rights of access to the Internet

Hello All, I'd like to send a question related to what Erick Iriarte Ahon (for Alfa-Redi) writes on the way the complex context of the (new) technologies appears to generate at least two questions, namely, whether there exists a right to access the Internet as an instrument to access information and whether there exists an obligation on the part of governments to offer such access in a general (universal) way. (I'm translating from his recent AIR-L contribution in Spanish: "En un contexto de evolucion permanente en el cual las tecnologias van hacia la convergencia, y los procesos sociales ncrementan el uso cotidiano de las TICs; en donde las politicas de TICs han logrado evolucionar a componentes de TICpD en las Pol?ticas de Desarrollo, y en el cual la brecha social se amplia en su componente digital (lease brecha digital), la pregunta que surge es: ?existe un derecho de acceder a internet como instrumento para acceder a la informacion?, y por ende ?existe una obligacion por parte de los gobiernos de brindar este acceso de manera universal?"). I hesitated as to whether to send my query directly to Alfa-Redi or here and finally decided on the second option. This comment involves a recent example I found of a relatively new technology, the Power Point presentation, in this case, used in conjunction with sending information to the mainstream press and to nongovernmental (perhaps paragovernmental) organizations. What I'm referring to is an article by Matthew Kalman in the _San Francisco Chronicle_ of 21 July 2006. The title of the article is enough I think to suggest the complexity of the situation: "Israel set war plan more than a year ago". In it, Kalman notes that the presentation his article refers to set out their policy in Lebanon at the present moment. The article can be retrieved by going to the _Chronicle_ website and searching by Kalman's full name or, directly, at: http://www.sfgate.com/cgi-bin/article.cgi?f=/c/a/2006/07/21/MNG2QK396D1.DTL… My main question is this: the presentation the article speaks of was on precisely what the title says, "setting out the plan for the current operation [in Lebanon] in revealing detail," in the author's words. But while it was a Power Point talk given to journalists and others in positions of some authority, it seems to me that the main question is: what would happen if the presentation had been done via the Internet? This biennial meeting serves as a forum for stimulating and disseminating research on the complex connections between communities - both physical and virtual - and information and communication technologies. C&T 2007 welcomes contributions from researchers in many fields, given the multidisciplinary and collaborative nature of inquiries into the interaction between community and technology. Past meetings have involved researchers working in such areas as computer supported cooperative work, computer supported collaborative learning, artificial intelligence, information retrieval, human computer interaction, information systems, community informatics, knowledge management, and Internet studies; across such fields as anthropology, communication, computer science, economics, geography, information studies, information systems, management science, political science, psychology, sociology, and telecommunication. We focus on the notion of communities as social entities comprised of actors who share something in common: this common element may be geography, needs, interests, practices, organizations, or other bases for social connection. Communities are considered to be a basic unit of social experience. Information and communication technologies (ICTs) can interact with communities in many complex ways. For example, ICTs can support community formation and development by facilitating communication and coordination among members. Conversely, the lack of attention to the surrounding community context may inhibit the design and effective use of ICT innovations. Hence, new research into the creation, use, and evaluation of ICTs aimed at community support is appearing at an increasing rate. New phenomena such as blogs, podcasting, smart mobs, and the popularity of social network software illustrate some of the new areas for research into the powerful and changing connections between community and technology. Empirical, conceptual, and design contributions are invited, involving a range of methodologies and approaches. These might include application designs, innovative frameworks, case studies, ethnographies, experiments, survey research, network analyses or economic studies. Topics appropriate for submission to this conference are manifold. More information is available at the conference web site. We also invite the submission of proposals for workshops, which will be held on Thursday, June 28, 2007, the first day of the conference. Workshops can be either half or full day in length and built around specific themes relevant to the conference. Workshop proposals should be 4 pages in length, and should define the theme(s) of the workshop, the main activities and goals, the background and contact information of the organizer(s), the maximum number of participants in the workshop, the means of soliciting participants, and the method of selecting participants. Proposals should also include a brief summary of no more than 150 words suitable for describing the workshop in the conference program. Proceedings The Communities and Technologies 2007 Proceedings will be published by Springer, and will be available both as a bound volume and online for global digital access. Publications In collaboration with NAi Publishers, the INC will publish a series of books on new media theory and practice. The first book in the series is by Ned Rossiter. Ned Rossiter (2006), Organised Networks: Media Theory, Creative Labour, New Institutions, Rotterdam: NAi Publishers. The celebration of network cultures as open, decentralized, and horizontal all too easily forgets the political dimensions of labour and life in informational times. Organized Networks sets out to destroy these myths by tracking the antagonisms that lurk within Internet governance debates, the exploitation of labour in the Creative Industries, and the aesthetics of global finance capital. Cutting across the fields of media theory, political philosophy, and cultural critique, Ned Rossiter diagnoses some of the key problematics facing network cultures today. Why have radical social-technical networks so often collapsed after the party? What are the key resources common to critical network cultures? And how might these create conditions for the invention of new platforms of organization and sustainability? These questions are central to the survival of networks in a post-dotcom era. Rossiter unleashes a range of strategic concepts in order to explain and facilitate the current transformation of networks into autonomous political and cultural “networks of networks”. Ned Rossiter is senior lecturer in Media Studies at the Centre for Media Research, University of Ulster. Blogs bring on decay of the 20st century broadcast media, and are proud of their in-crowd mechanism of linking, tagging and ranking. The book also deals wit the silent globalization of the Net in which no longer the West but countries like India, China and Brazil are becoming the main drivers of new media culture. Long Abstract In recent years, anthropologists have taken a great interest in the study of media. A plethora of ethnographic studies, three media anthropology readers, one historical survey of this research area and the EASA Media Anthropology Network are some examples of this growing interest. Although this area of research is marked by a high degree of theoretical and empirical diversity, most anthropologists working in it concentrate their efforts on the study of 'media practices', including practices of visual representation, telework, TV production and consumption, news making, radio drama, biomedicine, online dating, web forums, cyberactivism, e-government, blogging and text messaging. Drawing on these kinds of case studies, this workshop is aimed at exploring the current state of the anthropological study of media practices, and what directions it may take in future. Contributors may wish to address questions such as: What do we actually mean by 'media practices'? What are the key theoretical and methodological problems attending their study?
