GIG-ARTS 2018 Program: Cardiff, 26/27 April - "Overcoming Inequalities in Internet Governance: framing digital policy capacity building strategies" Centre for Internet and Global Politics/Cardiff University
by Andrea Calderaro 25 Apr '18

25 Apr '18

GIG-ARTS 2018 - The Second European Multidisciplinary Conference on Global Internet Governance Actors, Regulations, Transactions and Strategies 26-27 April 2018, Cardiff Overcoming Inequalities in Internet Governance: framing digital policy capacity building strategies Organised by: Centre for Internet and Global Politics / School of Law and Politics / Cardiff University In partnership with: DiploFoundation, The ECPR Standing Group on Internet and Politics, The Global Internet Governance Academic Network (GigaNet), IAMCR Communication Policy and Technology Section, ICA Division Communication Law & Policy Conference Description After having explored “Global Internet Governance as a Diplomacy Issue” at its first edition in Paris in 2007, the Second European Multidisciplinary Conference on Global Internet Governance Actors, Regulations, Transactions and Strategies (GIG-ARTS 2018) addresses power inequalities in internet governance, and digital policy capacity building strategies aiming at overcoming gaps in digital policy developments. Connectivity infrastructure is constantly expanding, while internet access is incessantly growing across countries, regions and socio-political contexts. In this context, new and crucial questions emerge from a governance and security perspective. As for the latter, new connectivity calls for cybersecurity capacity building strategies aiming at secure digital infrastructure. At the same time, from a governance perspective, traditional powers in the governance of the internet are increasingly challenged from newly connected actors who demand more influence in the transnational debate around digital policy development. As a result, despite claims for equal representations and diversity since the first World Summit on Information Society in 2003, the narrowing of the digital divide opens new and key questions: Whether and what inequalities exist in internet governance decision making? How is the rapidly changing internet geography and sociography reflected in the governance of the internet? Moreover, in order to increase awareness and enhance involvement of newly connected countries in national and transnational digital policy developments, what are the best internet governance capacity building strategies available? How do newly connected countries and actors build their digital policy capacity, and do they develop an active role in the transnational internet governance debate? Whether in newly or early connected countries, various kinds of divides persist across socio-cultural and political contexts, reflecting if not extending societal and socio-economic inequalities. Are such renewed forms of inequalities and discriminations adequately addressed in internet governance debates? What are the requirements for digital policies to actually empower people and uphold their individual and collective rights online? In order to answer these crucial and manifold questions, the conference program includes more than 20 scholarly presentations and contributions from policy makers from the European Commission, UK Foreign and Commonwealth Office, Chatham House, International Telecommunication Union (ITU), ICANN, UNESCO, DiploFoundation and the Global Commission on the Stability of Cyberspace. The conference will also benefit from the contribution of Professor JP Singh, Chair of Culture and Political Economy / Director of the Centre for Cultural Relations at the University of Edinburgh, and author of the forthcoming book Development 2.0: How Technologies Can Foster Inclusivity in the Developing World (Oxford University Press), who will deliver the keynote speech. Enhanced connectivity has however made it even more pressing that newly connected actors are represented in the debate. As a result, there is an increasing need to expose existing forms of inequalities and understand how they impact on agenda setting and decision making capacities. Discussions on internet governance inequalities and strategies to overcome this gap will benefit from the contribution from: - Marilia Maciel (DiploFoundation / Global Commission on the Stability of Cyberspace) - Andrea Beccalli (ICANN) - Mike Nxele (UN International Telecommunication Union - ITU) - Xianhong Hu (UNESCO) 12:30-14:00 Lunch Break 14:00-15:30 Session 5 – Identifying the gaps: Actors, Diplomacy, and Regulation Chair: Katharina Höne (DiploFoundation) - Big Data – Big Capacity Gaps? ALW2: 2nd Workshop on Abusive Language Online
by Sarah Florini 25 Apr '18

25 Apr '18

Hi, all. Jacque Wernimont ask I forward this to the list. Best, Sarah ----- Friends and colleagues - I am a member of the organizing committee for this workshop and I am particularly keen to have humanists, social scientists, and artists engaged too. If you have questions about format or any thing else related to the CfP, please feel free to contact me directly. I hope to see some of you in Brussels for this timely (feels sadly evergreen) event! ALW2: 2nd Workshop on Abusive Language Online EMNLP 2018 (Brussels, Belgium), October 31st or November 1st, 2018 Submission deadline: July 20th, 2018 Website: https://sites.google.com/view/alw2018 <https://sites.google.com/view/alw2018> Submission link: https://www.softconf.com/emnlp2018/ALW2/ <https://www.softconf.com/emnlp2018/ALW2/> Overview Interaction amongst users on social networking platforms can enable constructive and insightful conversations and civic participation; however, on many sites that encourage user interaction, verbal abuse has become commonplace, leading to negative outcomes such as cyberbullying, hate speech, and scapegoating. In online contexts, aggressive behavior may be more frequent than in face-to-face interaction, which can poison the social climates within online communities. The last few years have seen a surge in such abusive online behavior, leaving governments, social media platforms, and individuals struggling to deal with the consequences. For instance, in 2015, Twitter’s CEO publicly admitted that online abuse on their platform was resulting in users leaving the platform, and in some cases even having to leave their homes. More recently, Facebook, Twitter, YouTube and Microsoft pledged to remove hate speech from their platforms within 24 hours in accordance with the EU commission code of conduct and face fines of up to €50M in Germany if they systematically fail to remove abusive content within 24 hours. While governance demands the ability to respond quickly and at scale, we do not yet have effective human or technical processes that can address this need. Abusive language can often be extremely subtle and highly context dependent. Thus we are challenged to develop scalable computational methods that can reliably and efficiently detect and mitigate the use of abusive language online within variable and evolving contexts. As a field that works directly with computational analysis of language, NLP (Natural Language Processing) is in a unique position to address this problem. Recently there have been a greater number of papers dealing with abusive language in the computational linguistics community. Abusive language is not a stable or simple target: misclassification of regular conversation as abusive can severely impact users’ freedom of expression and reputation, while misclassification of abusive conversations as unproblematic on the other hand maintains the status quo of online communities as unsafe environments. Clearly, there is still a great deal of work to be done in this area. More practically, as research into detecting abusive language is still in its infancy, the research community has yet to agree upon a suitable typology of abusive content as well as upon standards and metrics for proper evaluation, where research in media studies, rhetorical analysis, and cultural analysis can offer many insights. In this second edition of this workshop, we continue to emphasize the computational detection of abusive language as informed by interdisciplinary scholarship and community experience. We invite paper submissions describing unpublished work from relevant fields including, but not limited to: natural language processing, law, psychology, network analysis, gender and women’s studies, and critical race theory. Paper Topics We invite long and short papers on any of the following general topics: related to developing computational models and systems: NLP models and methods for detecting abusive language online, including, but not limited to hate speech, cyberbullying etc. Application of NLP tools to analyze social media content and other large data sets NLP models for cross-lingual abusive language detection Computational models for multi-modal abuse detection Development of corpora and annotation guidelines Critical algorithm studies with a focus on abusive language moderation technology Human-Computer Interaction for abusive language detection systems Best practices for using NLP techniques in watchdog settings or related to legal, social, and policy considerations of abusive language online: The social and personal consequences of being the target of abusive language and targeting others with abusive language Assessment of current non-NLP methods of addressing abusive language Legal ramifications of measures taken against abusive language use Social implications of monitoring and moderating unacceptable content Considerations of implemented and proposed policies for dealing with abusive language online and the technological means of dealing with it. In addition, in this one-day workshop, we will have a multidisciplinary panel discussion and a forum for plenary discussion on the issues that researchers and practitioners face in efforts to work with abusive language detection. We are also looking into the possibility of publishing a special issue journal to this iteration of the workshop. We seek to have a greater focus on policy aspects of online abuse through invited speakers and panels. Submission Information We will be using the EMNLP 2018 Submission Guidelines. Authors are invited to submit a full paper of up to 8 pages of content with up to 2 additional pages for references. We also invite short papers of up to 4 pages of content, including 2 additional pages for references. Accepted papers will be given an additional page of content to address reviewer comments. ATI Challenge ($2000 honorarium for qualitative scholars)
by Nicholas Weber 24 Apr '18

24 Apr '18

Please see invitation for participating below: The Qualitative Data Repository (QDR, www.qdr.org) invites faculty and advanced graduate students in social science and other disciplines that employ qualitative data and methods to submit proposals to participate in the Annotation for Transparent Inquiry (ATI) Challenge (https://qdr.syr. edu/ati/ati-challenge). ATI (https://qdr.syr.edu/ati) is a new approach to transparency in qualitative and multi-method research developed by QDR and the open-source software company Hypothesis (https://hypothes.is/) ATI enriches articles by linking "analytic notes" discussing data generation and analysis, excerpts from underlying data sources, and even the data sources themselves, directly to digital manuscripts. Participants in the ATI Challenge will use annotation technology to enhance manuscripts that they plan to submit to a leading journal in their discipline. They will play a key role in demonstrating how qualitative and multi-method researchers can join and benefit from academia’s ongoing transparency revolution. Participants will also receive an award of $2,000, as either an honorarium or research support. In addition, they will attend a workshop in New York City in November 2018 at which they will meet and network with other scholars who share a commitment to making their research accessible and evaluable. All travel and accommodation expenses will be covered by QDR. The proposal deadline is *May 11, 2018.* Additional information can be found on the "ATI Challenge" page on the QDR web site ( https://qdr.syr.edu/ati/ati-challenge) Interested scholars can contact QDR (qdr(a)syr.edu) with questions. The ATI Challenge is supported by generous funding support from the Robert Wood Johnson Foundation and the National Science Foundation. -- Nic Weber Assistant Professor - University of Washington Information School
