Apologies for the inconvenience. ** International workshop/conference Title: Hate speech as political communication; global uses and abuses* Convenors: Dina Matar, Centre for Global Media and Communication & Matti Pohjonen, researcher/research associate CGMC* Venue: Khalili Lecture Theatre, SOAS* Date: 31 May 2018* Time 10:00 to 17:00* Call for papers: The public, and intellectual, mood about new media's promise to bring about positive change globally, has recently turned eerily grim: the wisdom of crowds has been replaced by disinformation and fake news; grassroots activism by populism identified by its use of racist, xenophobic and misogynist hate speech and images in public and media spaces. Indeed, it seems that one of the most urgent debates in our contemporary social and political lives has become the way communication is failing us. As key events around the emergence of the Islamic State/Daesh, the Trump presidency and the resurgence of extreme far-right movements in Europe and the US attest, a new lexicon of online political tactics has emerged researchers are struggling to come with a vocabulary to describe: terrorist recruitment campaigns on social media; coordinated troll attacks aimed at silencing critical voices; Twitter bots manipulating social media popularity rankings; and online ecosystems of fake news influencing elections and eroding the foundations of democracy itself. Yet despite these visible public controversies, there is still little scholarly agreement on how to understand the ill-effects of’ internet’ freedoms and relate them to the much-contested concept of freedom of speech. Much of the academic writing on hate speech remains concerned with cause-and-effect, and, in particular, to tracking how or whether such negative online speech can lead to violence offline. The expanding literature suggests that such online activity can indeed contribute to violence offline, but it remains theoretically unspecified what the differentiated role of “online” activity is, and how this causal or quasi-causal relationship can be determined in the first place. Furthermore, there is little or no attention to different, and perhaps contextual, understandings of the “right to communicate”, often referred to as the blanket term ‘freedom of speech’, nor to what specific media regulations there are in diverse political/cultural contexts. Finally, while much scholarly attention has been accorded to the rise of online hate speech in the Western world particularly in the context of migration and Islamophobia, little attention has been paid to similar phenomena in Asia, Africa and the Middle East where different socio-historical contexts and histories of media practices need to be acknowledged. This workshop seeks to move beyond the relatively safe purview of Western liberal democracies and address how global hate speech debates have also been widely used as a proxy for all other kinds of other purposes by different actors. Indeed, as Gagliardone at al (2015) write "accusations of fomenting hate speech may be traded among political opponents or used by those in power to curb dissent and criticism (2015: 10)." The freedom of speech organisation, Article 19 (2015: 16), similarly cautions against "too readily identifying expressions as "hate speech" ... as its use can also have negative consequences ... and can be abused to justify inappropriate restrictions on the right to freedom of expression, in particular in cases of marginalised or vulnerable communities." These concerns become more urgent to address in Asia, Africa and the Middle East and Africa where real contexts of protracted conflict and displacement, control measures by political elites and would-be political actors, as well as the absence of a consensual approach to understanding what ‘the right to communicate’ means complicate a causal analysis. Given these difficulties in understanding the widespread rise in the hate speech phenomena worldwide, this one-day workshop approaches these important debates about hate speech through a comparative perspective. Drawing on the concept of “extreme speech” (Pohjonen and Udupa 2017) – developed to foreground such culturally-situated contexts behind online hate speech in different parts of the world – the workshop thus focuses on how the discourse of hate speech itself has been used and abused as a distinct form of political communication by different state and non-state actors globally. Foregrounding cultures of communication in the analysis, allows us to focus on the symbiotic relationship between language, culture and politics as well as on diverse practices and particular histories of speech cultures. By using comparative approaches that address when and what form does hate speech take, we hope to complicate the discourse of Internet “risk” increasingly invoked to legitimate online speech restrictions and ask questions about how and under what circumstances do different online actors engage in hate speech, and with what implications, thus widening the focus beyond the West to the rapidly expanding online worlds of the Global South. We are interested in arguments/articles around mediated hate speech in non-Western contexts, including countries in Asia, Africa, Middle East, South America and their diasporas. Topics include but are not limited to: - Hate speech in the context of social, political and ethnic conflict - Hate speech and freedom of expression - Media regulation, law and hate speech - Gendering hate speech - Hate speech as a form of media practice - Vernacular language and hate speech - Hate speech as a form of political violence and/or resistance - The uses and abuses of hate speech as instruments of power and control - Genealogies of online hate cultures - Hate speech and theories of political communication Please send your abstracts (300 words) to Dina Matar at dm27(a)soas.ac.uk by 31st of March, 2018. Call for Papers IEEE Global Communications Conference (GLOBECOM) SAC on Social Networks (December 9 to 13, 2018 in Abu Dhabi) Scope and Motivation: Recently, social network research has advanced rapidly with the prevalence of the online social applications and mobile social communications systems. Online social networks have generated a significant share of the Internet traffic and become a dominant form of social interactions on the Internet. In addition to utilizing a desktop computer to write blogs, upload photos and chat with friends, an explosively increasing number of people are now used to share personal contents to friends on the fly with mobile devices, thanks to the development of broadband wireless networks and location sensing technologies. Facing this trend, researchers are increasingly interested in addressing a wide spectrum of challenges in social networks, such as developing social-aware algorithms for communications systems, identifying the static topological common structures and information/influence flows, analyzing the dynamic social media and evolutions of social graphs, and exploiting location-based and contextual information embedded in mobile social networks to create innovative applications. Dear AIR colleagues, I'd appreciate it if you could spread the word! Call for participation: Algorithmic accountability reporting track at EIJC18 & DataHarvest Conference, Mechelen, Belgium, May 24 to 27 Do you have a great story to share of how you investigated an automated decision making (ADM) system? Are you in the middle of doing research on an ADM and can tell us a little about how it's going? Do you have a great idea for probing an ADM system but can't find collaborators to do it with? We’d love to hear your story! At this year’s European Investigative Journalism Conference (EIJC/DataHarvest), Journalismfund and AlgorithmWatch will host a dedicated algorithmic accountability reporting track. For this track, we are looking for examples of stories and ongoing research in the field of ADM. Yours doesn't have to be the next Machine Bias sensation (although we wouldn't mind, of course) – in fact, it could even be a failure, as long as it's an instructive one. We're interested to hear about all kinds of journalistic investigation into automated systems: be it credit scoring, border control, media curation, health technologies or recruitment systems – or something we ourselves have never even thought of. If it's unclear what we mean by ADM systems, have a look at our manifesto. The EIJC/DataHarvest takes place from May 24 to 27 in Mechelen, Belgium. It is said that authority has vanished in the age of the web, since the spatial relationships that authority depends on are thought to have levelled out: there are no limits or boundaries, no hierarchies or organized structures anymore. Vitali-Rosati claims the opposite to be the case: digital space is well-structured and material and has specific forms of authority. Editorialization is one key process that organizes this space and thus brings into being digital authority. Investigating this process of editorialization, Vitali-Rosati reveals how politics can be reconceived in the digital age. Marcello Vitali-Rosati is Associate Professor in the Department of French Literature at the University of Montreal and holds the Canada Research Chair on Digital Textualities. In his research he develops a philosophical approach to the changes brought by digital technologies. Information and communication technologies (ICTs) have provided the infrastructure for multinational businesses, created new cultural connections irrespective of geographic boundaries and distances, and allowed an increasingly mobile global population to be connected to their friends, families, and cultures no matter where they are. The issues surrounding global, international, and cross cultural issues in Information Systems (IS) attracted much scholarly attention and have been explored under myriad contexts. Our minitrack focuses on the sociotechnical dynamics and the ways in which the Internet affects people, groups, organizations, and societies. We are in particular interested in the impact of global, international, and cross-cultural issues on ICT development, implementation and use across the globe. The African American Digital Humanities (AADHum) initiative at the University of Maryland is excited to announce that we are now accepting proposals for our first national conference: *Intentionally Digital, Intentionally Black. * * What happens to digital humanities inquiry when we begin with Black culture, Black thought, and Black persons at the center of our endeavors? How does this shift challenge and expand both the humanities and the digital? What happens to Black and African American humanities research when we lead with the digital? Interdisciplinary inquiry into both the online practices of black users and humanities research focused on black history and culture using digital tools has expanded in the past decade. * *Too often, this work happens on the margins of established disciplines, boundaries, and paradigms. Rather than arriving at black digital research as an afterthought or a tactic to achieve “diversity”, privileging black theory and black culture in our scholarship can provide alternate paradigms through which to understand the digital and the humanistic. * *The first national conference of the African American Digital Humanities (AADHum) Initiative at the University of Maryland will explore how digital studies and digital humanities-based research, teaching, and community projects can center African American history and culture. Networked (in)justice Information, Communication & Society #AoIR2017 special issue published

Dear colleagues and friends, Alison and I are extremely excited to announce the publication of the #AoIR2017 special issue Information, Communication & Society, which we have titled Networked (in)justice. The issue can be accessed through https://www.tandfonline.com/toc/rics20/21/6. For the last 10 years, Information, Communication & Society has published a special issue including some highlights from the annual Association of Internet Researchers (AoIR) conference. This, the 11th special issue, continues in the tradition of sharing rigorous, interdisciplinary, critical research from the event. #AoIR2017 was themed on ‘Networked Publics’ and took place from 18 to 21 October in Estonia in the Baltic region of Northern Europe. The conference was hosted by the programme chair Andra Siibak, Professor of Media Studies at the University of Tartu, and facilitated by the Institute of Social Studies and the Centre for the Information Society. Held at the Dorpat Convention Center in picturesque downtown Tartu, the conference drew together attendees from a broad range of national, disciplinary, and methodological backgrounds, and we present here a selection of papers reflecting this broadness and diversity of internet research. Three hundred and thirty-eight participants from 29 countries participated in #AoIR2017, and the programme included the presentation of 129 papers, alongside 18 pre-constituted panels, 4 fishbowl sessions, 10 roundtables, an experimental session, 9 pre-conference workshops and a doctoral colloquium. The pre-conferences focused on topics ranging from visual social media research to digital methods to academic freedom to sessions dedicated to the experiences of early career researchers. This special issue is pleased to share the emphasis on the diverging and contradictory consequences of the formation of networked publics. We have chosen to focus in particular on studies of publics that scrutinize how they may exacerbate injustices or work towards social justice. We propose a focus on networked (in)justice drawing attention to: How mainstream scholarly conceptualizations of publics and platforms prioritize some networked publics and marginalize others How networked publics are shaped as an assemblage of hardware, design, algorithms, discourse, bodies, collectives, and affect How networked publics reflect and shape intersecting power relations of geography, gender, race, and sexuality, among others How networked publics are distinctively local, but simultaneously shaped by transnational and global dynamics.
