Toward an Internet Bill of Rights

Hi all, I'd like to share and invite you in to the early stages of an initiative currently getting started. We'd like to bring the Internet community together to synthesize the prior work and develop an Internet Bill of Rights. There is a good amount of prior work that has been shared online in this area. I'd be interested in bringing together the collective wisdom in the AoIR society to help develop a framework of freedoms and rights we believe to be inherent in online spaces. Over six billion people have access to phones and two and a half billion people use the internet. Meanwhile, governments, international organisations, and corporations are developing plans, projects, and policies to connect the remaining disconnected. Fibre-optic cables, laptops for every child, and drones, balloons, and satellites all beaming down internet access are just some of the strategies being actively planned to bring connectivity to the rest of the world in the coming years. As we approach a situation in which almost half of humanity is online, we need to explore the difference people expect connectivity to make at the world’s economic peripheries. Will connectivity amplify or deepen economic inequalities? Should we expect empowerment, inclusion, and opportunities; or further exploitation and extraversion? This session brings together papers that seek to explore the differences that connectivity makes, and can make, in the contemporary international division of labour and on-going global shifts in economic flows. It will critically explore ‘Bottom of the Pyramid’ networked capitalism, and the opportunities, struggles, and alternatives that it underpins. It will also facilitate a space for research that addresses the central question of ‘who benefits and who doesn’t from the increasing networking of the world’s population?’ *Potential topics include:* - Discourses around connectivity, inclusion, and exclusion in the Global South - ICT and development policies and who they ultimately benefit. - Changes to global value chains or production networks - Opportunities for upgrading or disintermediation - Empirical or theoretical engagements with the idea of ‘connectivity’ and the roles that it can play amongst the world’s poorest - Contemporary or historical treatments of the links between connectivity and inequality - Alternative ways of imagining or envisioning connectivity at the world’s economic peripheries - Case studies of global ‘body shopping’, digital work, or bottom of the pyramid capitalism - Policies and initiatives for digital connectivity which support inclusion and reduced inequality *Submission Procedure:* To be considered for the session, please send your abstract of 250 words or fewer, to: mark.graham(a)oii.ox.ac.uk and christopher.foster(a)oii.ox.ac.uk The deadline for receipt of abstracts is October 1 2014. <apologies for repeated posts> Journal of Peer Production (JoPP) CFP for Special Issue on Feminism and (Un)Hacking Editors: Shaowen Bardzell (Indiana University), Lilly Nguyen (University of California - Irvine), Sophie Toupin (McGill University) There has been a recent growth in interest in feminist approaches to practices like hacking, tinkering, geeking and making. What started off as an interest in furthering representations of women in the technical fields of computer science and engineering, often along the lines of liberal feminism, has now grown into social, cultural, and political analyses of gendered modes of social reproduction, expertise, and work, among others. Practices of hacking, tinkering, geeking, and making have been criticized for their overtly masculinist approaches, often anchored in the Euro-American techno-centers of Silicon Valley and Cambridge that have created a culture of entrepreneurial heroism and a certain understanding of technopolitical liberation, or around the German Chaos Computer Club (CCC). With this special issue of the Journal of Peer Production, we hope to delve more deeply into these critiques to imagine new forms of feminist technical praxis that redefine these practices and/or open up new ones. How can we problematize hacking, tinkering, geeking and making through feminist theories and epistemologies? How do these practices, in fact, change when we begin to consider them through a feminist prism? Can we envision new horizons of practice and possibility through a feminist critique? In this call, we understand feminist perspectives to be pluralistic, including intersectional, trans, genderqueer, and race-sensitive viewpoints that are committed to the central principles of feminism--agency, fulfillment, empowerment, diversity, and social justice. We refer to the term hacking with a full understanding of its histories and limitations. That said, we use it provisionally to provoke, stimulate, and reimagine new possibilities for technical feminist practice. Hacking, as a form of subjectivity and a mode of techno-political engagement, has recently emerged as a site of intense debate, being equally lauded as a political ethos of freedom and slandered as an elitist form of expertise. These fervid economic and political ideals have been challenged and at times come under attack because they not only displace women and genderqueer within these technological communities but, more importantly, because they displace gendered forms of reflection and engagement. Drawing on a growing community of feminist scholarship and practices, we hope to build on this momentum to invite submissions that reconceptualize the relationship between feminism and hacking. We aim to highlight feminist hackers, makers and geeks not only as new communities of experts, but as new modes of engagement and novel theoretical developments. In turn, with this special issue, we hope to challenge both concepts of feminism and hacking to ask several questions. How can feminist approaches to hacking open up new possibilities for technopolitics? Historically, hacking discourses center on political and labor aesthetics of creation, disruption, and transgression. How can feminist theories of political economy push technopolitical imaginaries towards alternate ideals of reproduction, care, and maintenance? Conversely, we also ask how notions of hacking can open up new possibilities for feminist epistemologies and modes of engagement? We seek scholarly articles and commentaries that address any of the following themes and beyond. We are also interested in portraits, understood broadly, of feminist hackers, makers and geeks that help us better understand feminist hacker, maker and geek culture. CALL FOR PAPERS Critical Studies in Media Communication Special Issue: Digital Labor, Below-the-Line Submission deadline: January 12, 2015 Final drafts due: April 12, 2015 Publication: August 2015 The work required to produce the web and to fill the media devices that increasingly occupy 21st century life is often difficult to see. With a click content appears, images proliferate, and text, sound and video streams across our screens. However, behind the screen exists a globally distributed network of people who toil to create, manage, distribute, promote and update digital content. Their labor reflects new modes of production and shifting divisions of labor that characterize media production in a digital economy. For this special issue of Critical Studies in Media Communication, issue editor Nina Huntemann seeks papers that explore digital media workers “behind the screen.” Submissions should advance scholarship about invisible labor in the digital media industries, and should principally consider the labor produced by those engaged in below-the-line work. Cultural producers in such positions might include social media interns, web content editors and copywriters, online community managers, video game playtesters, 3D animation modelers and riggers, texture artists, video loggers, and digital content asset managers. In addition to workers involved in cultural production, this special issue also invites papers that consider the labor of those working to create and maintain the digital media infrastructure, such as hardware assembly line workers, miners in raw materials extraction, technical support staff (e.g. Genius Bar/Geek Squad), and security personnel at data centers. The editor is particularly interested in manuscripts that consider the special issue theme at the intersections of gender, race/ethnicity, nation/region, sexual orientation, class, and ability. Call for Abstract - Ethics and Policies for Cyber Warfare

Apologies for cross-posting The workshop will offer a venue for discussion among ethicists, policy makers, international lawyers and military experts to consider the existing regulatory gap concerning cyber warfare and the ethical problems underpinning it. Over the past few years, the military, international lawyers, ethicists and policymakers have shown an increasing interest in current policies and laws regulating warfare and in their particular application to cyber warfare. A growing number of experts stresses that there is a expanding vacuum of policies and regulations concerning this phenomenon and recognise the development of conceptual and ethical analyses of cyber warfare as a preliminary and necessary step for defining new and effective policies. The issue could not be more pressing and there is a much felt and fast escalating need to share information and coordinate ethical theorising about cyber warfare with public policymaking processes. The workshop on ‘Ethics and Policies for Cyber Warfare’ is the second in a series of three workshops on this subject organised by the Centre in collaboration with the University of Oxford. The first workshop was held in Rome in November 2013 with the proceedings are available here. In Search of a New Balance A by-invitation experts' workshop New America Foundation September 10-12, 2014 CALL FOR PAPERS Traditional notions of individual and public rights with respect to information are being redefined across a broad front, raising profound challenges to freedom of speech, assembly, association, and communication. The aggregation, archiving and use of information also have profound implications for the future of national security and business strategy. Currently, decision-makers are responding to capabilities enabled by new technologies, for which appropriate usage norms have not yet emerged, and are struggling to formulate coherent strategies addressing some fundamental questions. Can and should the legitimate demands of border security, law and order and the prevention of terrorism limit an individual's rights over personal and/or private information? What restraints on the collection, aggregation and use of personal information should exist? How do we balance the principles of zones of personal privacy, the right to control one s most personal information, and ownership rights over digital media, with the benefits of vibrant markets in information goods and services? Is there a general right to have one s personal information removed from all commercial digital databases? Are there practical models that respect human dignity without crippling data aggregators? Vociferous information ownership debates are taking place in the copyright and intellectual property fields as well. The digitization of content has enabled access to works that have not been in circulation for years, if not centuries. Yet some copyright/IP holders have suggested that works in the public domain, if not actively defended, should be privatized, and works that currently benefit from the time-limited protection of law for the public s benefit should become the permanent property of private rights holders, effectively ending the public domain. There are modest examples of alternatives: the Open Source community; the Creative Commons/ copyleft movement; the increasing emergence of collaborative no-charge academic journals, etc. What are the practical models that strengthen the public domain, and still provide sufficient incentives for creative productions? We've heard the traditional answers to these questions and invite prospective authors to comment in an independent, scholarly, and innovative way on topics regarding control of information in the 21st Century. Multidisciplinary approaches are encouraged that combine theory and evidence to evolve integrative and long-term perspectives on information rights. The Institute for Information Policy (IIP) at Penn State and the X-Lab at the New America Foundation (NAF) are pleased to announce this call for papers that offer new (or updated) perspectives and theories about the balance between the rights of individuals, states, businesses and the public in information and personal data. Authors of selected papers will be invited to present them during a three day, invitation-only workshop designed to bring together a diverse group of experts and to be held at the New America Foundation in Washington, DC. This Workshop is the 9th in a series of events on "Making Policy Research Accessible," organized by the IIP, with the support of the Ford Foundation and the Media Democracy Fund. Presenters at the workshop will be invited to submit their completed papers for review by the Journal of Information Policy ( <http://www.jip-online.org> www.jip-online.org) The workshop will take place on September 10-12, 2014, the days leading to the 42nd annual TPRC conference. Invited topics include, but are not limited to: . Information policy and national security . Balancing privacy and security . Data mining and privacy . The SOPA/PIPA debate aftermath . New avenues for academic publishing . Personal freedoms in the digital age . Cybersecurity . Patent reform and patent "trolls" . Individual ownership of personal information . The "right to be forgotten" . The relationship of government agencies and data-based enterprises . New theories of digital intellectual property . The future (if any) of the "first sale" doctrine . Are we compromising our security? The U.S. role in data insecurity . Are commercial/trade secrets the same as national security secrets? . "Big Data," AI, and data security and privacy in the inter-cloud . Extraterritoriality of the U.S. I.P. regime . Privacy and the "Internet of Things" . Bio-enhancements and privacy .
