Dear Colleagues, IFIP’s Working Group 9.7 is pleased to announce two updates: we have formed our Program Committee and Springer-Nature has accepted our proposal to publish a proceedings volume of selected, edited papers. Although the CoVID-19 coronavirus travel restrictions are daunting, our plan is to meet at the South China University of Technology (SCUT) in Guangzhou, China, from 4 to 8 December 2020 unless further developments require an adjustment. Our biannual meeting will be dedicated to the histories of computing in Asia. As previously announced, the Program Committee is willing to review extended abstracts from anyone who wishes feedback before submitting a draft paper. The Program Committee now welcomes the submission of extended abstracts from those researchers who would like comments on their projects before submitting a full paper. THEMES The theme of conference will be histories of computing in Asia, with a particular emphasis on contextualizing China’s success in computing. The program committee will consider any paper in line with this theme, but we are particularly interested in topics such as: China, Asia, and Beyond. The rapid rise of Chinese computing: electronic computing and the three phases of Chinese manufacturing: introduction, digestion, re-innovation computing innovations by Chinese professionals, both within the PRC and by overseas Chinese in other countries antecedents to business models like the sharing economy, e-payments, and online shopping that led to success for Alibaba, Tencent, and others computing in the Asian republics of the former USSR (such as Kazakhstan) Internationalism. Frameworks that foster multinational cooperation and innovation: computing on the silk road, and along the modern belt and road standards, protocols, and diplomacy machine translation, global English, and language plurality Science and Technology Studies. History and philosophy of technology, from east to west: theoretical and ideological responses to computing case studies of equitable technological development insights from feminist, masculinity, and gender studies linguistic analysis in the history of computing, computing’s contributions to linguistics Pedagogy. Teaching the history of computing in or about Asia to: engineering students business, humanities, and social science students high school students employees or the general public Public History and Imagination. Remembering and presenting histories of computing: images of computing in literature, film, and television computing in/with/for the arts and humanities preserving and presenting the history of computing inside and outside of Asia REVIEW PROCESS Academic and amateur historians, computing and informatics professionals, archivists, and museum curators are welcome to submit papers for this workshop. Following our typical practice, we will ask for full papers for anonymous peer review by our Program Committee. Accepted papers must be revised according to the comments of the peer reviewers. In order to provide for a lively discussion at the workshop, we will distribute draft papers to participants in advance. After the workshop, authors will have the chance to incorporate feedback from the audience before preparing their final versions. These will be considered for inclusion in the volume of edited, selected papers, which will be published by Springer-Nature in the IFIP Advances in Information and Communication Technology series. The official language of the workshop and the printed proceedings is English. CFP: Global Media and China Special Issue: Surveillance Capitalism

Call for Papers - Abstracts due 31st May 2020 Surveillance Capitalism - Special Issue of Global Media and China Guest Editor: Professor John Ellis, Royal Holloway University of London Recent issues of Global Media and China have explored the specifically Chinese characteristics of internet services, involving a particular constellation of companies and services that is distinct from those developed in the USA. How do the particular affordances of the dominant Chinese internet services differ from those of Google, Amazon, Facebook and PayPal? The combination of financial information of personal data that WeChat now has is very different from that held by any Western corporation, where payment systems are separated from social networking systems. Indeed, Facebook’s recent attempt to launch a payment system similar to that of WeChat seems to have failed for a variety of reasons, including its potential to destabilise the Western banking system. It is now time for comparative studies and the development of an overview of the different constellations that have developed. Debates in the West are developing around the nature of the privatisation of online services in the age of big data and the intent of things. Two events have accelerated this debate. The first is the growing concern around the misuse of data about individuals and its potential for influencing behaviour, evidenced by the rise of ‘fake news’ in social media and the scandal round Facebook and Cambridge Analytica. Data on specific individuals who might be susceptible to influence was, in this case, used to target them with specific Facebook advertising messages in an attempt to influence their voting behaviour in both the Brexit referendum and the election of President Trump. The second event is the publication of Shoshana Zuboff’s The Age of Surveillance Capitalism. Zuboff provides a powerful, Marxist influenced, critique of the behaviour of internet giants of the USA, and their repurposing of the web from its initial idealistic public service direction. Zuboff’s critique is directed towards the huge scale of the internet corporations and their denial of any public responsibility for their actions. She discusses the rights and responsibilities of these giant private corporations in dealing with user data. They sell this predictive data to companies who “want to know the maximum they can extract from us in an exchange. They want to know how we behave in order to know how best to intervene in our behaviour”. Zuboff’s critique is a powerful one, but she scarcely mentions China at all. Given that China’s internet giants are also private corporations devoted to the pursuit of profit, can it be said that China is developing a different model to the Surveillance Capitalism identified by Zuboff, or is it broadly similar? Indeed, is Zuboff’s model applicable to the Chinese situation at all? This call for papers for a special issue of Global Media and China invites both specific case studies and more general overview articles in order to open a debate about the specifics of the different ways in which Western and Chinese enterprises have implemented the affordances of the internet and digital information management. The proposal engagements with hindsight, foresight, and insight are evocative and inspiring. UTD's Fall schedule became available this week and we were surprised to find that we have more space than we anticipated for the conference. So we are excited to announce that we are able to expand our space and accept more sessions than anticipated. To that end, we can offer a final deadline extension of March 21 for anyone still thinking about joining us for our collective imaginings of new futures. We are working on sponsorships and grant funding to support travel for presenters who are graduate students, contingent faculty, and others without travel funds, including scholars and artists from state institutions in California whose are prohibited from using funds for travel to TX. The DC provides an opportunity for doctoral students to explore and develop their research interests under the guidance of distinguished researchers from the field. Doctoral students are invited to apply to present their research to experienced scholars who will provide constructive feedback and advice. Students are expected to document in a brief submission their doctoral research (see below described submission information for further details), which will be evaluated by the consortium committee. Good quality applications will be selected for presentation at a Doctoral Consortium Session as part of the conference. Promising, but less well- developed applications will be selected for presentation at a poster session. Each student with an accepted submission will be assigned a mentor who will provide feedback on the student’s work and will discuss the doctoral research with the student and the audience at the consortium. SUBMISSION AND REVIEW PROCESS ============================ To apply for the ACM UMAP 2020 doctoral consortium, students should submit a paper presenting their doctoral research organized under the following headings: - Research Problem. The problem being addressed and a motivation outlining the relevance of the problem; - Related Work. Work already performed by other researchers related to this problem. This should situate your work, showing your knowledge of the relevant previous work and how your work will make a new contribution; - Research Questions and Proposed Approach. The main questions the PhD project aims to answer, contributions it aims to achieve, and the thesis methodology; - Progress to Date and Future Work. The progress made to date (including a clear description of the approach, methodology and preliminary results) as well as the plan for further research. Topics include (but are not limited to) the ACM UMAP 2020 key areas. Each DC submission should cover: identification of related (state of the art) work, indication of the potential innovation, application or advancement of the state-of-the-art that the work intends to achieve. In addition, as appropriate for the PhD project, each submission may cover: indication of data to be used for experimentation, indication of implementation approach, indication of evaluation criteria and experimental design. Each DC paper submission should be accompanied by a cover page that states: the paper title, name of the PhD candidate, the name of his/her supervisor(s) and University, a paragraph describing the stage they are in the PhD programme, together with a brief description of their background. This will enable the committee to adapt its assistance to each student. Book Announcement: Monitoring Laws - Profiling and Identity in the World State

I’m excited to announce the release of my book: Monitoring Laws – Profiling and Identity in the World State<https://www.cambridge.org/core/books/monitoring-laws/AF31AEEF04C8A322C965DE…>, out with Cambridge University Press. The book explores the continuing tensions between legal regimes that establish the individual as definer of their own selfhood such as privacy and data protection, and profiling techniques, systems, and practices that interpret people in increasingly statistical terms – not as individuals but rather as patterns of behavior. Using police photography, dossiers, data analytics, and computer vision as case studies, it asks whether the liberal humanist mode of regulating is effective, and argues for new legal relationships and identities to connect individuals to their informational worlds. “Our world and the people within it are increasingly interpreted and classified by automated systems. At the same time, automated classifications influence what happens in the physical world. These entanglements change what it means to interact with governance, and shift what elements of our identity are knowable and meaningful. In this cyber-physical world, or 'world state', what is the role for law? Specifically, how should law address the claim that computational systems know us better than we know ourselves? Monitoring Laws traces the history of government profiling from the invention of photography through to emerging applications of computer vision for personality and behavioral analysis. It asks what dimensions of profiling have provoked legal intervention in the past, and what is different about contemporary profiling that requires updating our legal tools.
