Research Funding Available - Data Collection on Consolidation

Consolidation is the action or process of combining things into a single whole. In 2019 we released our annual Global Internet Report. In it, we uncovered that consolidation is changing the Internet as we once knew it. But how? The report left us with more questions than answers. That’s where we need your help. We are inviting anyone interested in uncovering data related to the issue of consolidation and how it is impacting the Internet. Our goal is to create a repository of data for anyone to use published under a Creative Commons license (CC BY 4.0 <https://creativecommons.org/licenses/by/4.0/>). Topics we need data for include but are not limited to: - Economic and technical dependencies, including those that might cause a favoured status that constrain the Internet’s natural evolution. - Impact of consolidation on “digital divides” and network developments in developing economies. - The extent to which consolidation is a result of particular characteristics of the service involved. - New Internet traffic patterns and network practices as a result of consolidation. - The impact of consolidation on the development of new protocols, standards, or practices. - Technical drivers for large-scale operations and consolidation. - Regulatory consideration, whether from the perspective of consumer protection, competition, or administrative law. - Impact of consolidation on innovation and/or cybersecurity - Consideration of how emerging technologies (e.g. 5G) may impact consolidation and fiber access networks. Hi folks, Anyone can recommend readings helping in conceptualising algorithms as "old" infrastructures or "living" archives. I am studying more particularly large-scale decision-making systems that relies on "old" infrastructures of the state. Ex: algorithms used to calculate taxes, the work mobility of civil servants, allocation of students into schools, etc. I am interested about two things : - while algorithms are sometimes defined as innovative and somehow "new" they actually relies on "old" infrastructures. (the temporality of infrastructures) - the infrastructural capacity of the state and the way it maintain an opacity on these systems. (the attractiveness and dangers of algorithmic transparency) Any recommendation from infrastructure studies ? critical algorithm studies ? sociology/anthropology of the state and civil services ? Proposals accepted through June 10th. *Call for Presentation Proposals* *Politics and Computational Social Science (PaCSS) Conference, Wednesday August 28 @ Georgetown University* The data and methodologies available to social scientists have exploded with the emergence of vast archives of passive data collection, large scale online experimentation, and innovative uses of simulation. These data are of a larger magnitude and methods are of a greater computational complexity than approaches that have dominated the study of politics for the last 50 years. This offers the potential for rich insights into society at scale, while simultaneously introducing new ethical and infrastructural challenges. In parallel, the information and communication technologies that have driven these changes are also driving changes in politics, around the world, that require study. In order to understand the political world, it is increasingly important to gain access to the political communication and behavior occurring online. This preconference gathering will offer a forum for political science research in this emerging space. Example relevant topics/approaches include: analysis of social media; text analysis; use of finely granular geographic data; large scale online experimentation. Scholars from all subfields of political science are welcome, as are researchers in other relevant disciplines, such as computer science, sociology, and physics. The meeting will take place 9am-5pm on Wednesday, August 28th at Georgetown University. Everyone who wishes to attend should apply. We welcome applications to present, discuss or simply participate. We recognize that strength comes through diversity, and actively seek, welcome, and encourage people with diverse backgrounds, experiences, and identities to apply and attend. This will be a one day conference with a keynote by Sandra González-Bailón of the University of Pennsylvania. I have been in conversations with the Knight First Amendment Institute at Columbia University. The Knight Institute has urged FB to create a safe harbor for researchers and journalists to conduct unfettered research of public content in the public interest.
