ICTs and cultural marginalization, homogenization or hybridization Website: www.it.murdoch.edu.au/catac/ ------------------------------------------------------- This biennial CATaC conference series provides a continuously expanding international forum for the presentation and discussion of current research on how diverse cultural attitudes shape the implementation and use of information and communication technologies (ICTs). PROGRAM An exciting program has been arranged, including presenters from Australia, Canada, China, Denmark, Estonia, Finland, Germany, India, Italy, Japan, Nepal, Netherlands, New Zealand, Norway, Philippines, Russia, Singapore, South Africa, Sweden, Taiwan, Thailand, United Arab Emirates, UK and USA. The conference concludes with a workshop the provides initial synthesis and future directions for research and publication. PANEL 1: The Multilingual Internet Panel Chairs: Susan Herring and Brenda Danet This panel focuses on how the Internet impacts language choice and linguistic practices in traditionally non-English speaking cultural contexts. PANEL 2: Utopian Dreams vs. Real-World Conditions: Under what conditions can ICTs really help worse off communities? Panel Chair: Michel Menou This panel focuses on how far ICTs can succeed in supporting culturally-appropriate development, and what appropriate answers to real-world conditions are required in order for our best efforts to realize the liberatory potentials of these technologies not be broken down. You should also take a look at the Saint Mary's University "Liberated Learning" project which is being done in association with IBM and several other universities. Here is a blurb and also a link to their site: LIBERATED LEARNING is a unique application of speech recognition technology as a method for assisting students with disabilities in the university classroom. In LIBERATED LEARNING classrooms, lectures are transcribed in real time using automated speech recognition and projected to the class, enabling students to "see" the lecture. Can every vote be counted? How does technology influence uncertainty in voting and in vote compilation? What technical and operational policies enable the responsible evolution of voting in the information age? In order to answer these questions, you are cordially invited to participate in the upcoming NSF/Harvard Symposium On Voting and Vote Counting. The invitation-only June 1 symposium will address these questions in terms of institutions, governance, and technology. The NSF/Harvard Symposium On Voting and Vote Counting will serve multiple, interrelated purposes. First, that of providing an information exchange among key leaders in the election administration and research communities. Second, setting out (for contemplation and discussion) the major issues involving vote collection and tabulation. Third, eliciting insights that can be disseminated to others and used to understand and improve election systems, both in the U.S. and internationally. America’s lengthy vote-counting controversy demonstrated that voters want to know that their ballots will be cast and counted as they intended, and that there must be an indisputable way to perform a recount from these ballots. Technology, rather than providing a simple panacea for these problems, has introduced a host of new election woes. Technology alone cannot address the problems, as voting technology is embedded in a larger organizational context. The NSF/Harvard Symposium On Voting and Vote Counting will form the basis of a workshop report to be provided to all participants, a set of guideline for the government officials and volunteers who support the act of voting, and a report of open research questions for the academic community.
