism: What are the Connections? Christine Ogan, Professor Emerita, The Media School and School of Informatics, Computing and Engineering, Indiana University Lars Willnat, John Ben Snow Research Professor of Communications, Syracuse University We hear a lot of talk about populist leaders around the world these days. And many of those leaders have been pushing an anti-immigrant agenda. That agenda has often been supported by media messages in a number of countries. Kenneth Roth, the executive director of Human Rights Watch has observed in the World Report 2018 that the last year has witnessed pushback against populist governments. "Today, a popular reaction in a broad range of countries, bolstered in some cases by political leaders with the courage to stand up for human rights, has left the fate of many of these populist agendas more uncertain. Where the pushback is strong, populist advances have been limited. But where capitulation meets their message of hate and exclusion, the populists flourish." When focused on the issue of immigration-both legal and illegal, both refugees and economic migrants-what has been the role of the media-both in mainstream media and in online and social media-in encouraging or discouraging the populist message? Our proposed panel will examine the connections in the United States, Europe and elsewhere in the world. The deadline for submission is November 1. Call For Papers CEPE 2019: 28–30 May, 2019, Norfolk, Virginia, USA CEPE (Computer Ethics—Philosophical Enquiry) is a leading international conference and has played a significant role in defining the field since its first event in 1997. CEPE is held biennially, and is organized by INSEIT<https://inseit.net/> (the International Society for Ethics and Information Technology). For CEPE 2019, the conference theme will be Risk and Cybersecurity. We encourage submissions on this theme, but welcome submissions on any topic related to ethics and computers. Risk and Cybersecurity Cybersecurity is of pressing and ever-expanding importance to governments, organizations, and individuals as ever more of our lives becomes digitally rendered, analyzed, manipulated, and stored. Even as cybersecurity issues present threats to us both individually and collectively, cybersecuritization—the political action of consolidating power and control through rhetorics of “cybersecurity”—threatens people and peoples in different ways. Risk is central to computer ethics in numerous other ways as well. Risk abounds online as we figure out how to negotiate and protect identities that are increasingly visible across many parts of our lives, to persons but to companies and algorithms as well. Risk has always been central to engineering ethics, and computer ethics continues to negotiate shifting boundaries of the morality of whistleblowing along with changes in the economic, social, legal, and human costs of a hacked database. These issues are complicated further by innovations in robotics and the internet of things, which spread risk across what once was an online/offline boundary and into the smallest cracks of our lives, from military and domestic robots, to smart cities and smart homes, and to the digital assistants and baby monitors in our kitchens and bedrooms. Rather, the authors argue that longstanding institutional, political, and cultural patterns in American politics have interacted with technological change since the 1970s to create a propaganda feedback loop in American conservative media – a dynamic that has marginalized center-right media and politicians, radicalized the right wing ecosystem, and rendered it susceptible to propaganda efforts, foreign and domestic.
