I’m very happy to announce the publication of my new book from NYU Press, *The Digital City: Media and the Social Production of Urban Place* https://nyupress.org/9781479882199/the-digital-city/ *The Digital City* focuses on the interface of people, urban place, and the role that digital media plays in place-making endeavors. Critics have understood digital media as forces that alienate and disembed users from space and place. This book argues that the exact opposite processes are observable: that many different actors are consciously and habitually using digital technologies to re-embed themselves within urban space. Five case studies from global and mid-sized cities around the world illustrate the concept of “re-placeing” by showing how different populations employ urban broadband networks, social and locative media platforms, digital navigation practices, smart cities, and creative placemaking initiatives to re-produce abstract urban spaces as inhabited places with deep meanings and emotional attachments. Through clear and accessible language and timely narratives of everyday urban life, Halegoua argues that a sense of place is integral to understanding contemporary relationships with digital media while highlighting our own awareness of the places where we find ourselves and where our technologies find and place us. This book expands practical and theoretical understandings of how urban planners envision and plan connected cities, the role of urban communities in shaping and interpreting digital architectures, and the tales of the city produced through mobile and web-based platforms. Digital connectivity is reshaping the city as well as the ways we navigate through it and belong within it. Online information and communication have never seemed easier and more accessible to everyone, thanks to the mediation of social networks, search engines, and other kinds of platforms and technologies. With such capabilities “to seek, receive and impart information and ideas through any media and regardless of frontiers”, freedom of speech and freedom of the press should have grown to such an extent that some of the utopian visions of full participatory democracy would have appeared to be within our reach. At the very least, some of the long-standing informational imbalances concerning information flow globally, diversity of content and authors, and the accessibility of accurate information would have been taken as a given framework against which societies would have been called to solve problems and to look after citizens’ well-being. Paradoxically, the levels of freedom and freedom of expression, as captured in global measuring instruments by a variety of institutions and organisations, do not show the expected or desired advancement. Rather there is evidence that freedom in societies and freedom of the press deteriorate. Ambitious goals of freedom to express one’s own identity and opinion at the global public sphere on an equal basis and free from fear of retaliation or misuse evaporate for many, such as those subjected to hate speech, those persecuted by autocratic authorities and the great majority of citizens whose personal data become de facto ownership of private companies. Misinformation, spread not only by politically extreme groups but also by “normal”, mainstream parties in the (desperate or calculated) attempt to influence voters, can undermine the quality and freedom of global debate. Information conflict thus becomes even more an object of state rivalry and diplomacy, but also the tool for the erosion of citizenship as the utmost form of participation in the commons. These phenomena are coupled with the fact that even values once considered unquestionable, such as the value of independent journalism, the value of human rights such as privacy and dignity, are being challenged. The technological capabilities allowed the world over to express and share information and opinions, to connect and form alliances. However, they have also enabled the spread of misinformation, have been undermining the human right to privacy on digital communication channels, subjected vulnerable groups to more vulnerability, and provided for economic models putting at stake the fundamental pillars of democracy. Within this context, policies governing the fate of users’ data, citizens’ freedoms and the integrity of content have fallen short of helping pave the path to the desired communication environment. Regulatory responses capturing communication and information have oscillated between forms of a ‘knee-jerk’ reaction to resist any attempt to provide for the normative standards of content and a tendency to securitise communication as a matter of national security. Importantly, critics argue that even where governance has allowed for more democratic processes in raising concerns and suggesting solutions, the gaps in connecting the dots are glaring. If governance refers to the role of ideas and principles, the role of actors and the processes of negotiation and solution, it is urgent to return, on the one hand, to the basic and fundamental rights questions and take stock of the achievements of hitherto frameworks. On the other hand, it seems crucial to interrogate what futures exactly are current policy frameworks shaping, especially in relation to a politics of care for young citizens and hence the future generations? After having addressed global internet governance as a diplomacy issue at its first edition held in Paris in 2017, how to overcome inequalities in internet governance at the second edition held in Cardiff in 2018, and the role of Europe in the global governance of the internet at its third edition held in Salerno in 2019, this year’s GIG-ARTS conference turns its attention to the governance of online information, to address the relation of citizens to the quality of content online as an often neglected area of regulation and governance of the internet. In that respect, the conference continues the conversation on internet governance turning its attention from institutions and structural factors to the role of content and misinformation as an object of governance, and to internet users as forces of change. GIG-ARTS is inviting you to this conversation to help shape the debate of what kinds of futures might be desirable and envisioned in the process of internet governance, who and which actors might be most suitable to help shape such governance goals and under which conditions might these be achieved. Over the past decades, STS research has outlined the ways in which science and society are co-produced through public communication activities and catalysed a shift towards dialogue and engagement in science communication practice. More recently, issues of representation, exclusion, and contestation have risen to the fore in discussions of science in public, as well as concerns about public (dis)trust in expertise, the dizzying impacts of social media, and debates about science's role in political activism and resistance. This open panel invites paper proposals that analyse such ways that science is represented, transformed, contested or negotiated in public venues. Papers may explore, for instance, citizen science; science and technology-related activism; science in social media; science in museums; deliberative experiments; popular science writing; science blogging; sciart activities; news media; or science comedy - as well as the myriad other sites and mechanisms by which science is done in public. We invite critical analysis of these sites and mechanisms. For example, papers might analyse the constitution of publics and knowledges within particular science communication activities; discuss affective or temporal regimes of public engagement with science; or give accounts of experimental practice that show how STS might contribute to doing science in public in just, generous, and collaborative ways. In particular, any analysis that showcases the significance and agency of STS in examining diverse public engagements with science is welcomed. Annual Digital Culture Conference / King's College London - Friday 15th May 2020 Meme has become a by-word of contemporary digital culture. This term has been used to described simplified contents such as captioned macro pictures, short-videos, recurring phrases and all sorts of internet fads that we find on social media. With their penchant for humour and sarcasm, their remixability, irony and recursivity, memes are an interesting object of study because they seem to embody much of what is unique about digital culture vis-a-vis pre-digital cultures. Furthermore, they have become the privileged means through which all sorts of new online contents travel, from extremist propaganda, to social and political issue formation, to celebrity fandom and trolling. What does the prominence of internet memes tell us about our society at a time of profound crises of capitalism? What do some of memes' recurring characters such as the Wojaks, Virgin vs. Chad and all sorts of variations on Spongebob and BoJack Horseman, tell us about the emerging fears and preoccupations of our society? Are memes simply a neutral medium that can fit any content, or do they carry their own bias and specificities? And if so what is the dominant cultural spirit of memes? Are they the reflection of an hyper-reflective society that cannot take itself seriously and which is caught into self-introspection and presentism? Or do they offer hope of constructive self-criticism and potentials for social and political imagination? Building on emerging research, this conference will explore the broader societal implications of memes and meme culture, and what they can tell us about digital cultures, politics and societies in the contemporary moment. Our conference will explore the role of memes in our society, exploring a number of themes and perspectives, including but not limited to: * memes linguistics – namely the grammar, tropes and rhetorics inherent to memes; * meme characters – namely the meaning of some recurring meme figures such as the Wojaks and what kind of content they convey; * memers – the nature, identity and work of people producing memes; * the forms and formats of memes – including the rise of meme formats (including through tools such as “Make a Meme”, “Meme Generator”) and how video, text and all sorts of cultural contents besides captioned images are becoming “meme-like”; * “memospheres” – including methods and approaches for large-scale studies of online memes, as well as emerging archives, repositories and memory practices for documenting meme culture (e.g. “Know Your Meme”) * memes as “networked content” and “platformised content” – and how memes as an emerging form of cultural production shape and are shaped by the logics, economics, temporalities, grammars and vernaculars of social media platforms, chat apps, the web and other online spaces * The art of memes - are memes an art form? what do the politics of memetic aesthetics tell us about memetic culture and politics? Dear List, The 2020 ANU RSSS Data Sprint will be held 18-21 February, with the topic "Incivility on Social Media". We will focus on approaches for conceptualising incivility in online discussions (relating to, for example, politics), and the use of computational data and methods to analyse its existence and impact. Data Sprints are inspired by hackathons organised by the open source community, and are workshops in which participants from diverse backgrounds meet physically and collaborate intensively on a pre-determined subject and dataset. The Data Sprint has the following format: - Tuesday 18th & Wednesday 19th: Master classes on the collection and analysis of social network and text data from social media (with primary focus on the R statistical software) - Thursday 20th and Friday 21st: Data Sprint We are inviting participation from PhD students and ECRs. We are preparing for TPRC48, which will take place September 25-26, 2020. In partnership with The Internet Governance Lab at American University, we are also working on a new pre-conference that will take place on September 24, 2020 from 10:00 am – 4:00 pm. More details to come on this inaugural opportunity. As you read my note, the TPRC48 Call for Proposals is now open and as a cross-disciplinary conference, we encourage submissions from a variety of disciplines interested in advancing scholarship in the communications and related fields. Your submissions can be papers, posters or panel ideas. We are once again partnering with the Benton Institute for Broadband and Society for the fourth annual Charles Benton Early Career Scholar Award, recognizing scholarship in the area of digital inclusion and broadband adoption. If you have more questions, we have scheduled a special informational call with our program committee chair to answer any and all questions about this year’s Call for Proposals in early February. These are the things that you need to know as you navigate your planning for submissions to TPRC48. However, there’s something else that I want to share. We value your participation. What makes TPRC one of the premier international research conferences is the dialogue that participants have around selected presentations, as well as the networking opportunities between students, academics and policymakers. Being at TPRC offers a rich experience by fostering reconnections, new introductions and healthy debates over the issues affecting the future of our society. Loren Brandt and Thomas G. Rawski, eds. Cambridge, 2018 This book offers a richly detailed account of China's innovation efforts. State Grid leads the world in high-voltage power transmission, while domestic semiconductors lag behind the international frontier. Electricity and telecom providers record impressive technical advances, but overinvestment and inefficient operation contribute to high costs and prices. A chapter by Irene S. Wu puts the current state of China's telecom and electricity regulation into global context. The book's other granular studies look beyond specific technologies to incorporate the policy matrix, regulatory structures and global developments into the appraisal of China's innovation achievements.
