Utrecht University offers two full-time positions for Postdoctoral researchers for two years (24 months) in the focus area “Governing the Digital Society” (GDS externe link<https://www.uu.nl/en/research/governing-the-digital-society>). This interdisciplinary focus area fosters the collaboration between the Departments of Media and Culture, Law, Governance, and Information Science. The GDS group promotes research on the social processes of datafication, algorithmisation and platformisation. Our basic research inquiry revolves around the question: How to develop and apply principles of (good) governance in digital societies? Applied research based on this question is also welcomed. Call for Contributions Edited collection: Surveillance/Art: A Creative Address of Surveillance Logics Edited by Susan Cahill, with Julia Chan, Stéfy McKnight, and sava saheli singh Deadline for proposals: May 15, 2022 This edited collection brings together a selection of creative, critical, and scholarly works that speak to each other in their engagement with art and surveillance.We invite artworks, art writing, and scholarly writing that address a range of topics associated with surveillance. Specifically, we are interested in contributions that situate art in relation to the logics, beliefs, and value systems that enable and justify the applications of surveillance as a system and technology of social control (Browne 2012; Maynard 2017). Our definition of surveillance is broad: we think of it as the social, technological, cultural, political, and historical structures that dictate the will and capacity to monitor which people are free to move, settle, and live, and which people are not. We see these structures as working in conjunction with colonial-capitalism, white supremacy, and cis-heteropatriarchy, and are interested in creative works and writing that critically think through these intersections. We situate this collection in relation to broader scholarship that discusses the implications and histories of surveillance in relation to race, gender, class, sexuality, and ability (for instance, works by Browne 2015; Dubrosky and Magnet 2015; Kafer and Grinberg 2019; Khan et al. 2022; Monahan 2017; Saltes 2013). Proposed contributions to this edited collection can engage with any historical periods and geopolitical spaces. Importantly, this collection forefronts art practices as generative and integral participants in historical and contemporary understandings of surveillance. Art and creativity are broad terms, and can refer to a number of mediums and disciplines. For this collection, we focus on mediums of art that would be conventionally associated with visual art galleries and museums: painting, sculpture, drawing, printmaking, film and video, installations, site-specific art, performance, and photography (if you are not sure whether your work fits with our call, please do not hesitate to reach out). With these works, we are interested in contributions that critique surveillance structures, counter-surveil the agents and systems of surveillance, and present them to audiences in ways that denormalize these structures to reveal the often invisible and unquestioned logics that govern them. In this way, we encourage contributions that position art as a creative methodology, a way to think about artistic and critical interventions that trouble, reveal, challenge, and resist surveillance structures and larger understandings of them. Once assembled, the edited collection will be submitted for publication to a scholarly press, which will involve the peer-review process. First Call for Shared Task Participation: Event Causality Identification with Causal News Corpus at CASE @ EMNLP 2022

Dear all, We invite you to participate in the CASE-2022 Shared Task 3: Event Causality Identification with Causal News Corpus. The task is being held as part of the 5th Workshop on Challenges and Applications of Automated Extraction of Socio-political Events from Text (CASE 2022). All participating teams will be able to publish their system description paper in the workshop proceedings published by ACL. Workshop Website: https://emw.ku.edu.tr/case-2022/ Motivation ================================================ Causality is a core cognitive concept and appears in many natural language processing (NLP) works that aim to tackle inference and understanding. We are interested to study event causality in news, and therefore, introduce the Causal News Corpus. The Causal News Corpus consists of 3,559 event sentences, extracted from protest event news, that have been annotated with sequence labels on whether it contains causal relations or not. Subsequently, causal sentences are also annotated with Cause, Effect and Signal spans. Our subtasks work on the Causal News Corpus, and we hope that accurate, automated solutions may be proposed for the detection and extraction of causal events in news. Task Overview ================================================ We focused on two subtasks relevant to Event Causality Identification: - Subtask 1: Causal Event Classification – Does an event sentence contain any cause-effect meaning? - Subtask 2: Cause-Effect-Signal Span Detection – Which consecutive spans correspond to cause, effect or signal per causal sentence? - Subtask 2.1: Cause-Effect Span Detection – This subtask identifies the spans corresponding to cause and effect per sentence. - Subtask 2.2: Signal Span Detection – This subtask identifies the spans corresponding to the signal, or causal connective, per cause and effect relation. Participants may design solutions that work on a single, multiple or all subtasks concurrently. Participants are also allowed to combine Subtask 1 and 2 annotations for either task. However, the target labels of development and test sets should not be introduced during training in their set up in any way (E.g. even for data augmentation). Data Content ================================================ Our work extends a prior socio-political news corpus to annotate if event-containing sentences have causal relations or not. Our data sizes and splits are described as follows: - Subtask 1: Causal Event Classification -- 869 news documents and 3559 English sentences were annotated with labels on whether it contains causal relations or not. The data splits were: 2925 train, 323 development, and 311 test. - Subtask 2: Cause-Effect-Signal Span Detection – Positive causal sentences from Subtask 1 were retained and annotated with Cause-Effect-Signal spans. Of the 1957 examples available, we annotated only 180 sentences, but intend to complete all in the future. We annotated 130 train+dev examples so far. There can be multiple relations per sentence. The data splits were: 130 train and 13 development. We will release more training examples closer to the test period. The test set will include >=50 examples. Their use has the potential to change the way people see the world in the same way other technologies have, like smartphones and the internet. Generating questions that go beyond safety and security issues, their widespread use opens a debate to rethinking the relationship between media and mobility (Hildebrand, 2021), material practice (Howley, 2017), and vertical power (Kaplan, 2018) (just to mention a few). The conference is concerned with the role of drones in society and the way they are contributing to new visual aesthetics. The theme invites interdisciplinary research, reflection and critique on topics including (but not limited to) the following: - People’s perspectives on drones (and their data): surveillance, ethics and privacy issues in domestic and commercial uses - New visual perspectives: the creation of new visual content (drone art and amateur uses) - Drone regulations: potential gaps in regulating domestic and commercial drones, future perspectives - Current uses and future applications: the implementation of drones in society in their various uses - Drones and vertical power: the uses of drones in war zones, activism and humanitarian activities. Proposed formats: - Individually submitted papers (organised into panels by the DiS committee) - Panels (3-4 individual papers) - Roundtable discussions (led by one of the presenters) - Visual posters Abstracts between 300-500 words in Word format must be submitted to e.serafinelli(a)sheffield.ac.uk. You will be notified of the decision by 13th of June 2022. Conference proceedings and selected papers will be published in a section of the forthcoming book Vision and Verticality (Palgrave), edited by Gary Bratchford and Dennis Zuev. Greenwald, Musk & Russia in the 'Censorship' debate

Dear Friends and Colleagues, I am writing to share my latest article published by Brookings TechTank, which is on the Kremlin's ongoing war in Ukraine. My article, "How Russia benefits from ill-informed social media policies" <https://www.brookings.edu/blog/techtank/2022/04/28/how-russia-benefits-from…> responds to Glenn Greenwald's recent claims that Russian perspectives are 'censored' in a social media information war that operates only in one direction. The arguments of Kremlin defenders like Greenwald not only distort what is really going on with the platforms, but seek to misleadingly portray an imperialist aggressor with zero tolerance of dissent as a suppressed voice. Please read and share, I critique the social media companies policies which, contrary to Greenwald's claims are actually inadvertently advancing the Kremlin's framing. The issue is especially important as new Twitter owner Elon Musk argues Russian propaganda should be protected 'free speech' - we will see policies change on the platform and it raises questions of just what might be allowed? Falsehoods about war crimes? Trust is declining because of ill-informed responses and a failure of most research and policy to centralize the actors involved in influence operations, research on this is an area in which I specialize. Rising public distrust is unfortunately not helped by the launch today of US Department of Homeland Security's latest effort - a 'Disinformation Governance Board' which prompted an array of paranoid push-back and sent 'Ministry of Truth' trending on Twitter. Whether or not the paranoia is justified, the US has hinged its efforts to respond to 'falsehood' on the weak conceptual framework of 'MDM' <https://www.cisa.gov/mdm>. This risks conflating misinformation with intentional influence operations in ways that are unhelpful for restoring trust and may raise genuine speech concerns. It also fails to understand and miscommunicates the problem of deliberate influence operations. I would argue the many missteps we are seeing are actually advantaging the Kremlin and result from failing to form nuanced responses based on an understanding of differences between different actors.
