Decades of infrastructure studies scholarship have demonstrated the increasingly central role played by large technical systems in societies around the world (Bratton, 2015; Edwards et al., 2009; Misa et al., 2003; Parks & Starosielski, 2015). From the beginning of the reform era, the Chinese state has consistently promoted its infrastructure-building achievements by connecting them with economic growth, social stability and poverty reduction. The success of China’s informational network-building efforts (Hong, 2017), resulting in the world’s largest population of internet users and a national tech industry challenging the global dominance of Silicon Valley, testify to the increasing importance of digital infrastructure ‘with Chinese characteristics’ (Stevens, 2019). As of 2020, the term xin jijian, or ‘New Infrastructure’, has become a top policy priority earmarking developments related to key domains of digital technology, including telecommunication networks, smart cities, industrial automation, cloud computing, and energy production (Meinhardt, 2020). Two years into the ongoing COVID-19 pandemic, digital infrastructure remains a key priority for both state and tech industries, underpinning experiments in social governance, economic resilience and technological innovation (de Seta, 2021). But what is China’s digital infrastructure? How do networks overlap and intersect, producing new infrastructural effects or reinforcing existing inequalities? Where do large sociotechnical systems emerge and which user populations do they enlist? When do practices and protocols become standards, reshaping global flows of devices and data? In order to answers these questions, we invite contributions from a broad range of disciplines including media and communication studies, sociology, anthropology, science and technology studies, digital humanities, cultural studies, human geography and area studies. This special issue revolves around a broad understanding of digital infrastructure that ranges from physical and material components (QR codes, 5G stations, data centers, surveillance cameras) to software and quantification protocols (social apps, fintech, artificial intelligence, credit scoring), and from policy imaginaries (New Infrastructure, New Silk Road) to industry hypes (smart cities, blockchain, the metaverse). Open to historical reviews, contemporary accounts and future speculations, we welcome contributions that revisit and respond to concepts and theories from infrastructure studies, drawing on empirically driven analyses of networks, systems and standards to articulate new critical understandings of China’s digital infrastructure. Call For Papers - HICSS 56 | Human-Centered Digital Privacy Solutions

Conference: Hawaii International Conference on System Sciences (HICSS-56) | January 3-6, 2023*Minitrack: Human-centered Digital Privacy Solutions for Digital and Social Media**Track: Digital and Social Media**Submission Deadline: June 15, 2022 (11:59 PM HST)* The burgeoning growth of artificial intelligence (AI) and machine learning (ML) solutions, the ubiquity of social media and digital repositories, and cross-platform data usage have raised the stakes of addressing digital privacy. Semi-structured digital records, like emails, and unstructured text, like social media posts, present a significant threat of privacy breaches. The enormity of data presents an uphill task to identify and mitigate private information on digital and social media platforms. While AI-powered privacy solutions are a welcomed step, it is only recently that researchers have focused on more human-centered and transdisciplinary (Polk, 2015) digital privacy solutions. Privacy protection is a legal and ethical responsibility of both public and private sector organizations, and AI development and deployment should account for the diversity of the target audience, the cultural contexts, and extant biases (Ehsan et al., 2021). Privacy solutions should not only be effective and accurate but also human-centered and accountable (Hepenstal et al., 2019). This minitrack aims to attract submissions on digital privacy solutions that bring different disciplines together, especially computer science, system sciences, information science, social science, and law. The focus of this minitrack is to bridge the gap between algorithmic development (automated decision-making systems, fair, accountable, and transparent systems) and human-centered approaches (usability studies, surveys, user interviews). We encourage submissions that address privacy concerns in digital and social media through inter- and trans-disciplinary approaches, including but not limited to AI and ML. Potential submissions for this minitrack should address (but are not limited to) the following research topics: - quantitative, qualitative, and computational studies on digital (e.g., images, webpages, emails, websites) and social media (e,g., Instagram, Twitter, Reddit, Facebook, TikTok, Weibo) privacy; - qualitative studies using interviews, surveys, and usability studies to identify the privacy behavior of users (when using digital and social media); - quantitative work on digital privacy using statistical analysis; - machine and deep learning approaches to identify, classify, and mitigate sensitive and private information on digital and social media platforms; - novel privacy solutions using explainable AI, transparent ML algorithms, or any interdisciplinary methods. Privacy, Security & Standardization • Standardization, certification, labelling, and communication issues (related to ageing well, to sensory impairment). • Privacy and Security/Regulation compliant services in health care systems (e.g., HIPAA). • Security and privacy of digital health systems and service. • Socio-economic issues of smart healthcare in sustainable societies. • Privacy, security and ethics in eHealth smart solutions and surveillance at scale in the fight against a COVID-19 pandemic. High-quality original submissions that address such future issues, show the design and evaluation in (near-) real scenarios, explain how to benchmark systems, and outline the education and training procedures for acquiring new perceptual skills while using such systems are welcome. Research and technical papers are expected to present significant and original contributions validated with the targeted end-users. Submissions should clearly state the progress beyond the existing state-of- the-art and the expected societal benefits of the developed technology. When possible, validate scenarios with the target user groups and well-identified technology readiness levels (https://en.wikipedia.org/wiki/Technology_readiness_level) should be at least outlined. Submissions We invite Research and Technical papers, up to 15 pages, describing original unpublished research, making a substantial contribution to the research field. All submissions will be reviewed by the Program Committee. As was the case for IHAW 2021, the proceedings of IHAW 2022 will be published by Springer in the Communications in Computer and Information Science (CCIS) series (https://www.springer.com/series/7899) and will be presented in the technical sessions of the conference. The Best Paper Award is sponsored by MDPI "Sensors" with 300 CHF. The authors of the best papers accepted and presented at IHAW2022 will be invited to submit extended versions of their papers for further review and possible inclusion in either of two Journal Special Issues that will be organised with SN Computer Science (Springer) and Smart Health (Elsevier).
