Journal of media and communication research Thematic focus: Media, Empowerment and Democracy in the Global South Editors: Poul Erik Nielsen (guest editor, Aarhus University), Norbert Wildermuth (Roskilde University) Submission deadline: SEPTEMBER 1, 2011 Publication date: Spring 2012 With the advent of web 2.0 and with the spread of mobile phones on a global base, conditions for and processes of citizen participation, public debate and social critique are changing. Information and Communication Technologies’ potential role in articulating citizen actions has been discussed in reference to recent events, such as the oppositional demonstrations in Tibet, Burma and Iran. However, while the use of social media and mobile phones in these events has received global attention, their de facto scope for democratic empowerment is contested and in need of further exploration. Other attempts to tap into the communicative potential of digital network media for the purpose of civic engagement, political deliberation and mobilisation for social change are furthered by web-based applications, such as Ushahidi, which played a prominent role during the 2008 post-election crisis in Kenya in crowdsourcing crisis information. Avaaz.org, a global campaign and petition network with more than 6 million members from over one-hundred countries, is another prominent example of the transformative power of e-mobilisation, which exemplifies the global-local nexus at the heart of e-participation and -mobilisation strategies. These ‘new’ developments, exciting as they are, run not only the danger of being interpreted in overtly optimistic and techno-centric terms, but also of diverting attention from the continued relevance of other mass, community and citizen media in contributing to communicative efforts for democratisation, empowerment and social change. The planned issue of MedieKultur therefore invites papers that discuss the present role of both Information and Communication Technologies (ICTs) and other media in an admittedly altered media environment. Communicative efforts to further democratic development and the empowerment of disenfranchised and marginalised populations demand scholarly attention to the lessons learned by ‘conventional’ media development and ICT-based initiatives. We thus invite papers with a thematic and theoretical focus on civil society based forms of communication for democratic deliberation and empowerment, in the broadest sense. Case studies and attempts to develop theoretical conceptualisations should explore relationships between media and communication developments, civil society, citizens’ engagement and governance processes. Dear Colleagues: Call for Participation: Doctoral Colloquium at the Association of Internet Researchers (AoIR) Annual Conference 2011 Internet Research 12.0 Seattle, Washington, USA In keeping with its commitment to students' scholarship in the Association of Internet Researchers, the Internet Research 12.0 Doctoral Colloquium offers Ph.D. students working in internet research or a related field a special forum on October, 10, 2011. Participants will have a chance to present their dissertations-in-progress and discuss them at length, with peers and established senior researchers. This year, Elizabeth Buchanan and Michael Zimmer will coordinate the Doctoral Colloquium, and will be joined by colleagues including: Mia Consalvo Steve Jones Charles Ess Hector Postigo (Others to be announced) Interested students should prepare a two-page summary of their research. This should provide a context for the research, describe the methods being used, the progress to date, and expectations and hopes from the colloquium. Twitter Timeline Limits

Hi all, I'm working on a project with some colleagues regarding Twitter use and hashtags, and we are looking for a key piece of information: how long tweets are publicly viewable. Twitter's site used to say they were available "approximately 10 days." But now, there's no reference to this limit at all. The closest information I can find is that they now allow users to view 3200 of their most recent tweets. Does anyone know if Twitter has changed this limitation? Or where I might find more up-to-date information on this issue? We would deeply appreciate any help. Hi all, Just a short comment about the privacy debate, once again. There definitely exist differences between national traditions on this issue (as I have maintained in previous emails). And these differences may (also) be identified as differences between scholarly disciplines and theories about why we keep things, for instance as datasets or in (web)archives, and how we should use them as researchers afterwards. On the one hand, an approach which mainly is used within disciplines inspired by the social sciences where focus is often on acquiring information about individuals and/or groups of individuals, often 'sensible' information, and here one of the main concerns can be to protect privacy. And, on the other, the approach of archiving institutions who take their point of departure in the idea that we should preserve whatever has been made public, and here the main concern is to attest what was made public, be that on paper, as sound waves, images, or whatever. When people have made things public they have made them public, and the privacy issue is mainly about things that have been made public by someone who should not have made it public, for instance medical information put on the web by accident, private photos, etc.; and if it was illegal then, it's also illegal later and this material must then be protected in the web archive (however, a number of practical issues are related to doing this). But the fundamental rationale for the cultural heritage institutions such as national libraries is that they shall preserve whatever has been made public. In the country where I come from (Denmark) this has been done since the 17th century, based on a legal deposit law, first print, then radio and television, and now the web (similar laws can be found in many other countries). The fundamental distinction, at least as far as I'm concerned, is between scientific data and publications (close to Jeremy's distinction "published documents are not a matter of human subjects"): scientific data are created by researchers for research purposes and may need privacy concerns, whereas publications are - well, public. And if people don't want things to be public don't put it out there. There may, of course, be difficulties in determining whether things are public on the web or not, but, in general, if everyone could get acces to it, it's public. However, the main challenge is probably to inform people that they actually publish things on the web.
