Call For Chapters: “The Internet and the 2020 Campaign” (Edited by Jody C. Baumgartner & Terri L. Towner). Under contract with Lexington Books. Deadlines: Chapter proposals due July 1, 2019 (less than 500 words). Chapter manuscripts due by January 1, 2021 (8,000 to 10,000 words). A completed book manuscript delivered by April 1, 2021. I invite you to submit a proposal for a chapter in the forthcoming “The Internet and the 2020 Campaign.” Chapters in the book, which follows a similar volume published in 2017 about the previous presidential election, will look at various aspects of the online campaign. While much of the focus will be on the presidential race, proposals focusing on congressional, state and local elections are encouraged and welcome. “The Internet and the 2020 Campaign” will explore the continued evolution of the Internet’s role in presidential campaigns. Although many developments surrounding the Internet campaign are now considered to be standard fare, there will no doubt be a number of new developments in 2020. Topics could include, but are not limited to: *How candidates, political campaign organizations, issue advocacy groups, and other political networks use the Internet and social media platforms in their campaign efforts; *How the Internet and online mediums are employed to disseminate political news and information; *The intersection between the Internet and mainstream media in political news-making; *How social media and Internet use influence political engagement and participation; *How campaigns are employing social media companies, such as Facebook, Twitter, YouTube, Instagram, Pinterest, SnapChat, and Reddit to gather consumer data, micro-target, and communicate with potential voters; *How online outlets spread misinformation or “fake news” to the public and how misinformation may influence what citizens know about the candidates and campaign. new dataset using google's ai to annotate a week of tv news from the internet archive

For those interested in deep learning video annotation, we worked with the Internet Archive to analyze a week of television news from CNN, MSNBC and Fox News, along with the morning and evening broadcasts of ABC, CBS, NBC and PBS and analyze them using Google's Video AI, Vision AI, Speech-to-Text and Natural Language APIs. The week we chose includes both the Notre Dame fire and the Mueller report release, capturing how major international and national stories are covered. While the video and transcript files themselves are not available, all 614GB of deep learning annotation files are available for download, cataloging the visual and spoken narratives and including the equivalent of a reverse Google Images search for each 1fps frame. We're particularly interested in how this dataset might jumpstart thinking around multimodal efforts to combat misinformation/disinformation/etc around connecting the television and online worlds. The inaugural issue of the journal is now online at https://techreg.org and the journal is also open for submissions. --- Technology and Regulation (TechReg) An interdisciplinary journal of law, technology and society Technology and Regulation (TechReg) is an international journal of law, technology and society, with an interdisciplinary identity. The inaugural issue of the journal is now online at https://techreg.org/. TechReg provides an online platform for disseminating original research on the legal and regulatory challenges posed by existing and emerging technologies (and their applications) including, but by no means limited to, the Internet and digital technology, artificial intelligence and machine learning, robotics, neurotechnology, nanotechnology, biotechnology, energy and climate change technology, and health and food technology. We conceive of regulation broadly to encompass ways of dealing with, ordering and understanding technologies and their consequences, such as through legal regulation, competition, social norms and standards, and technology design (or in Lessig’s terms: law, market, norms and architecture). We aim to address critical and sometimes controversial questions such as: * How do new technologies shape society both positively and negatively? * Should technology development be steered towards societal goals, and if so, which goals and how? * What are the benefits and dangers of regulating human behavior through technology? * What is the most appropriate response to technological innovation, in general or in particular cases? It is in this sense that TechReg is intrinsically interdisciplinary: we believe that legal and regulatory debates on technology are inextricable from societal, political and economic concerns, and that therefore technology regulation requires a multidisciplinary, integrated approach. Through a combination of monodisciplinary, multidisciplinary and interdisciplinary articles, the journal aims to contribute to an integrated vision of law, technology and society. Both professional and amateur cultural producers are testing the waters for the employment of artificial intelligence in new and innovative contexts. The world of music, design, art, filmmaking and literature have all respectively been introduced to the notion of non-human creativity. Simultaneously, computational processes are also increasingly driving cultural consumption and artificial intelligence is used to target and incite audiences to consume individually-tailored cultural products and messages. Technologies that incorporate artificial intelligence are becoming part of everyday life and mainstream culture and are used to automate and optimize aspects of people’s day-to-day existence. Robots and artificial intelligences walk among us and talk to us at home, at work and in public spaces, something which also inspires an increasing cultural engagement with AI in the form of aesthetic remediations, artistic imaginaries and creative fantasies. These and related developments make it increasingly urgent to ask what the consequences of artificial intelligence are for culture, but also how we are engaging with AI through cultural practices. AI has emerged as a cultural technique that poses new questions on how the machinic relates to the human and vica versa: How is culture intermingling with computational processes? How is cultural work and production, cultural consumption and the experience of culture, being affected by artificial intelligence? Please share this information widely! *Call for Extended Abstracts* *Comparative Approaches to Disinformation: * *Workshop at Harvard University & Special Journal Issues* >From misleading news stories around the 2018 Brazil elections to a lynching linked to false social media messages in India in 2019, the deluge of digital disinformation is affecting communications in many countries around the world. The situation is particularly concerning in emerging democracies, where availability and affordability of digital communication technologies have facilitated production and distribution of false or misleading digital content among populations with low levels of media and digital literacy. At the same time, we are witnessing false narratives spreading across countries and across platforms often orchestrated by networks of operatives coordinating attacks internationally. While several academic workshops have been organized on the topic of disinformation, little attention has been paid to the examination of disinformation from comparative and international perspectives. The Workshop on Disinformation to be held at Harvard University in Cambridge, MA on October 4, 2019 will feature scholars from around the world discussing their research on the prevalence, impact, and diffusion of disinformation. We invite submissions that make new theoretical or empirical contributions to existing bodies of knowledge in this area. A submission could focus on one country or offer comparative perspectives involving multiple countries. It could also examine other areas of research such as cross-platform analysis and recommendation systems. We welcome different theoretical frameworks and methodological approaches, and encourage interdisciplinary approaches. Potential topics may include, but are not limited to, the following: - What existing or new theoretical frameworks or methodological approaches might help us better analyze evolving information ecosystems increasingly affected by disinformation and misinformation? - How can we empirically identify and track disinformation or measure effects of disinformation campaigns? - What are the key cultural, political, social, or technological characteristics contributing to the generation and spread of disinformation/misinformation? - What are similarities and differences between countries in terms of the production (media manipulation tactics), spread, and impact of disinformation? - What are major challenges in developing countermeasures (e.g., content moderation and freedom of speech)? Those interested in participating in the workshop should submit an extended abstract (between 1,000 and 1,500 words) with brief biographical notes to disinfoworkshop2019(a)cyber.harvard.edu by *May 31, 2019*. Authors will be notified of acceptance of their papers to the workshop by July 1, 2019. While this situation has improved, a better integration between ICT4D and non-ICT4D models is still necessary in order to better grasp the socio-technical processes ICTs activate at the individual and community level, and beyond. In particular, this special issue will address three main issues connected with CI and ICT4D projects: 1) There is a dearth of middle-range theorization capable of providing broader interpretative frameworks for ICT4D (Sarrica et al., 2017). Indeed, cross-fertilization is needed between CI, ICT4D, and broader theories on ICTs, in order to generate stronger interpretative frameworks. Moreover, theoretical models and method developed in the ‘global north’ and for a ‘general user’ could be refined by their application to marginalised communities and in a variety of cultural contexts. 2) CI and ICT4D projects typically consider “lived-in and situated communities not as passive recipients of technological opportunities, but as actors engaged in the comprehension and ‘doing’ of community problem solving directed to social progress” (Stillman and Linger, 2009, p. 256). However, the role of power in all the different phases of projects often remains in the background. 3) CI and ICT4D projects typically involve a range of researchers and participants reflecting different cultures, theoretical backgrounds and levels of training. These projects depend for their success on the ability to bridge differences. However, the harmonization between theoretical backgrounds, methodologies and practical constrains have heretofore proved problematic. An emic approach to culture characterizes the three critical points outlined above and is at the base of the special issue. Its aim is to foster a thorough reflection of the importance of localized or context-specific issues in the design of research and intervention, with the purpose of improving the effectiveness and sustainability of community informatics and ICT4D projects. Following these suggestions, aim of the special issue is to collect and put into dialogue theoretical, methodological, critical and applied contributions dealing with the variety of ICT uses in community development. Potential topics include the following (contributions that cross several sections are encouraged): 1st Section – Theoretical advancement Papers in this stream will focus on advancing theoretical models in CI & ICT4D. We expect papers which show how CI & ICT4D can challenge current models and further theoretical development in communication research. Issues relevant to this stream include: power in theory and implementation of ICT-based projects (e.g. critical approaches; power and CI projects); long term sustainability of projects (e.g. community ownership); impact, engagement and participation (e.g. engaging policy makers; top-down and bottom-up transformations); challenging power (e.g. advocacy; citizen journalism; social movement). 2nd Section – Methods and Epistemologies Papers in this stream will focus on methodological choices in CI and ICT4D projects, including: methodological issues in ICT4D (e.g. entering the field; reliability and replication problems); innovative and cross-disciplinary methods (e.g. mixed methods approaches; use of social media; cross-disciplinary methodological insights); participation and co-design (e.g. lessons learned from participatory intervention; co-design and user’s experience); cultural diversity and intersectionality. 3rd Section – Lessons from the field Papers in this stream will present evidences from particular cases (e.g. case studies, research-interventions, international cooperation initiatives); examples of community intervention (e.g. working with rural, marginalized and vulnerable communities); group processes and cultural aspects (e.g. ICTs and myths; cultural specificities).
