https://www.wired.com/story/facebook-social-network-becomes-social-science-… *The Social Network Becomes a Social Science Subject* *STEVEN LEVY * The Plain View Last weekend I attended an event called Social Science Foo Camp, an “unconference” where attendees spontaneously schedule discussion sessions to create a lively agenda. The venue was Facebook’s headquarters in Menlo Park, California. One of the more interesting sessions I attended concerned a project called Social Science One <https://socialscience.one/>. Social Science One is an effort to get the Holy Grail of data sets into the hands of private researchers. That Holy Grail is Facebook data. Yep, that same unthinkably massive trove that brought us Cambridge Analytica. In the Foo Camp session, Stanford Law School’s Nate Persily, cohead of Social Science One, said that after 20 months of negotiations, Facebook was finally releasing the data to researchers. (The researchers had thought all of that would be settled in two months.) A Facebook data scientist who worked on the team dedicated to this project beamed in confirmation. Indeed, the official announcement came a few days later. It’s an unprecedented drop, involving a data set of 10 trillion numbers. The information centers on URLs shared by Facebook’s billions of users—specifically, the 38 million of these that were shared more than 100 times on Facebook between January 1, 2017, and July 31, 2019. Researchers can isolate URLs by characteristics like whether they were fact-checked or flagged as hate speech, and they can see (in the aggregate) who viewed them, liked them, shared them, or even whether they shared the links without viewing them. “This dataset enables social scientists to study some of the most important questions of our time about the effects of social media on democracy and elections with information to which they have never before had access,” reads the Social Science One press release. <https://socialscience.one/blog/unprecedented-facebook-urls-dataset-now-avai…> The reason it took so long is that Facebook, quite understandably, wanted to protect the privacy of its users. Simply aggregating the information so that no individual’s activity can be identified wasn’t enough for Facebook, which insisted on also encoding the data via a technology called differential privacy. It’s a great way to protect privacy, but because it works by adding digital noise to the data set to prevent exposure of individuals, the technique limits what research can be done. The Social Science One people think Facebook is excessively cautious. “But I didn’t just get a $5 billion fine from the FTC,” acknowledges Persily, referring to the penalty assessed on Facebook last summer for its privacy sins. This is a new chapter in the somewhat tortured history of Facebook data research. The company hires top data scientists, sociologists, and statisticians, but their primary job is not to conduct academic research, it’s to use research to improve Facebook’s products and promote growth. These internal researchers sometimes do publish their findings, but after a disastrous 2014 Facebook study <https://www.wired.com/2014/06/everything-you-need-to-know-about-facebooks-m…> that involved showing users negative posts to see if their mood was affected, the company became super cautious about what it shared publicly. So this week’s data drop really is a big step in transparency, especially since there’s some likelihood that the researchers may discover uncomfortable truths about the way Facebook spreads lies and misinformation. The Foo Camp session was packed with researchers from inside and outside of Facebook, and there was a heady ebullience. You could almost hear the virtual popping of champagne. *Finally, the public will get its shot at the treasure trove,* the feeling went. Yet I suspect that the actual users of Facebook might not be so excited. They don’t use the service so they can participate in experiments or contribute to research, and they don’t get to opt out of these studies. While Social Science One touts the benefit to society of slicing and dicing the data to gain insights, no one is benefiting more than the researchers themselves—their papers are going to be awesome! So, at the risk of turning the room against me, I posed the question: "Why should Facebook be turning over its data to outsiders?" Persily had a compelling answer: “We are now living in a society where the most important data relating to data and communications is locked up in one company.” It’s for the good of everyone, he says, for academics to get their hands on it. All of this begs another question: Why does Facebook’s mother-of-all-data-sets exist at all? But we hope that many of you will find the CFP to be sufficiently exciting and interesting that you can send along your proposals as outlined below as quickly as possible so that we can coordinate these into ethics panel proposals in time to meet the deadline. Please feel free to address any questions to either me and/or Simon Rogerson as seems best. == CFP – Special theme issue, Journal of Information, Communication and Ethics in Society: Ethics, society and the internet – AoIR 2020 Background Since its inception, the Association of Internet Researchers (AoIR) has fostered critical reflection on the ethical and social dimensions of the internet and internet-facilitated communication. These reflections and analyses have been at work in innumerable conference presentations and conference-related publications, as well as in the Association’s signature development of ethical guidelines for internet research ethics (IRE). Given the nature of ethics, there will be continuing debate and disagreement: over the years, nonetheless, there have emerged both defining and characteristic commitments to ethical norms and imperatives. The AoIR 2014 statements on Diversity and Inclusivity articulate defining commitments to “the most fundamental principles of academic freedom, equality of opportunity, and human dignity” (https://aoir.org/diversity-and-inclusivity/) These commitments have been manifest from the beginning of AoIR in manifold panels and presentations informed by focus on basic rights to privacy, personality (Persönlichkeitsrecht – the right to shape and define who one is as a free person, including one’s sexual identities, preferences, etc.), freedom of expression, democratic political engagement, etc., as based on fundamental norms of emancipation, equality and gender equality, justice, fairness, and so on – and all of this from global / cross-cultural perspectives. They are further evoked throughout the list of thematics for the AoIR 2020 conference call, beginning with Power, justice, and inequality in digitally mediated lives; Life, sex, and death on, through, and with social media; and Political life online (https://aoir.org/aoir2020/cfp/) Concomitantly, Simon Rogerson, Chief Editor of the Journal of Information, Communication and Ethics in Society (JICES), describes the Journal as aiming to “…promote thoughtful dialogue regarding the wider social and ethical issues related to the planning, development, implementation and use of new media and information and communication technologies. Drawing from a wide authorship it provides necessary interdisciplinary, culturally and geographically diverse works essential to understanding the impacts of the pervasive new media and information and communication technologies.” JICES and AoIR thus share central interests in the ethical and social dimensions of the internet and internet-facilitated communication. As part of a collaboration aimed at giving AoIR conference presentations and papers broader publicity via JICES, we invite proposals for ethically-focused presentations and panels at AoIR’s 21st annual meeting, to be held in Dublin, Ireland, 28-31 October 2020. Papers generated by these presentations and panels will then be published in a theme issue of JICES in 2021. (See Ess 2020 - ref. 1) Most briefly, we hope to attract papers in a first Special Issue of JICES that blend theory and practice in ways that will have the potential to make a real difference in the field. We invite proposals that take up one or more specific ethical and/or social dimension of the internet and internet-facilitated communication. The following list of topics is meant to be suggestive only – by no means comprehensive or exclusive: • uses of these technologies to exploit, attack and/or defend both “everyday users” and those rendered more vulnerable by given social, political, and/or economic structures. Possible topics here range within and across a heuristic taxonomy: macro-level analyses and evaluations of, e.g., authoritarian surveillance and/or surveillance capitalism; repression of dissent, freedom of expression, and political organization (e.g., the Hong Kong umbrella movement); “ethics by design,” perhaps vis-à-vis ethics washing by multinational corporations, professional organizations and/or NGOs; meso-level analyses and evaluations of, e.g., emancipatory uses of internet-facilitated communication by minority populations, women, children, LGBQt+, indigenous peoples, the poor, refugees and immigrants … vs. repressive / oppressive counter-uses of these technologies, e.g., cyber stalking, location-tracking and image-based abuse – see Tanczer et al (ref. 2) micro-level analyses and evaluations of specific examples and case-studies illustrating more individual- and group-level phenomena, e.g., democratically-oriented uses of these technologies for whistle-blowing and corporate / nation-state efforts to suppress these; and so on • good lives and flourishing in a digital era, including as these are specifically evoked in the conference topics “Machines and the good life: ethical principles versus ethical practices,” and “Health, wellbeing, and the internet.” That is, “the good life” and “wellbeing” are signature concepts and aims of virtue ethics – where virtue ethics has become increasingly central in analyses of the social and ethical impacts of ICTS. • analyses of the impacts and implications of internet-facilitated communication through the lenses of additional ethical and philosophical frameworks such as deontology, utilitarianism, care ethics, global ethical traditions such as Confucian thought, Buddhism, and so on. • existential media studies perspectives and analyses, as these conjoin a number of such frameworks, beginning with virtue ethics and care ethics, with classic existential analyses, now refined and transformed for apt analyses and guidance for our lives as mortal and thus vulnerable beings (Lagerkvist - ref. 3). Existential media studies further intersect with the work of media scholars such as Paddy Scannell and John Durham Peters – and specifically with the AoIR 2020 conference theme of “Death online.” • internet research ethics, beginning with its basic elements (see franzke et al 2020 - ref.4) as well as current examples and case studies, e.g., mis/uses of corporate data – e.g., Humphreys 2019 (ref.5); how to discern and foster researchers’ ethical capacities and responsibilities, e.g. Lammers et al 2019 (ref. 6); unfolding implications of GDPR for research ethics, and so on. Procedures In the first stage, proposals should be sent to Charles Ess (c.m.ess(a)media.uio.no – subject: AoIR-JICES). Proposals will be jointly reviewed by Charles Ess and JICES Chief Editor Simon Rogerson: accepted proposals will be collected within one or more ethics panels to be proposed to the AoIR conference as part of the regular submission and review process. (AoIR submission deadline: March 1) Proposals should include author name(s), title, a brief abstract (5-10 lines) plus one or two essential references. Please be as clear as possible as to how your proposed presentation addresses a central ethical theme, challenge, etc. (whether included in the above list or not) and how the presentation addresses the JICES thematics of "thoughtful dialogue regarding the wider social and ethical issues related to the planning, development, implementation and use of new media and information and communication technologies. Drawing from a wide authorship it provides necessary interdisciplinary, culturally and geographically diverse works essential to understanding the impacts of the pervasive new media and information and communication technologies." Please keep in mind the important restriction on submissions: In the interest of diversity and collegiality, each conference participant is limited to presenting one individual paper and one paper in a panel, and to participating in one roundtable. Human-(itarian) technologies: How to “make a better world” for humans with technologies? >From at least the WWII ideas such as technological fixes, humanitarian technologies, and tech4dev, PIT, etc. has been transnationally framed, promoted, and funded, to solve or to assist human communities with their “basic needs” based in technical solutions. In particular, during emergency context, like natural disasters or a massive migration, or in the case of “resourceless” communities (due to physical, economic or political imbalances), humanitarian technologies are a path of action to “make a better world.” At the same time, local responses have been emerging (like appropriated technologies, PLACTED or Civic tech), to contest colonial assumptions and practices around these projects. Shortcomings related to technological adoption, implementation or deploy performed by universities, international agencies, governments, and other privileged people are particularly relevant for those critiques. Imbalance and inequities of power, agency, and control have been largely discussed in study cases by STS and beyond. Nevertheless, there is an opportunity to propose alternatives, ways to engage and understand in those projects when which enact “techno-humanitarian systems” This panel welcomes contributions and experiences from researchers, practitioners and communities making and thinking questions “above and beyond” human-itarian technologies: What it means “make a better world” with using technology? Which values and paradigms share technologies to “make the world better”? Which good practices must replicate, and misconceptions must eradicate? Whose and how humans are benefited by these projects around the world? Note: The format proposed for this open panel will not be based in 10 min presentations. Online since 1996 and with more monthly page visits than the New York Times or ESPN, craigslist has been incredibly successful without giving up on key tenets of Web 1.0 politics (and aesthetics), like anonymity and transparent business models. Using interviews with insiders and users, the book uses craigslist as a lens for thinking about how digital culture has (and hasn't) changed in the last 25 years. Technologies that allow to decompose or outsource jobs make workers increasingly replaceable. New surveillance techniques are used to control and discipline workers, and despotism is on the rise. But a long cycle of struggles has shown that workers don’t passively obey the rules of the digital workplace. Look no further than drivers in the ride-hailing industry in the streets of the world, domestic workers and freelancers in North America and Asia, food-delivery couriers in Europe and Canada, warehouse workers in urban peripheries across the globe, software engineers from China to California, or game designers and tech workers in cities across North America. The ubiquitous penetration of digital technologies in warehouses, workshops, offices, and app-based workplaces is met with novel workarounds and struggles. *Call for Participation for** Digitranscope Spring Institute *11-15 May 2020 in Fiesole (Florence, Italy) *extended through February 15th, 2020.* *DigiTranScope <https://ec.europa.eu/jrc/communities/en/community/digitranscope>* (Digital Transformation and the Governance of Human Society 2018-2020) a research project of the JRC (Joint Research Centre), Centre for Advanced Studies <https://ec.europa.eu/jrc/en/research/centre-advanced-studies>, at the European Commission, focusing on the governance of digitally transformed human societies. The project aims to provide a deeper understanding of key aspects of digital transformation to help policy-makers address the challenges facing European society over the next decades. Core Topics of the Spring Institute will be: - *Data Governance:* This is a key battleground to find a European way to Artificial Intelligence (AI) and Digital Transformation. We need to find new ways of sharing data between the public sector, commercial sector, and civil society so that the value created out of data analytics and new algorithms is redistributed more equitably across all stakeholders to the benefit of European society. - *New Forms of Policy Design, Policy Learning:* This is a topic exploring how we can develop new forms of more participative policy design, monitoring, feedback/assessment, learning loops that exploit the characteristics of digital transformation including, smart cities, gaming, digital twins, and personalisation. - *Digital Empowerment and Social Inequalities:* How can we develop/design/foster a new path exploiting the benefits of digital transformation so that it is aimed at reducing existing social, economic, and spatial inequalities rather than exacerbating them? What is the role of local data ecosystems and co-operatives, and in general more geographically diversified policy measures, in tapping into the intrinsic characteristics of European regions and cities?
