Dear Colleagues, We are pleased to announce a Call for Papers for a forthcoming special issue titled “AI, Algorithmic Media, and Digital Governance: Power, Control, and Technological Transformation”, to be published in Global Media and China. The accelerating integration of artificial intelligence (AI) into digital infrastructures represents a profound transformation in contemporary media environments and governance systems. AI-driven platforms, algorithmic recommendation systems, and automated content moderation increasingly shape information circulation, public discourse, and political authority across societies. These developments raise important questions about algorithmic governance, digital sovereignty, media regulation, and the broader political implications of AI-mediated communication. This special issue seeks interdisciplinary scholarship examining how AI technologies influence media systems and governance practices. We welcome empirical, theoretical, and methodological contributions from communication and media studies, political science, digital governance, sociology, science and technology studies, and related fields. Submissions may focus on China, or adopt comparative and transnational perspectives. Werbin, Wilfrid Laurier University, kwerbin(a)wlu.ca<mailto:kwerbin@wlu.ca> Penelope Ironstone, Wilfrid Laurier University, pironstone(a)wlu.ca<mailto:pironstone@wlu.ca> We live in an era in which life itself has become the primary object of governance – measured, visualized, predicted, and optimized through data, media, and communication infrastructures. From algorithmic risk analysis and biometric surveillance to public health dashboards, climate metrics, and platform governance, contemporary power increasingly operates through data that shapes how populations are known, managed, responsibilized, governed, and policed. This call for papers invites scholars to revisit, reinvigorate, and extend Michel Foucault’s (2007) theoretical framework of governmentality into how today’s data-driven political economies are entangled with the governance and securing of the circulation of people, resources, and things amid overlapping crises of health, inequality, climate, technological transformation, and geopolitics. As Foucault (2007) so presciently outlined, modern forms of biopower manage populations through a variety of established and emerging security mechanisms that enable, shape, and secure circulation, optimizing and regulating the movement of people (migration, labour mobility, urban flows), resources (capital, food, goods, services), and things (commodities, information, pathogens, pollutants). Emerging technologies, particularly infrastructures of data, serve as both extensions and intensifications of governmentality, targeting extraterritorial spaces in which “...there are ‘zones of higher’ and ‘zones of lower risk’ and apparatuses of security concern themselves with the thresholds for identifying ‘what is dangerous’ within such milieus of circulation” (ibid, p.61). These ‘risky milieus’, or what Werbin and Shade (2025) have termed ‘biopolitical economies of circulation’, crystallize how “...governmentality and power, in our time, are tightly woven with the materiality of data and how it is stitched with bodies, resources and things in motion. Under these conditions, we must ask and continually assess: Who has access to the population’s data? How are the population’s data used to calculate and secure circulation, mitigate risk, and prevent and police disorder?” (p.766). Recent work has deepened critical engagements with how power over life, death, and data operate in late-capitalist, algorithmic societies. These interventions in data biopolitics and governmentality include theorizations of infopower and the informational person (Koopman, 2019), analysis of algorithmic governance and biopolitical control (Gamez, 2022), thinking about digital enclosures, surveillance capitalism, and the granular biopolitics of securitization (Andrejevic et al, 2024), “practices of interfacing” human and non-human entities (Lipp and Maasen, 2022), “racializing assemblages” (Wehileye, 2014), the biopolitics of settler colonialism (Morgensen, 2011) and gender (Repo, 2016), settler data regimes (TallBear, 2013), Indigenous and other data sovereignties (Rainie et al, 2019; Kukutai and Taylor, 2016; Humel et al, 2021; Walter et al, 2021), “trans data epistemologies” (Stevens and Doğan, 2025), and “queer necropolitics” and homonationalism (Puar, 2017). This call for papers asks researchers to take up and extend discussions of the interrelations between biopolitical economies of circulation, governmentality, and data to address our current techno-political reality, addressing questions such as: * How are data used to calculate and secure circulation, mitigate risk, prevent and police perceived threats, and with what consequences? * How do apparatuses of security engage with surveillance and algorithmic capitalism to shape and exploit juridical, social, political, cultural, biological, environmental, and affective economies? * What technologies leverage the flow of data to secure bodies, resources, and things and how do they shape the milieus in which they are articulated? We encourage submissions from scholars investigating emerging biopolitical milieus in areas such as (but not limited to): * Surveillance, management, and apparatuses of control * Environmental and epidemiological risk * Markets, economics, and commodification * Labour and workplace milieus * Migration, immigration, customs, and borders * Mobility, transport, and postal milieus * Platforms and cultural circulation * Data sovereignties * Subjectification, data, and oppression, including overlapping and interdependent systems of race, gender, sexuality, class, and ability * Other relevant areas Proposals of 400- to 600-words should be submitted by 30 June 2026. The session will feature a keynote lecture by David Berry (University of Sussex), with responses from Janna Joceli Omena (King's College London) and Bernhard Rieder (University of Amsterdam), followed by discussion. The event asks how conversational and agentic coding systems are changing programming, pedagogy and computational culture. 'Vibe coding' is often presented as a democratisation of software development, making programming more accessible to researchers, students and practitioners without formal computing backgrounds. Yet these systems also raise important questions about dependency, technical literacy, platform power, environmental cost, hidden labour, deskilling and the redistribution of expertise. Taking a cue from Ivan Illich's notion of convivial tools, the event asks what a politics of convivial code might look like today. Can AI-assisted programming support technodiversity and critical technical practice? Or does it risk reproducing and accelerating existing exclusions, concentrations of power and forms of proletarianisation? The public livestream forms part of a wider hybrid workshop at Warwick combining discussion, studio-based experimentation and collective reflection. Drawing on ethnographic fieldwork in Colombia, this talk analyses two initiatives: one led by Microsoft in the Amazon and another developed by scientists and peasants in the High Andes. Through this analysis, it traces the emergence of in situ AI, highlighting its capacity to engage with local ecological struggles and address environmental injustices. Nevertheless, questions remain about whether in situ AI can effectively tackle urgent, planetary-scale environmental challenges. *Speaker bio* Sebastián Lehuedé is a Lecturer (equivalent to Assistant Professor) in *Ethics, AI and Society* in the Department of Digital Humanities at King’s College London. Sebastián’s research focuses on the governance of digital technologies from a global social justice perspective. His current project, *AI’s Nature*, explores the connection between Artificial Intelligence and environmental justice. In this work, he has engaged with urban, peasant and Indigenous communities in Chile and Colombia mobilising against a data centre project, resisting lithium extraction and participating in AI-centred conservationist initiatives. His previous project, *Scientific Data Colonialism*, examined the governance of astronomy data in Chile. Sebastián’s approach combines ethnographic methods, political ecology and decolonial thought. He has also contributed to conceptual development on data friction, digital sovereignty and reflexivity in critical data studies. All best, Christian *** International Conference Digital Cultures of the Caucasus: Queer-Feminist Perspectives University of Regensburg, Germany, 3–5, 2027 This conference seeks to bring together researchers and practitioners interested in making queer and feminist interventions in digitally mediated cultures of the Caucasus. In this rich linguistic, cultural, and politically diverse space stretching from Dagestan to northwestern Iran and Türkiye, the digital dimension has been an active arena of negotiating agency in the twenty-first century. Multiple diasporas around the world further enrich the complexity of digital imaginaries, participation, and belonging in the Caucasus. We invite contributions from across Cultural Studies, Media and Communication Studies, Literary Studies, Performance Studies, Visual Studies, History, Art History, Gender Studies, and adjacent fields, as well as from outside academia, that critically engage with digital culture, politics, and society in the Caucasus. Yet, as optical sensing technologies and their associated algorithms transform virtual reality headsets into camera-based sensing systems that “passthrough” the outside world to the wearer using live video technology, wearers increasingly must navigate two spaces simultaneously: a computationally shaped and at the same time, still phenomenally experienced physical world. This is in marked contrast to virtual reality, which has historically ignored the physical world together with the complex ways in which human bodies make sense of its affordances for perception. Taking up Saker and Frith’s description of co-extensive space (2022), we argue that we can only perceptually grasp such mediated experience through what is called “sense making” – in which an entanglement between human and machine sensing is seen as essential for understanding joint forms of meaning making. Such “participatory sense making” as a tight sensory coupling between human and machine sensing is in marked contrast to suggesting that machine sensing is either wholly responsible for world making on the one side (data extraction) or, privileging the human or biological as the unique site of sensory cognition, on the other. Chris Salter is Professor for Immersive Arts and Director of the Immersive Arts Space at the Zurich University of the Arts (ZHdK). He is also Professor Emeritus, Design and Computation Arts at Concordia University in Montreal and former Co-Director of the Hexagram network for research-creation in arts, cultures and technology and Co-Founder of the Milieux Institute at Concordia. He studied philosophy and economics at Emory University and completed his PhD in theatre studies with research in computer music at Stanford University. His artistic work has been seen all over the world at such venues as the Venice Architecture Biennale, Barbican Centre, Berliner Festspiele, Wiener Festwochen, Grand Palais Immersif, MEET Center, ZKM, Kunstfest Weimar, Musée d’art Contemporain, Muffathalle, EXIT Festival and Vitra Design Museum, among many others.
