Dear Colleagues, Please find below the call for submissions to our ICA Postconference, *Digital Sovereignty for Whom? Platforms and Infrastructures in a Global Context*, deadline:* 15 February.* https://www.icahdq.org/mpage/ICA24-DigitalSovereignty Digital sovereignty refers to a countries’ autonomy and control over its digital data, systems and infrastructures. It is a term that has been deployed widely—by liberal states to assert citizens’ rights over the data they produce and by authoritarian states to justify surveilling and controlling their populations. At the same time, flows and forms of digital life offer new constructions of territoriality, governance, and identity, on more personal and humanistic terms. This post-conference brings together interdisciplinary perspectives to assess how new actors, technologies and global power struggles have shaped the discourses, architectures, and practices through which nation-states exercise and experience digital sovereignty. Recent geopolitical crises necessitate a re-thinking of digital sovereignty and its implications for digital policy and international affairs. In contemporary armed conflicts, like in the case of Russia’s war against Ukraine, where battles unfold across all layers of the digital communication spectrum, control over digital data flows has become a key strategic objective. In this context, digital sovereignty can be used to justify policies that facilitate the expansion of state power beyond established territorial borders. At the same time, how critical socio-technical systems are governed and by whom also determines experiences of digital sovereignty. UNESCO's 2023 *Internet for Trust* report calls for the inclusion of diverse perspectives in the global governance of digital platforms. While this recommendation is admirable, it remains unclear how it can be achieved in practice. As we have seen from the last twenty years of internet research, well-meaning governance principles often lack meaningful consultation with the Global South and can be derailed by market forces. Moreover, the continued decentralisation of key internet technologies and postcolonial data practices suggest sovereigns might be reconfiguring away from statist assumptions. By bringing together researchers from diverse jurisdictions, this post-conference aims to explore a range of inclusive and decolonial approaches to digital platform policy and governance, as well as global perspectives on human rights, state power and territoriality under various digital sovereignty regimes. We invite participants to submit a 500-word abstract on topics that fall within the scope of platforms and infrastructure in a global context via email to sicss.admin(a)sydney.edu.au by 15 February 2024. Hosted by the Media & Communications discipline at The University of Sydney and the Critical Digital Infrastructures and Interfaces group at Deakin University, selected participants will be invited to present their work at the post-conference and to submit their papers to a special issue of *Policy & Internet Journal*. *Date* Wednesday, 26 June, 2024 *Location* The University of Sydney/Hybrid Camperdown, NSW *Transportation* The University of Sydney Camperdown campus is located walking distance from Sydney’s central station and CBD. The 5th International Data Power focuses on situating data practices and looking beyond data universalism. It aims to: - Situate data practices in the power relations that shape their creation and use in the world - Explore the importance of place, space, time and context in the making of data and the effects of data power - Examine the centres of data power and their infrastructures In addition, the conference asks: - What constitutes rigorous methods when it comes to researching data power locally and globally? - To what extent does critical data power research need to focus on specific instances of data power in action? - What generalised critiques can be made from our field? She discusses this reality in the context of facial recognition and sorting software as well as user experiences, drawing parallels to the long history of eugenics and banned interracial partnerships. The JCEA (Journal of Contemporary Eastern Asia, Editor in Chief Professor Dr. Han Woo Park) is putting out an active CFP for Special Issue editors and themes. We strongly encourage you to submit your proposal for a Special Issue (at least five themed papers) and forward this information to your networks. Here are the guidelines (in text). We look forward to receiving your proposals! (Further submission information can be found at https://jceasia.org/submission) The Journal of Contemporary Eastern Asia aims to publish one special issue per year themed around a current topic that is particularly salient at the moment. Special issues are handled by one or more guest editors and are comprised of papers that fulfill the same criteria of quality, originality, and scientific significance that are applied to regular papers. Prospective guest editors should have a strong background and network of contacts in order to successfully solicit papers, manage the peer-review process, ensure deadlines and maintain the journal’s high publishing standards. Manuscripts for a special issue can be proposed by a guest editor or solicited by announcing a Call for Papers. Prospective guest editors must submit a formal proposal for a special issue to j.c.eastern.asia(a)gmail.com with the following information: · The title of the Special Issue. · A brief CV/s of the proposed guest editor/s. · A draft of the Call for Papers (300-500 words) that would include a statement of the Special Issue’s significance for the Journal of Contemporary Eastern Asia, the likely content to be covered and a list of topics for papers that would fit within the proposed theme. · A timeline. The editors will provide specific timeframes for distributing calls for manuscripts, recruiting authors and reviewers, and reviewing submissions. The JCEA Editorial Board will consider the proposal and the proposed guest editors will be informed whether or not they will be allowed to proceed. Guest editors should inform authors that since June 2023, the JCEA has adopted an APC (article processing charge) system on a sliding scale. Guest editors will be responsible for the submission, review, revision, and acceptance process with the assistance of the editor-in-chief and associate editors. Guest editors will also communicate deadlines and format to the contributing authors. Call for Submissions: 20th Anniversary Issue of The Journal of Community Informatics

Dear colleagues, Please see the following call for short papers, and other types of creative submissions, in celebration of the Journal’s 20th anniversary. Call for Submissions: 20th Anniversary Issue of The Journal of Community Informatics Community informatics (CI) is the use of information and communication technology (ICT) to support community-defined development goals. It is a multidisciplinary field that includes researchers and practitioners from information studies, social work, rural sociology, public policy, urban planning, among other areas. Similar to social informatics, CI considers organizational use of ICTs across digital and physical spaces. However, CI is more concerned with how communities develop the social and technical capacities needed to promote ICT access, adoption, and use. CI projects are as diverse globally as they are locally. A common theme connecting them is community participation in ICTs to promote social action and social change.˟ On October 1, 2004, the first issue of The Journal of Community Informatics was published. It has since remained a free and open access, double-blind peer review journal featuring academic research and practitioner contributions at the intersection of CI research, practice, and policy. A wide range of submissions have been welcome, including research articles, notes from the field, points of view, reports, case studies, and more. As a way to celebrate the past 20 years of the journal, and to open up new avenues for participation, we invite original submissions in these traditional formats, as well as new formats including artistic works such as poetry, audio/video recordings, and visual artwork. Information for Contributors We are interested in short paper submissions of 1,500-2,000 words that reflect on any of the topics listed below. • The past, present, and future of community informatics • Reflections from journal article authors about the impact of their contributions • Personal/professional reflections on CI as a field of research and practice • Critical reflections on and interrogations of the need for community informatics • The role of JoCI and other open access publications in the scholarly communication ecosystem Contributors should include a 200-300 word abstract that describes their submission. Dear AOIR colleagues, I'm searching for any literature - academic research, reports, papers, books, media articles, websites etc - that provide me with insights about the current state of online harm in South Pacific nations. I'm interested in identifying literature that can point to the extent of online harm - whether cyberbullying or harassment, child exploitation and abuse, scams, cybersecurity, mis/dis-information, etc. But I would also be interested in finding out more about what educational or assistive resources might exist for individual countries such as Fiji, Samoa, Tonga, Niue, Cook Islands, Vanuatu, Tuvalu and Tokelau.
