The edited volume explores the governance challenges of cybersecurity through a series of detailed case studies. The volume seeks contributions that examine different governance approaches—the market, public-private cooperation, purely public interventions—in order to highlight the various successes, failures, and broader implications of these approaches. The cases should draw attention to the ways in which security interventions and governance become entangled with other sets of competing interests—such as privacy, freedom of expression, innovation, and efficiency—in order to highlight the ways in which cybersecurity is both a technical and non-technical challenges. The text is open to contributions from practitioners and academics (including social scientists, legal scholars, and computer scientists). About the editors: Dr. Ryan Ellis is an Assistant Professor of Communication Studies at Northeastern. Ryan’s research and teaching focuses on topics related to communication law and policy, infrastructure politics, and cybersecurity. Prior to joining the Department, Ryan held fellowships at the Harvard Kennedy School’s Belfer Center for Science and International Affairs and at Stanford University’s Center for International Security and Cooperation (CISAC). Vivek Mohan is Privacy Counsel at Apple Inc., where he is responsible for privacy and security issues associated with Apple's products, services, and corporate infrastructure. Vivek joined Apple from the Privacy, Data Security, and Information Law group at Sidley Austin LLP, where he counseled clients in the technology, telecommunications, healthcare, and financial services sectors. Vivek is the co-editor and author of the PLI treatise "Cybersecurity: A Practical Guide to the Law of Cyber Risk," published in September 2015. Vivek has worked as an attorney at Microsoft, at the Internet Bureau of the New York State Attorney General (under a special appointment), and at General Electric's corporate headquarters (on secondment). Deadline for submissions: February 24, 2017 Call for Papers for Philosophy and Technology’s special issue on Ethics of Biomedical Data Analytics GUEST EDITOR Brent Mittelstadt, Oxford Internet Institute, University of Oxford INTRODUCTION In biomedical research, the analysis of large datasets (Big Data) has become a major driver of innovation and success. Data analytics provides huge opportunities to improve private and public life, especially in the health sector (biomedical data analytics, henceforth BDA). Machine learning and algorithmic categorisation can increasingly make sense of the seemingly endless data emerging from sensors, wearable devices, clinical observations, clinical trials, social and online platforms which provide insight into the behaviours and physiology of individuals. BDA is expected to provide new ways of understanding health and well-being at the level of the individual and society, for example by predicting behaviours, monitoring diseases and outbreaks, and providing risk stratification for individual patients. Epidemiology, infectious disease research, and genomics and genetics are already deeply affected. Such a potentially highly positive impact is coupled to significant ethical challenges. The extensive use of increasingly more data (Big Data), the growing reliance on algorithms to analyse them and to reach decisions (machine learning), as well as the gradual reduction of human oversight over many automatic processes pose pressing issues of fairness, responsibility, and respect of human rights. These issues can be addressed successfully. However, if they are overlooked, underestimated or left unresolved, they risk hindering the innovation and the progress that BDA can bring to society at large and to future generations. Furthermore, as recent events involving the NHS care.data programme show, BDA projects may face a double bottleneck: ethical mistakes or misunderstandings may lead to social rejection and/or distorted legislation and policies, which in turn may cripple the acceptance and advancement of data science. Clearly, ethical analysis should be incorporated at all stages of any BDA project and since the beginning, in order to understand impact, anticipate risks of unethical consequences, suggest early interventions to avoid or mitigate them, foster resilience, reinforce ethical goals and outcomes, and ensure that ethical best practices are developed, implemented, and appreciated. To contribute to this critical step, this special issue of Philosophy and Technology aims to map new, under-researched but important issues, concepts and cases that should inform proactive ethical assessment of emerging BDA applications and services. Please show interest at www.m4life.org or write directly to conf(a)m4life.org for specific enquiries. - Call for panelists - _____________________________________________________________________ Mobile political participation: exploring mobility implications for democratic engagement mobileGov World Summit 2017, 7-9 May, Brighton UK ____________________________________________________________________________ While mVoting, mPetitioning and other institutional political participation mechanisms have long been part of mGov related discussion, the prospects and consequences of mobile technology proliferation for a wider range of democratic participation haven’t been paid due attention. In addition, investigation of associations between media and political engagement are typically approached by researchers with the focus on ICTs as a whole, while mobile media effects are rarely measured separately. This panel therefore aims at revisiting unique features of mobile media and mobile interaction with the perspective of identifying their implications for democratic engagement. In particular, we invite participants from various disciplines to present their work and discuss the following issues: a) What is the role of mobile media in political participation? Existing research suggests that different media may have varied relationships to political interest and behavior depending on the specific characteristics of the media: exposure to media can either provoke one’s interest in political issues or reinforce the existing political interest and engagement. It will be interesting to examine the role of mobile media in this relation. Will immediate interactivity and information sharing capabilities of mobile media enable it to stimulate political interest? Or will these effects be outweighed by personalization and customization features allowing for content filtering and thus resulting in communication to like-minded people with limited exposure to diverse opinions? b) For what forms of political participation mobile media is used? Unique features of mobile interaction can suit certain types of political engagement better than others. For example, one might expect that location-awareness and “always on” attributes can be beneficial for mobilization and coordination of political actions, while short interaction time, lower attention and concentration are more favorable for news consumption and commenting, rather than writing thoughtful reflections on political and social issues. In addition it will be interesting to discuss what forms of mobile political participation can be considered exclusively mobile. c) What consequences does mobile political participation have for democracy? And finally, it is important to examine potential outcomes of mobile participation in terms of their wider democratic contributions. Does increased political communication contribute to participatory equality? Or how does mobile participation, considering its specific attributes- short interaction time, lower attention and concentration, ubiquity and interactivity- influence political knowledge, quality of political deliberation, tolerance and other democratic values? I'm consistently impressed with the quality of information, links, and discussions that do the rounds here :) I'd like to share a call for a workshop at this years' World Wide Web conference that may be of interest. The deadline is in two days (18th Jan) so apologies for the short notice, but perhaps if you're looking for somewhere to submit a work-in-progress, vision paper, or small project report along the workshop themes, this could be a good opportunity. *Workshop on Web Observatories, Social Machines and Decentralisation* http://www.sociam.org/wow2017/ Topics include: analysing and understanding social media users and data; data sharing, re-use of data and applications; study of social machines; decentralisation of Web infrastructure and services; emerging research challenges when these are combined with the Internet of Things (IoT); the challenges of interoperability and distributed analytics across the growing number of Web services, Web Observatories, and most recently, IoT devices. We will also discuss the pressing issues around the decentralisation of Web infrastructure and social machines, with a specific focus on the decentralisation of scholarly communications. But we take for granted that the way we access the Internet is via a service provider, usually among the largest for-profit corporations in the world. We rarely think about whether there are alternative forms of Internet infrastructure that do not operate access as profitable business. This event explores community networks as alternative forms of Internet access and presents two talks on community networks by experts who come from academia and industry. Prof Claire Wallace, University of Aberdeen, will present work carried out in Aberdeen among four rural communities that have used information technology in different ways to help build community networks and an enhanced sense of identity and social cohesion. The research was sponsored by the EPSRC as part of the Cultures and Communities Network+ initiative and as part of the Aberdeen Digital Economy hub. Adam Burns, member of the netCommons project advisory board and a long-time community network practitioner, will talk about his experiences, motivations, and the realities of community networks. He will report on how from his experience alternative Internet access and infrastructure can be organised and what the opportunities and challenges are in doing so. [Apologies for cross-postings] 2nd Call for Papers Computer Supported Cooperative Work: The Journal of Collaborative Computing and Work Practices (JCSCW) Special Issue on Crowd Dynamics: Conflicts, Contradictions, and Cooperation Issues in Crowdsourcing Organizing Special Issue Editors Thomas Ludwig (University of Siegen), Karin Hansson (Stockholm University), Tanja Aitamurto (Stanford University), Neha Gupta (University of Nottingham) Deadline for Submissions March, 31 2017 Through this special issue we aim to make contributions towards the emerging and intriguing subject of crowdsourcing and enrich academia’s understanding of individual and collaborative aspects of crowdsourcing. ----------------------------------------------------- Scope of the Special Issue Unfair reputation systems, slow payments, lack of transparency, discrimination, misunderstandings and misinterpretations, lack of access to decision-making or socio-spatial inequalities are only some of the many reasons for conflicts in crowdsourcing. The divisive logic of the system, its related tools and practices as well as the sharing processes in the peer-community creates interesting dynamics and new foci on old conflicts. The development of new types of working relationships has previously been problematized for several reasons. For example, Irani and Silberman (2014) have questioned crowd-worker dynamics from a labor rights perspective, leading to calls for collective action by crowd workers (Salehi et al., 2015). Martin et al’s (2014, 2016) analysis of the online discussion in the community of workers at the Mechanical Turk, shows the tensions between the dividing logic of the system and the information-sharing practices in the community. Gupta et al’s (2014) study of Indian workers shows how lack of control over the work environment affect participants work practices. Other common conflicts are due to rejected work, slow or unfair payments, lack of transparency, or technical problems (Six et al., 2010). In the area of digital democracy, digital differentiation and inequalities within the crowd becomes problematic (Hansson, 2014). Studies of Amazon Mechanical Turk (Fort et al., 2011), Wikipedia (Menking & Erikson, 2015; Ortega et al., 2008), Twitter (Duggan et al., 2015) and crowdsourced policymaking (Aitamurto and Landemore, 2016) indicate a lack of representativeness in terms of age, gender and education. Cultural geographers have also pointed out the hegemonic discourses and socio-spatial relations in the geographic web (Crampton et al., 2013; Soden & Palen, 2014; Shelton, 2014). But crowdsourcing, nowadays, also has an impact on physical “offline” activities, such as conducting voluntary work in crisis management (Ludwig et al., 2015) or making use of the large part of population to contribute to scientific challenges via crowdsourcing, defined as Citizen Science (Irwin, 1995). The physical circumstances and potential conflicts, such as endangering voluntary crowd workers or citizen “scientists” also needs to be considered. However, there is a need of studies of actual work practices in crowd-work settings and a more empirical research on the conflicts and dynamics within the more fluid work and interactive relations in crowd work. There is also a lack of a more structured overview of typologies of participation indicating levels of power and agency in the context of crowd work and crowdsourcing at large. This special issue therefore focuses on research exploring actual reasons, practices, power relations, and dynamics of conflicts within crowdsourcing and crowd work. Sample Topics We invite participants from a diversity of disciplines and perspectives to contribute with insights about types of crowdsourcing in practice, to deepen our understanding of actual work practices and relations in contexts such as crowd work, peer-production and citizen science. Furthermore, we also aim to gather typologies of participation examining and explaining power relations of crowd work. Possible topics include (but are not limited to): Transparency in Crowdsourcing: Empirical studies, design case studies or theoretical work about how to allow crowd workers to understand, configure, personalize, and control applications relating to crowdsourcing. What levels of transparency exist in the implementation of crowdsourcing? What are the clashes of needs that exist between crowd workers and sourcers? What types of conflicts of expectations arise in crowd contexts? What is the role of transparency in resolving or amplifying these conflicts? Tools, processes, services and architectures for supporting the management of conflicts, contradictions, or cooperation issues in crowdsourcing contexts: What are the tools, services and architectural infrastructures for discovering or supporting the actual work of and conflicts in crowdsourcing? What are the characteristics of tools that support conflict management and/or conflict resolution in crowdsourcing? Social and organizational factors influencing conflicts, contradictions, or cooperation issues: Crowdsourcing deals highly with social and organizational aspects. What are the social and organizational aspects that foster conflicts in practice? How is labor and capital distributed? How could social and organizational aspects help overcome inequity and how does technology foster those aspects? What are dynamics of inclusion/exclusion in crowdsourcing, reflecting societal issues of race, gender, identity, and geography? Tensions between “offline” and “online” activities: Crowdsourcing often has an impact on physical activities and vice versa. Therefore the physical circumstances and potential conflicts need to be considered. What problems exist while conducting physical crowd work? What areas of tension exits? How could technology support solving those conflicts? Social computing approaches for crowdsourcing: The emergence and success of crowdsourcing practices may (not) rely on supporting peer networks and on sharing results that allow pooling resources in user communities. What are conflicts or contradictions between crowd members and crowd workers? How does technology help addressing and resolving those conflicts? Research ethics in citizens’ science: When relying on crowdsourcing, crucial ethical questions arise: What kind of work can be sourced to the crowd? What legal, moral and ethical protections are missing or should be in place to support the crowd and the sourcers? What are the ethical questions concerning “child-based crowdsourcing” (e.g. creativity work)? Call for papers, Volume 3, Issue 1 We now invite submissions on all persona-related topics for volume 3, issue 1 of Persona Studies (to be released April 2017). It seems the world’s attention is shifting to consider questions of authenticity and legitimacy in a post-truth, fake news era. The increasing polarisation of political and social views is heightening tensions in families, workplaces, and public spaces. The role of the persona, whether writ large by celebrities or produced for intimate, domestic networks, can provide us with critical insight into ways people perform their various identities for others. Creative works and traditional article submissions could address (but are not limited to) persona in: Politics Television, film, radio Games Social media Subculture Celebrity Feminism Youth Professions Mobile media Authenticity For both creative and critical works, please submit a 250-300 word abstract or proposal to personastudies(a)gmail.com by 3 February 2017. Artists and authors will be notified of initial acceptance by 10 February 2017. Please note that official acceptance of the work is contingent upon peer review. Full papers (5,000-8,000 words) and projects are due 11 March 2017. For creative submissions where peer review or critical response is not desired, a full submission will be required by 1 April 2016. Please advise in your initial proposal if you would a creative arts review.
