Richard Taylor, PSU IIP WORKSHOP – CALL FOR PAPERS COMMUNICATION POLICY IN THE TIME OF PANDEMICS: HARNESSING THE POWER OF ICT’S FOR HEALTH The global pandemic in the last three years has emphasized as never before the beneficial role that the media and information networks can play in disseminating essential health information, coordinating social responses, and addressing the needs of the most vulnerable sections of society including the elderly and persons with disabilities. But at the same time, it has also raised alarm about the potential of rumor mongers, profiteers, and purveyors of misinformation to exploit vulnerabilities in social media networks to wreak havoc with health initiatives. Both these aspects of information and communication networks, positive and negative, have foregrounded the importance of framing well-conceived and -implemented laws, policies, and programs to enable media and communications role to play their rightful role in the next, inevitable, health crisis. What policy responses can be put in place to ensure the pro-active disclosure of information, and simultaneously what safeguards should be implemented to protect the privacy and security of health information; what rules, if any, can we implement against the spread of misleading information on social media and procedures for weeding out harmful and malicious posts? How can we promote the resilience, security, and responsiveness of health information networks, indeed all communication networks? What tools of public policy may be utilized – for example, public communication campaigns, funding, legislation, and regulatory rulemaking, or simply the bully pulpit, to implement these initiatives? We invite papers that examine media and information policy in heath crises, as well as in ongoing public health issues. Policy is defined broadly, including government policies, regulations and laws and the policies of corporations. We particularly encourage international comparisons, including contrasting approaches to social media policy adopted by national governments. Interested scholars are invited to submit a complete paper or a 500-word abstract. The Institute for Information Policy (IIP) at Penn State University proposes to conduct this workshop in collaboration with the Global Communication Governance Lab at Toronto Metropolitan University (TMU) and the York University/TMU Joint Graduate Program in Communication and Culture. The IIP has conducted twenty-one workshops since 2011 on various aspects of information and telecommunications policy, including several in partnership with leading universities such as the University of Pennsylvania, Columbia, Fordham, and George Washington University, and four as ICA pre-conferences in San Diego (2017), Prague (2018), Washington DC (2019) and the Gold Coast (2020) (virtual). Papers presented in the Workshop will be considered for publication in the IIP’s Journal of Information Policy, an open access, peer-reviewed, scholarly journal, published by Penn State University Press and archived in the Duke University Repository. Call for papers Gender and Internet/Web History Special issue of Internet Histories: Digital Technology, Culture and Society (Editors of the special issue: Leopoldina Fortunati, Autumn Edwards & Janet Abbate) This call for papers will take stock of the historical entanglement of gender and the Internet/Web. Facing a critical juncture both in terms of the technological development of the Internet (e.g., the nascent Web 3.0, radical decentralization, the integration of AI and machine learning) and in terms of sociopolitical struggle on the part of women and gender-linked identity groups on local and global levels, we ask: How can we root the analysis of gender and the Internet on a historical level? How can histories that integrate gender and the Internet/Web help us comprehend the sociological, cultural, and political meaning and dimensions of each? This special issue will explore these questions and many others through a diachronic approach that includes global, transnational, national, regional, and local histories. She is the founding editor-in-chief of the journal Human-Machine Communication, which focuses on the theory and practice of communication with and about digital interlocutors, including social robots, technologically-augmented persons (cyborgs), and communication in augmented, virtual, and mixed-reality environments. Her research addresses human-machine communication with an emphasis on how ontological considerations, or beliefs about the nature of communicators and communication, both shape and are shaped by interactions with digital technologies, including in the contexts of computer-mediated communication and in communication with social robots, voice-based assistants, chatbots, and spoken dialogue systems. She is the author of over 60 research articles and book chapters. Janet Abbate is Professor of Science, Technology and Society at Virginia Tech and Co-director of the STS graduate program in Northern Virginia. Her 2012 book Recoding Gender: Women’s Changing Participation in Computing explores how gender has shaped computing and how the experiences of female software pioneers can inform current efforts to broaden participation in science and technology. In this context, providing rich sets of measurements for characterizing, and understanding the behavior of such complex systems is of paramount importance. IEEE WoWMoM 2023 takes a broad view and seeks papers describing innovative research contributions to the field of mobile and wireless networking and applications. Against Catastrophe: Energy Dispatch Launch

Dear colleagues, We are very happy to announce the Energy Dispatch: the second online publication drop on the website of our multimodal research project, ‘Against Catastrophe’<https://againstcatastrophe.net/>. The aim of this project is to interrogate the concept of catastrophe and explore anti-catastrophic practices to expose the longer-term structural causes and implications of catastrophes and catastrophic thinking, rhetoric, and imaginaries. The focus throughout is on how novel approaches in design, architecture, and technology can open possibilities for navigating a catastrophic world, but also expand epistemic horizons beyond apocalyptic thinking. The project outputs include an edited volume, offline and online exhibitions, and a series of online publications, called ‘Dispatches’. With ‘Dispatches’ – a short-form, multimedia, online publishing format – we hope to move past the news cycle-based temporality of contemporary catastrophism, as well as traditional academic publishing. Dear colleagues, My name is Nicolás Torres-Echeverry; I am a Ph.D. candidate in sociology at the University of Chicago working on political sociology, technologies of communication, and democratization. I have been invited to co-edit a special number for the journal *Análisis Político* on the relationship between social media and politics in Latin America. Please see the CFP attached. This is a well-known journal in the region based at the Institute of Political and International Relations Studies (IEPRI) of the National University of Colombia. The journal will be receiving papers in English and will be able to translate them into Spanish on a case-by-case assessment. We are particularly interested in research that concerns three things, especially if it has a comparative dimension: 1. The wave of protests in recent years in several Latin American countries (Ecuador, Chile, Colombia, ...) and the forms by which social media shaped them. 2. How social media has transformed political organizing in institutional and contentious politics (and the interaction of those two) in the region. 3. The forms by which social media mediates cultural transformation and representation of memories and narratives in Latin-American countries. About social media data availability

Hello everyone! I have a situation with some social media data we collected for a paper that is currently under revision. The situation is complex because we collected this data from a Facebook group dedicated to a rare medical condition back in 2017, when social media data rules were not as strict as they are now. When we requested ethics review from our institution, they even told us we did not have to do anything in particular and got the study approval without much difficulty. Therefore, we requested permission to the group administrators to collect posts, posted a permission request for the group members, asking them to send us a message if they wished to opt out from the study, and collected one thousand posts by hand. We noted that there were many researchers in this group and that the members participated in surveys and medical studies frequently and with enthusiasm, so we thought at that time that an opting-out format would be enough. The data basically consists on user name, the texts in the posts, date and time of the posts, number of replies, and reactions. We separated the user names and replaced them with alphanumeric codes. Now, a reviewer of our paper is insisting that we MUST share this data openly because it is anonymized. However, we think that it should be available upon request, as social media data management has become stricter in recent years, particularly on the case of data from vulnerable communities. If we place this data related to a rare medical condition in an open repository, even people who are not researchers may have access to it and use it to bully this Facebook group, even if in theory, they could not target specific users. Does anyone have any ideas or advise on how we can respond politely to this reviewer that it is safer for everyone to keep the data available upon request? Xanat V. *** Third Call for Workshops and Minisymposia *** 29th International European Conference on Parallel and Distributed Computing (Euro-Par 2023) August 28 - September 1, 2023, St. Raphael Resort, Limassol, Cyprus http://2023.euro-par.org SCOPE Euro-Par is the prime European conference covering all aspects of parallel and distributed processing, ranging from theory to practice, from small to the largest parallel and distributed systems and infrastructures, from fundamental computational problems to applications, from architecture, compiler, language and interface design and implementation, to tools, support infrastructures, and application performance aspects. To provide a meeting point for researchers to discuss and exchange new ideas and hot topics related to parallel and distributed computing and their applications, Euro-Par 2023 will co-locate workshops and, for the first time, minisymposia with the main conference. This is an invitation to send proposals for the workshop and, for the first time, a minisymposium program. Both workshops and minisymposia will be held on August 28 - August 29, 2023, the first two days of the conference. WORKSHOPS Workshop Proposal Guidelines The proposals should include the following information: • Workshop title and acronym, preference for length (half or full-day) • Information of the organizers, including a short biography of each organizer (5-10 lines). Each workshop will have a single main organizer, the corresponding contact. Others can be co-organizers. All the organizers must be a staff member at an institution or a company, and no PhD or other students can be organizers. • A tentative program committee (10-15 members) • Motivation of the workshop: * scientific objective * interest to the Euro-Par community * positioning with respect to the currently existing Euro-Par workshops • Description of the workshop: * content * format (contributed papers, invited talks, panels, posters or any other kind of activity i including european project meetings) * organizational aspects • Workshop background (number of previous editions jointly with Europar or in any other format) • Link to international projects/initiatives The decision about the acceptance/rejection of a workshop proposal will be made on the basis of the overall quality of the proposal and the degree to which it matches the scope of the conference. In the case that several workshop proposals have very similar objectives and scopes, a merge of overlapping workshops may be recommended. The topics covered by a workshop should not overlap with the main topics of the conference. Decisions will be made on a rolling basis. Proposals can already be sent, and the organizers may be notified before the notification deadline in case of a strong proposal. Workshop Organizer Responsibilities • Preparing the call for papers for the workshop and publicizing it • Preparing and maintaining the workshop Web site including the relevant sections according to the organization guidelines • Selecting the workshop program committee considering that each member of the committee should make at least one review • Selecting papers through a rigorous peer-review process including at least three reviews per submission using the provided EasyChair installation and considering the possible conflicts of interest • Delivering the final workshop program to the Euro-Par 2023 conference co-chairs in time • Delivering the preliminary workshop proceedings in time before the conference • Providing the Euro-Par Steering Committee with a Management Report, after the conference, with key indicators such as: number of submitted and accepted papers, program committee and review process management • Delivering the final workshop proceedings with a revised version of the papers in time after the conference in the required Springer LNCS format (12 pages max.) and writing a preface to the workshop. Camera-ready papers will be published only if the management report has been delivered • Short papers can be accepted and presented at the workshop. However, to be included in the formal Springer proceedings, the minimum length is of 10 pages per paper • Registering for the conference • Meet the deadlines according to the organization guidelines Workshop Proceedings and Paper Review The workshop proceedings will be published in a separate LNCS workshop volume after the conference. The principal coordinator of each workshop will appear as co-editor of the workshop volume. Registered workshop participants will receive an electronic copy of the volume by email. All authors of accepted papers will be requested to sign a Springer copyright form. The Euro-Par organizers will provide an EasyChair setup for all Euro-Par 2023 workshops, and its use is mandatory to facilitate paper submissions, reviewing, and collecting the camera-ready versions. The workshop papers will not be published in the proceedings otherwise. Each workshop will be an independent track within the Workshops' EasyChair installation, but it will be fully manageable by the respective organizers. Papers of less than 10 pages will be considered as short papers that can be presented at the conference but not published in the proceedings. MINISYMPOSIA A minisymposium is a session of coordinated presentations for promoting interdisciplinary communication on a topic of current interest and importance in the field of parallel and distributed computing, ideally having potential application in other domains. The length and program will be decided by the organizers; half-day (three-hour) minisymposia are very welcome, longer is possible, not exceeding one day (6 hours). The contributions to the minisymposia will not be published in the proceedings. Minisymposium Proposal Guidelines The proposals should include the following information: • Minisymposium title and acronym, preference for length (half or full-day) • Information of the organizers (full name, affiliation, country and email address), including a short biography of each organizer (5-10 lines). Each minisymposium will have a single main organizer, the corresponding contact. Others can be co-organizers. • Motivation and scope of the minisymposium: * Problem area to be addressed by the speakers and possible applications [max 1500 characters]; * Description of target audience and estimated number of participants [max 1500 characters] * Link to international projects/initiatives • Format (contributed papers, invited talks, panels, posters or any other kind of activity including European project meetings), • Speakers: * a tentative list of speakers detailing their names, affiliation, email address and title of their presentations. Nominated speakers should be approached in advance and should have agreed that they will participate. * companies and/or institutions involved Minisymposium Selection Process All the submitted proposals will be assessed by the organizing committee. The decision about the acceptance/rejection of a minisymposium proposal will be made on the basis of the overall quality of the proposal and the degree to which it matches the scope of the conference. Overlapping minisymposia will be avoided (or possibly merged). Decisions will be made on a rolling basis. Proposals can already be sent, and the organizers may be notified before the notification deadline. Minisymposium Organizer Responsibilities Minisymposium organizers will be in charge of making publicity of the minisymposium and specify the number of talks and other activities. The contributions will be sent to the same web page as the contributions for the workshops. The review process will be decided by the minisymposium organizers. One of the organizers will be the contact with the conference organization. The responsibilities are as follows: • Preparing the call for papers for the workshop and publicizing it • Preparing and maintaining the minisymposium website mentioning the Euro-Par vinculation • Deciding the length of the minisymposium, the program and type of activities and the names of the speakers • Use the provided EasyChair installation for receiving the contributions • Delivering the program to the Euro-Par 2023 conference co-chairs in time • Providing the Euro-Par Steering Committee with a Management Report, after the conference, summarizing the experience and including number of persons involved in the activities as well as any consideration useful for future editions • Registering for the conference as well as all the participants to the minisymposium • Meet the deadlines according to the organization guidelines Minisymposium publication The contributions to the minisymposia will not be published in the proceedings. However, the organizers are invited to send one non-compulsory 4-page summary of the minisymposium. The document should summarize the scientific discussion promoted by the minisymposium and it will be published in the same LNCS volume as the workshop proceedings after the conference. The authors of the summary will be requested to sign a Springer copyright form. SUBMISSION (for Workshop and Minisymposium Organizers) Workshop and Minisymposium proposals should be sent in PDF format via email to the workshop co-chairs (contact details at the end of this call). An email verification will be sent to each successful submission. In case the verification is not received, submitters are asked to contact the workshop chairs.
